About this file

This document is a Request for Proposal (RFP) for the Canaveral Lock Fiber Reinforced Polymer (FRP) Sector Gate Supply Project, solicitation number W912EP25R0009, issued by the US Army Corps of Engineers Jacksonville District. The contract requires fabrication and delivery of two FRP sector gates for the Canaveral Lock in Brevard County, Florida, with a total project weight of approximately 183,000 lbs and dimensions of 54.2 ft long, 29 ft high, and 56.7 ft wide at the arc. The gates must be designed to fit into existing hinge and pintle assemblies and delivered via barge.

The RFP outlines a firm-fixed-price contract with a target delivery date of October 7, 2027, and an estimated Notice to Proceed date of September 1, 2025. Evaluation will be based on four factors: Technical Approach Plan (most important), Project Schedule, Past Performance, and Price, with the non-price factors significantly more important than price. Offerors must demonstrate specialized experience in FRP structures weighing at least 40,000 pounds, with additional consideration for marine structures, vacuum infusion process, and steel components. The contract includes optional line items for spare parts, training, barge demurrage, and delivery detention fees.

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

Within Days

After Date

Item No. Quantity of Contract

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
