SECTION 00 33 50
WEATHER AND WATER STAGE DATA
1. The below stated water fluctuations are for informational purposes only and are not to be utilized in conjunction with any contract related hydrographic surveying purposes as noted on the control drawing(s) of the contract plans. All elevations in this Section 00 33 50 are in feet, National Geodetic Vertical Datum of 1929 (feet, NGVD).
2. The Herbert Hoover Dike (HHD) Rehabilitation Project-Dam Modification Cutoff Wall Multiple Award Task Order Contract: Task Order One is located in Reach 2 from Structure 354 (S-354) and extends west to Structure 310 (S-310).
Between this two structures is Structure 236 (S-236) S-276).
3. S-354 is a 2-bay reinforced concrete U-shaped spillway consisting of 2 vertical lift gates installed on the crest of the ogee weir. The design discharge is 1,450 cfs when the headwater elevation is 10.5 and tailwater is
10.0 ft., NGVD. However, S-354 could discharge up to 2,000 cfs at a headwater and tailwater elevation of 27.7 and 13.2 ft., NGVD, respectively.
In the closed position the top of the gates will seal against the bottom of the reinforced concrete. This structure is located in HHD, Levee Division 2 (L-D2) at the north end of the Miami Canal which is approximately three miles west of the city of Belle Glade. S-354 is normally closed; however, the gates are opened for the following three purposes:
(1) to meet agricultural requirements in the area served by the Miami Canal between Lake Harbor and Structure 8 (S-8) or meet requirements in coastal Dade County or in the Everglades National Park. These conditions generally occur in the dry season between mid-October and mid-May. The first condition occurs under a dry season stage below 11.0 ft., NGVD between S-354 and S-8, along with other factors. The second condition occurs under a dry season stage below optimum in coastal Dade County when water is not available in Water Conservation Area No. 3 (WCA3). The third requirement occurs under a condition when legally required releases to the Everglades National Park cannot be met by releases from WCA3.
(2) To discharge flood flows from the Everglades Agricultural Area between S-354 and S-8 when Lake Okeechobee is low (generally below 11.0 ft., NGVD). Such occasions are very rare but could occur in the late spring.
(3) To make regulatory discharges form Lake Okeechobee when conditions in the Everglades Agricultural Area will permit, and when WCA3 is below schedule.
4. Structure 3 (S-3) is a pump station that consists of 3 pumping units with a total pump capacity of 2,580 cfs. S-3 is adjacent to S-354. This pump station pumps surplus water into Lake Okeechobee from the Miami Canal when the water elevation in either of these canals exceeds an elevation of 13.0 feet, NGVD.
5. Structure 236(S-236 (S-236) is a pump station that consists of 3 pumping units with a total capacity of 255 cfs. This pump station is to provide flood control and drainage at a design rate of ¾ inch of runoff per day from a 0.3 Square mile drainage area located in Palm Beach and Hendry counties. The area is bounded on the north by Herbert Hoover Dike, L-D2, on the east by Levee 25 (Miami Canal) and on the south by the South Florida Conservancy District levees. On the west it adjoins the Pump Station 4 drainage area.
6. Structure277 (S-277) is a box culvert that consists of three barrels that are all flap/slide gate combination. S-277 is approximately 150 feet east of S-236.
Flood control of the S277 service area is provided by S-236. If the landside stage exceeds the lake stage, the gates will automatically open to permit gravity drainage into the lake. The slide gates can be operated to maintain desirable water levels for irrigation supply and other demands in the service area form the lake. If the head differential is greater than one to two feet, the flapgates can be mechanically operated to provide additional water from the lake.
7. Structure 310 (S-310) is a lock located along the south shore of Lake Okeechobee in L-D2 just north of Clewiston at the mouth of the Industrial Canal and is approximately 8 miles northwest of S-354. S-310 is operated in conjunction with S-169, S-4, and the culverts in Levee Division One (L-D1) according to the following table:

The optimum elevation for the industrial canal is 15.0 ft, NGVD when the lock is in operation.
