All equipment and supplies used for In-Situ permeability testing shall be approved by the Contracting Officer prior to use.

The Contractor shall monitor water levels in the borehole using the in-hole electronic water level gauge (pressure troll) described in PRODUCTS above; which shall have the capabilities to precisely monitor the water level changes and water temperature during the falling head (Stage

1) and rising head (Stage 2) open hole water testing of the cutoff wall.

The Contractor shall also have a weighted tape with buzzer for obtaining manual water level readings.

3.2 CORE DRILLING

3.2.1 Procedure

All boreholes shall be drilled vertically to within 2 feet of the finished depth of the cutoff wall taking care to not penetrate to the bottom of the cutoff wall. The Contractor shall operate his drills at such speeds and with such down pressures and shall control drill fluid pressures and quantities to ensure maximum core quality and recovery and minimize any damage to the cutoff wall. As measured per core run, the drilling method shall provide core recovery of at least 90 percent and Rock Quality Designation (RQD) of at least 50. Additional core drill locations will be

SECTION 02 32 00 Page 10 Amendment 0006 required if recovery or RQD are below the required values. If the Contractor has difficulty consistently achieving this percentage recovery and RQD, modifications shall be made to the grouting procedures and coring methods. The Contractor shall provide the Contracting Officer 48-hour notification prior to any drilling activities. The notification shall include the location of the boring, the exact time the boring is scheduled to start, and the anticipated completion time. Once notification has been given to the Contracting Officer, the schedule shall not be changed without approval of the Contracting Officer. No drilling or coring shall be performed in the segment of wall being tested until that segment of wall has cured prior to for a minimum of 21 days after placement of the wall . Care shall be taken to ensure that the bore-hole is positioned through the centerline of the cutoff wall. The Borehole Logger shall exercise particular care in recording zones of water loss, cavities, rod jerks, rough drilling and other unusual and non-ordinary coring experiences that, supplementing the core record, will throw light on the nature and the extent of any fracturing or abnormalities. The alignment of all verification boring shall be measured continuously and provided graphically. Upon completion of core drilling, the hole shall be cleaned with potable water containing bleach at 1 gallon of 5.25% sodium hypochloride per 100 gallons of water and flushed until effluent water is clear. The borehole shall then be flushed with potable water to remove any bleach. If water is used as the drilling fluid then bleach does not need to be used when flushing the borehole. The borehole wall shall be free and clear of any residual drilling fluids. Water under low pressure shall be applied so as not to damage borehole wall.

3.2.2 Casing Installation

A steel or PVC casing shall be installed between the top of the working platform and the top of the cutoff wall to be tested. The casing size provided shall be large enough to accommodate all testing and inspection equipment. The casing shall provide a watertight seal with the working platform and shall have a removable end cap. Installation shall be in accordance with the approved Casing Installation Plan . The casing and end cap shall be accessible for additional testing requirements for up to 30 days following installation, or as approved by the Contracting Officer.

3.2.3 Drilling Deviation Measurements

Drilling deviation measurements shall be performed for every quality control coring, and rotary exploratory hole, using an instrument capable of biaxial deviation measurement to determine the magnitude and azimuth of all down-the-hole deviations. The drilling deviation measurements shall be obtained over the entire length of the drill hole. The instrumentation used in drilling deviation measurement shall have the capability of measuring down a depth of at least 80 feet.

3.2.4 Arrangement of Core

All cores shall be washed and arranged neatly in the partitioned boxes in the same sequence in which they occurred before removal from the hole.

Facing the open box with the hinged cover above and the open box below, cores shall be arranged in descending sequence beginning at the left end of the trough nearest the hinges and continuing in the other troughs from left to right. The highest part of the core shall be placed in box 1, and the lower portions of the core shall be placed in the other boxes in consecutive order. A digital photograph of each core run shall be taken clearly showing the label and the wet core, before sample or preservation

SECTION 02 32 00 Page 11 Amendment 0006 activities.

