About this file

This document is a set of slides from a pre-proposal conference for a federal contract opportunity, Contract 11B for the Central Everglades Planning Project (CEPP) in Palm Beach County, Florida.

The scope of work includes clearing, grubbing, de-mucking, excavation, and processing of several million cubic yards of earthen material to construct a 17.75-mile long embankment dam, as well as construction of outlet works, spillways, canals, and a maintenance road. The project will be incrementally funded, and the estimated period of performance is 3,652 calendar days after notice to proceed, with 90 days to commence performance after award. Offerors must submit a proposal subject to Project Labor Agreement (PLA) requirements. The acquisition will use the Tradeoff Source Selection Process, evaluating Technical Merit, Past Performance, Small Business Participation, and Price. Project Overview The Scope of Work for this project includes clearing, grubbing, de-mucking/removal of overburden, blasting, excavation, and processing of several million cubic yards of earthen material for the construction of a 17.75 miles-long "D-623" embankment dam. Embankment height will be 38.0 ft above average natural grade in the north, east, and west: and 34.0 ft above average natural grade in the south.

In addition, the work will include rock foundation preparation, installation of a seepage cutoff wall, canal filling, and all incidental related work to prepare approximately 2 miles of foundation for the 17.75 miles-long D-623 embankment dam.

The approximate toe-to-toe width of the foundation is 260 feet in the north, east, and west; and 235 feet in the south.

Lastly, the work will include construction of approximately one mile of parallel open channels (canals) as well as a maintenance road with benches between the canals.

All lands for this project are owned by the South Florida Water Management District (SFWMD) and will be provided to the USACE for construction of these project features.

Pursuant to DFARS Clause 252.232-7007- Limitation of Government’s Obligation, included in the solicitation, the awarded contract will be incrementally funded.

Submission of Project Labor Agreement is required for this project. See FAR Provision 52.222-33 under Section 00100 and FAR Clause 52.222-34, Project Labor Agreement under Section 00700.

Offerors are notified that real state is not currently cleared for construction but will be by issuance of the full notice to proceed.

Project Overview

Source Selection

BASIS FOR AWARD AND EVALUATION APPROACH:

This acquisition will utilize the Tradeoff Process (FAR 15.101-1). Award will be made to the offeror whose proposal represents the best value to the Government, taking into consideration both non-price factors and price.

The Tradeoff process will consider three non-price factors that are listed in descending order of importance: (1) Technical Merit; (2) Past Performance; and (3) Small Business Participation.

Non-price factors 1, 2, and 3, when combined, are approximately equal to price.

All of these non-price factors will receive an adjectival rating. In order to be eligible for award, a rating of no less than Acceptable is required on factors (1) and (3) and a rating of no less than Neutral Confidence is required on factor (2).

A fourth non-price factor will be assessed by the Government: submission of a Project Labor Agreement (PLA). This PLA factor will be evaluated on an acceptable/unacceptable basis. The PLA Factor will not play a role in the Tradeoff, but an offeror’s PLA must be rated acceptable in order for the offeror to be eligible for award.

Price factor is not rated. It is evaluated to ensure that the price is fair and reasonable in accordance with FAR 15.404.

Source Selection By submitting an offer in response to this solicitation, offerors are agreeing to comply with all terms and conditions contained in the solicitation.

The Government intends to evaluate proposals and award a contract after conducting discussions with offerors whose proposals have been determined to be within the competitive range.

However, consistent with FAR 52.215-1, the Government reserves the right to make award without discussions if, in the discretion of the contracting officer, discussions are not needed.

The offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint.

Debarred List: Offerors will be checked against the List of Parties Excluded from Federal Procurement and Non-procurement Programs. Any offeror who is listed will be eliminated without further consideration.

Factors to be Evaluated

Factor 1 – Technical Merit

Factor 2 – Past Performance

Factor 3 – Small Business Participation

Factor 4 – Project Labor Agreement (PLA). This factor will be evaluated as a separate factor.

Factor 5 – Price

Note: Refer to Submission Requirements and Evaluation Approach section on the Solicitation.
