About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Comprehensive Everglades Restoration Plan, Broward County Water Preserve Areas Project, Contract 2, C-11 Impoundment and Mitigation Area A, Broward County, Florida. The amendment, issued by the USA Engineer District in Jacksonville, Florida, indicates that supplemental funds originally appropriated under the Bipartisan Infrastructure Law (Public Law 117-58) for Solicitation No. W912EP25R0005 have been officially reallocated. Consequently, no alternative funding sources have been identified to facilitate this project, effectively halting the procurement process.
The amendment, dated 22-Dec-2025 with an original solicitation date of 13-Mar-2025, marks the 0011 modification to the original solicitation. The funding determination was initially based on the South Florida Ecosystem Restoration (SFER) Infrastructure Investment and Jobs Act (IIJA) Spend Plan, which was approved by the Office of Management and Budget (OMB) in February 2024. However, the reallocation of funds means that the project will not proceed as originally planned.

1. The funds assurance provided to the BCWPA, C-11, Contract 2 project were supplemental funds appropriated under the Bipartisan Infrastructure Law (BIL) (Public Law 117-58), also known as the Infrastructure Investment and Jobs Act (IIJA).The funding determination was based on the South Florida Ecosystem Restoration (SFER) IIJA Spend Plan, which was approved by the Office of Management and Budget (OMB) in February 2024. Consequently, the funds that were previously designated for Solicitation No. W912EP25R0005 are no longer available.