3.2.5 Preservation of Core

The core shall be washed, wrapped in aluminum foil, thin plastic wrap, or cheese cloth and then sealed by applying paraffin wax, microcrystalline wax, or 50/50 mixture of paraffin and microcrystalline wax prior to placing the core in the core box. This sealing process shall be accomplished as soon as possible after the core is removed from the core barrel to prevent desiccation of the core. Other methods of preservation may be applied (as written and approved in the drilling plan) so long as it yields the same degree of core preservation. All core boxes shall be stored in a laboratory moisture room having constant temperature, saturated environment meeting the requirements of ASTM C511 until tested or until otherwise directed by the Contracting Officer. The minimum length of each preserved core shall be no less than 2.5 times the core diameter.

All cored materials with lengths less than 2.5 times the core diameter shall be placed in the core boxes without preservation. Spacer blocks shall be marked and placed in the core box to show where samples have been removed.

3.2.6 Labeling, Marking and Packing Core

Labels for core boxes complying with paragraph CORE BOXES shall be placed on the inside and outside of the top cover in addition to each end. In addition, the depths (or elevations) of each core run/pull shall be marked with a black waterproof pen on the spacer blocks that are placed between core pulls. When a box is full, the space between the core and the trough sides shall be filled with suitable packing material.

3.2.7 Selection of Test Samples

Representative samples of core shall be selected for testing. Two (2) core samples shall be collected at the top, middle, and bottom one-third depths of each verification boring. The samples shall be selected by the Contracting Officer at the completion of each boring. There shall be a minimum of (5) feet between samples. If the core includes zones of backfill of varying quality, samples shall be taken from each zone.

Additional samples may be required by the Contracting Officer to capture variability.

3.2.7.1 Compressive Strength Testing

From each borehole at each depth range, conduct one (1) unconfined compressive strength test on cored samples, for a total of 3 test per corehole. The tests shall be performed in accordance with ASTM D2166. The tests shall be performed within 10 days of samples collected. Additional tests required due to failed tests shall be at Contractor's expense.

3.2.7.2 Laboratory Permeability Testing

From each borehole at each depth range, conduct one (1) laboratory permeability test on cored samples for a total of 3 tests per corehole.

The permeability tests shall be performed on specimens from near the same core run used for unconfined compressive strength tests. The permeability test shall be performed in accordance with ASTM D5084, Method C.

Alternatives to Method C may be used only if approval is granted by the Contracting Officer. Additional tests required due to failed tests shall be at Contractor's expense.

SECTION 02 32 00 Page 12 Amendment 0006

The permeability test parameters are as follows:

Average Effective Confining Stress: 10 psi.

Hydraulic gradient: 15.

Permeate: Potable water.

Back Pressure: Sufficient to ensure Skempton's pore pressure "B" parameter greater than or equal to 0.95.

3.2.8 Disposition of Core

The Contractor shall protect the filled core boxes from direct sunlight, precipitation, and freezing by some form of shelter that allows ventilation to the boxes. Upon final acceptance of each phase of cutoff wall construction for the contract, the cores shall be disposed of by the Contractor; however, the Contractor shall provide a Core Disposal Notification to the Contracting Officer 30 calendar days prior to disposal of the cores to allow the Government to take possession of any core samples.

3.3 IN-SITU PERMEABILITY TESTING

In-situ permeability testing shall be conducted in two stages of coring in an each open hole as described below. The Hydrogeologist shall be responsible for determining the industry accepted methods and procedures used to determine the in-situ permeability of the cutoff wall. The Hydrogeologist shall be present during permeability tests performed in the demonstration section to establish the approved methods and procedures that will be used during production cutoff wall construction.

3.3.1 Test Coordination and Documentation

The Contractor shall provide the Contracting Officer with 48 hours written notification of any in-situ permeability test. The notification shall include the location and exact time of the test. A minimum of one (1) in-situ permeability test shall be conducted for each 250 linear feet of cutoff wall installed and one (1) test conducted at each connection with the existing wall. A minimum of ten (10) tests shall be performed in the demonstration section, two (2) tests per 100 linear feet of wall. The Contractor shall document the water surface elevation at the time the test starts and the water surface elevation at the completion of the test. The water surface elevations in the hole, along with the time each water surface elevation was taken, shall be provided to the Government within one hour of completion of the permeability test. The final test results shall be signed and sealed by a Registered Engineer.