Please note. The S-310 navigational locks must be operated whenever Lake Okeechobee is at an elevation of 15.5 feet or higher. SFWMD operates the navigational locks during the following hours of operation:
October 1st through April 30th – 5:30AM to 8:00PM.
May 1st through September 30th – 5:30AM to 9:00PM
8. Water levels at the project locations are mainly affected by rainfall, evaporation, local runoff, groundwater levels (e.g., seepage from Lake Okeechobee) and the operation of Lake Okeechobee. Lake Okeechobee is managed by the Jacksonville District, U.S. Army Corps of Engineers (Corps) in accordance with the 2008 Lake Okeechobee Regulation Schedule (2008 LORS), which is shown in Figures 1 through 4. The lake’s optimum range of elevations is between 12.5 and 15.5 feet, NGVD on a seasonally varying basis. This optimum elevation range may be exceeded due to rainfall events over the lake’s watershed, and/or wind effects on the lake.
9. Historical average daily Lake Okeechobee elevations from January 1932 through January 30, 2018 are provided graphically in Figure 5. The maximum average daily lake elevation of 18.77 feet, NGVD occurred on November 3, 1947. These average daily water elevations may be exceeded due to rainfall events over the lake’s watershed, and/or wind effects on the lake. Exceedance curves for the Lake Okeechobee average daily water elevations for the above referenced period of record are contained in Figure 6. The graph contains the 10, 25, 50, 75 and 90 percent exceedance values through the calendar year. For example, for a given day in the calendar year, the “10% Exceedance” curve shows the water elevation at which 10 percent of the values on that day were greater for the period of record. These graphs may also be used as a rough indicator of the probable seasonal variations in elevations.
10. Historical discharges through S-354 for the period of record from January 2012 through February 4, 2018 are provided graphically in Figure 7. A maximum flow of 1,446 cfs was recorded on December 11, 2013.
11. Historical Miami Canal elevations as measured at S-3 for the period of record from January 2012 through January 21, 2018 are provided graphically in Figure 8. A maximum elevation of 17.39 feet, NGVD was recorded on October 12, 12017.
12. Note that all hydrometeorological data in this Section are provisional and subject to revision. In general, historic water levels and discharges are not necessarily indicative of future levels and discharges. The contractor should be able to obtain hydrometeorological data from the Jacksonville District, Water Management Section’s website, which can be found at:
http://www.saj.usace.army.mil/Missions/Civil-Works/Water-Management/ and also the SFWMD’s website which can be found at: http://www.sfwmd.gov
13. It shall be the contractor's responsibility to obtain information concerning rain and wind. Reference is made to the National Oceanic and Atmospheric Administration (NOAA) publication entitled Local Climatological Data – Monthly Summary, which contains climatological and meteorological observations and data, including wind, rain, and temperature data for the project area. Subscription price and ordering information is available from the National Climatic Data Center, Federal Plaza, 151 Patton Avenue, Asheville, North Carolina 28801-5001. NOAA also has an internet information page at: http://www.ncdc.noaa.gov/
14. The climate of the area is essentially subtropical and humid. Temperatures below freezing are rare. The wet season in the project area is from May through October. The hurricane season is from June through November. In general, the winter months constitute the dry season, and rainfall is usually associated with mid-latitude systems (fronts and low-pressure systems) and is distributed in a spatially uniform pattern. The summer months comprise the wet season and rainfall is closely associated with convective activity. These rainfall events are normally of short duration, and amounts are quite variable spatially. Occasionally, daily rainfall in the dry season can be quite heavy as mid-latitude systems penetrate into South Florida. The project site is subject to tropical storms and hurricanes from June through November, and to windy and/or rainy weather throughout the year.
Weather forecasts as well as actual rainfall information from the National Weather Service Miami-South Florida forecast office can be found at:
http://www.srh.noaa.gov/mfl/.
15. The following data are provided:
MONTHLY ANTICIPATED ADVERSE WEATHER DELAY WORK
DAYS BASED ON 5-DAY WORK WEEK
The average number of work days in each calendar month with precipitation greater than or equal to 0.50 inches is provided for the project area in the below table.
