The scope of work involves constructing approximately 7.2 miles of parallel open channels and a maintenance road in Palm Beach County, Florida as part of the Central Everglades Planning Project. Construction services are required for the seepage canal, inflow/outflow canal, and associated maintenance road and drainage features. The estimated contract value ranges from $25-100 million and the period of performance is 730 calendar days. Offerors must submit technical, past performance, small business participation, and price proposals through the DoD SAFE system by the deadline. 3BUILDING STRONG®
Project Overview This is project is for the construction of approximately 7.2 miles of parallel open channels (canals) as well as a maintenance road with benches between the canals. The northern most canal (seepage canal) will have a bottom width of 10 feet, 2.5H:1V side slopes, and an approximate depth of 16.5 feet below natural ground surface. The southernmost canal (Inflow/Outflow canal) will have a bottom width of 55 feet, 2.5H:1V side slopes, and an approximate depth of 16.5 feet below natural ground surface.
Project Overview The maintenance road and benches will separate the seepage and Inflow/Outflow Canals by approximately 65 feet and will have a minimum crest width of 14 feet approximately 4.5 feet above natural ground surface. Work will also include the crushing, processing, and stockpiling of excavated material within the project construction limits.
Work may also include construction of or modification to site access from U.S. Hwy 27 as well as the construction and maintenance of haul roads and associated site drainage features. All lands for this project are owned by the South Florida Water Management District (SFWMD) and provided to the USACE for construction of these project features.
Source Selection
EVALUATION APPROACH: The acquisition will utilize the Tradeoff Process (FAR 15.101-1).
The award will be made based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the four evaluation factors: Technical Merit, Past Performance, Small Business Participation, and Price.
The Contracting Officer will use a trade-off process to determine which offer represents the best value to the Government. This process allows the Contracting Officer to consider making award to other than the lowest priced offeror or other than the highest technically rated offeror. To receive consideration for award, a rating of no less than "Acceptable" must be achieved for the Technical Merit Factor and Small Business Participation Factor. Offerors are cautioned that the award may not necessarily be made to the lowest price offeror or the highest technically rated offeror.
Note: Individual Elements will not be given an evaluating rating; however, each Element shall be considered in the evaluation of the Factor each Element is placed under.
Note: All evaluation factors other than price, when combined, are approximately equal to price.
Source Selection
BASIS FOR AWARD: Best Value Trade-Off
The Government will award one (1) Firm Fixed Price contract that is considered fair and reasonable with regard to pricing and whose proposal offers the best overall value to the Government, considering the price and non-price factors described in the solicitation.
Source Selection
The Government intends to make award without holding discussions with offerors unless the Contracting Officer/Source Selection Authority later determines it to be necessary.
Contractors submitting an offeror as a joint venture must provide a written copy of the joint venture agreement with the initial proposal. The joint venture must be signed by both parties. The SF 1442 and all future documents must also be signed by both parties.
The joint venture must be registered in the System for Award Management (SAM) as a joint venture in order for an award to be made.
Debarred List: Offerors will be checked in SAM to ensure there are no exclusions listed. Any offeror who is listed with exclusions will be eliminated without further considerations.