3.3.2 Permeability Testing

A Stage 1 falling head test shall be performed within the borehole between the top of the cutoff wall and within 1 foot of the groundwater table. If the water level is within 10 feet of the bottom of the cutoff wall, then the depth of cored hole shall be as directed by the Contracting Officer.

The casing seated in the top of the cutoff wall shall have a minimum five

(5) feet extension attached to the casing and shall extend flush with the working ground level. Since the casing will be filled with water during testing, it will require being grouted or sealed by other acceptable methods to prevent leakage and vertical cracks at the seat.

SECTION 02 32 00 Page 13 Amendment 0006

The Contractor shall also calculate the permeability using the Hvorslev method as shown on in FIGURE 1 for record only. The permeability of the wall when tested and calculated by these methods shall not exceed 1x10-6 cm/sec. The data reduction method shall be that submitted by the Contractor and approved by the Contracting Officer. If cutoff wall material in the cores for Stage 1 are well mixed and allows the borehole to stay open, then the Contractor shall advance to Stage 2 coring and testing. If the cutoff wall material is poorly mixed and/or the boreholes do not remain open, the Contractor shall:

1) Stabilize the non-compliant zone using methods approved by the Contracting Officer.

2) Continue advancing the borehole to the second stage of testing.

The approved method used to isolate the non-compliant zone shall be sufficient in size and allow insertion of all the in-hole tools for in-situ permeability water testing to fit inside the entire length of the hole.

3.3.3 Stage 1 Falling Head Test for Cutoff Wall

The Contractor shall test each hole to determine the effective permeability of the cutoff wall. The in-situ permeability test shall be performed by filling the borehole with potable water. The borehole and casing extension shall be filled with water and pumped until the casing overflows. The Contractor is allowed to pre-soak the borehole. The Contractor shall demonstrate to the Government that the water level in the borehole has achieved steady state flow conditions prior to the start of the official permeability test. Particular attention shall be given to verification borings where unusual circulation of drilling fluid levels were lost in the drilling process. Such boreholes may require an extended period of time to reach steady state flow conditions. During performance of the permeability tests, the water levels shall be recorded at 15 second intervals for a minimum period of 2 hours or until the water level falls within 10% of the pre-test elevation. The Contracting Officer may require the test to be extended at no additional cost to the Government. The Contractor may be required to make check tests at his own expense if the testing equipment or its assembly and arrangement are found to be faulty after the testing of any holes. The Contractor shall record all time and water level readings made on a suitable form approved by the Contracting Officer as included in the In-Situ Permeability Testing Plan . A sample form is shown in FIGURE 1 - REPORT OF FALLING HEAD PERMEABILITY TEST appended after the end of this section.

3.3.4 Stage 2 Water Pump Test/Rising Head Recovery for Cutoff Wall

For the portion of the borehole below the groundwater table to the bottom of the cutoff wall, a water pump/rising head recovery test shall be performed (Stage 2). The Contractor shall be responsible for providing the necessary pump equipment, plumbing and labor as detailed in the Contractor's In-Situ Permeability Testing Plan .

The Stage 2 coring and testing can be performed immediately upon completion of Stage 1 coring and testing, however if the Stage 1 wall is not in compliance with the performance criteria, an adjacent borehole for re-testing will be required at no additional cost to the Government. The Stage 2 coring shall advance the Stage 1 borehole from the water table to within two (2) feet of the bottom of cutoff wall.

SECTION 02 32 00 Page 14 Amendment 0006

A submersible pump shall be set at the bottom of the borehole, and the pump shall remove the slug of water from inside the hole to just above the pump intake. The pressure troll shall then be lowered in the borehole to just above the pump setting. The borehole camera will be inserted into the borehole and slowly lowered to inspect the interior quality and consistency of the borehole under external water pressure. During the borehole camera monitoring (and after) the water level will be maintained by pumping to keep the water level depressed. Discharge volumes, water levels, temperature, and video footage shall provide information on the cutoff wall under large and sustained hydraulic loading. Water levels and temperature versus clock time shall be recorded throughout pumping (drawdown) and natural recovery (rising head) using the pressure troll equipment, with automated data logging and manual methods as a back-up.

During performance of the permeability test, the water level shall be recorded at 15 second intervals for a minimum period of 24 hours or until 90% recharge is achieved, whichever is less elapsed time. The Contracting Officer may require the test to be extended at no additional cost the Government. Cumulative volume shall be recorded periodically using an automated volume totalizer.

3.4 DISPOSITION OF BOREHOLES WITH APPROVED TESTS

After all QC and QA evaluations have been performed and the results have been approved by the Contracting Officer, the Contractor shall backfill the borehole as required in paragraph DECOMMISSIONING below.

3.5 ABANDONED AND SUPPLEMENTAL VERIFICATION BORINGS

Abandoned verification borings shall be those that drift outside the wall during drilling or those that cannot be drilled to the required depth. The Contractor shall request approval from the Contracting Officer prior to abandonment. All records and test results obtained shall be submitted to the Government. Each verification boring that is abandoned by the Contractor shall be supplemented by another verification boring adjacent to the original. A verification boring shall not be abandoned as a result of a failing acceptance test. Actual locations of any supplemental verification borings will be established by the Contracting Officer. No payment will be made for borings that were abandoned. Approved abandoned verification boring holes shall be backfilled as required in paragraph DECOMMISSIONING below.

3.6 DECOMMISSIONING

The Contractor shall preserve each hole in good condition until directed by the Contracting Officer to fill the hole. All verification borings and water level monitoring wells shall be decommissioned as described in Section 33 29 00 DECOMMISSIONING WELLS. No separate payment will be made for decommissioning verification borings and monitoring wells. The cost of this work shall be included in the drilling costs.

3.7 RECORDS

The Contractor shall keep accurate driller's logs, water levels, photographs, Verification Boring Reports , and records of all work accomplished under this contract and shall deliver complete, legible color copies of these logs and records to the Contracting Officer with applicable in-situ and laboratory testing identified before acceptance of the section of cutoff wall represented by the boring. All such records shall be recorded during the actual performance of the work (for all tests

SECTION 02 32 00 Page 15 Amendment 0006 conducted including failed tests) and shall be preserved in good condition and order. These records shall be submitted in a complete verification boring report to the Contracting Officer no later than 35 days following cutoff wall placement. The Contracting Officer may examine and review all such records at any time prior to their delivery, and may require changes to the record keeping procedure. During the coring operation, information shall be obtained about characteristics of the cutoff wall that may or may not be apparent from the core recovered from the hole. Observations of the drilling action must be made and reported to present as complete a picture, as possible of the consistency of the cutoff wall. When coring, the Contractor's quality control representative should note the amount of water return to the amount being injected through the drill rods. Careful observation of drill water return changes can indicate a potential defective zone. While the drill rod is rotating, the drill action and rate of penetration shall be noted and recorded. Changes in drilling rate can be related to changes in wall composition and provide complimentary data in areas of poor core recovery. Basic information to be included on each core boring log should include:

a. Hole identifier, top of wall elevation, and if applicable, primary pile, secondary pile, panel/pile number, or joint designation.

b. Herbert Hoover Dike alignment station reference.

c. Cutoff wall backfill mix designation.

d. Driller's name and Borehole Logger's name.

e. Make, size, and manufacturer's model designation of drilling equipment.

f. Type of drilling operation by depth .

g. Hole diameter.

h. Dates and time by depths when drilling operations were performed.

i. Time required for drilling each run.

j. Drill action, rotation speed, hydraulic pressure, water pressure, tool drops, and any other unusual and non-ordinary experience which could indicate the subsurface conditions encountered.

k. Depths at which samples or cores were recovered or attempts made to sample or core including top and bottom depth of each run.
