SECTION 00 31 21 Page 5

1. The below stated water fluctuations are for informational purposes only and are not to be utilized in conjunction with any contract related hydrographic surveying purposes as noted on the control drawing(s) of the contract plans. All elevations in this Section 00 33 50 are in feet, National Geodetic Vertical Datum of 1929 (feet, NGVD).

2. The Herbert Hoover Dike (HHD) Reach 1 Cutoff Wall Extension Project is located in Reach 3 from Structure 2 (S-2) and extends west to Structure 3 (S-3.)

3. Structure 2 (S-2) is located in the HHD, Levee D2, on the south shore of Lake Okeechobee, approximately four miles a pump station that consists of four pumping units with a total pump capacity of 3,600 cfs. S-2 is adjacent to S-351. This pump station pumps surplus water into Lake Okeechobee from the Hillsboro and North New River Canals when the water elevation in either of these canals exceeds an elevation of 13.0 feet, NGVD.

4. S-351 is a 3-bay reinforced concrete U-shaped spillway consisting of 3 vertical lift gates installed on the crest of the ogee weir. In the closed position the top of the gates will seal against the bottom of the reinforced concrete. This structure is located in HHD, Levee D2 (L-D2) at the intersection of the Hillsboro and North New River Canals which is approximately three miles west of the city of Belle Glade.

S-351 allows releases from Lake Okeechobee to meet water requirements in the Hillsboro or North New River Canal Service areas. The design discharge is 1,500 cfs when the headwater elevation is 10.5 and tailwater is 10.0 ft., NGVD. S-351 is also operated to pass regulatory releases up to the authorized flood control capacity of 2,400 cfs, from Lake Okeechobee south through the Hillsboro and North New River Canals after local runoff has been sufficiently removed. Under this 2,400 cfs discharge, the headwater may reach an elevation up to 24.5 feet, NGVD and the tailwater may reach up to 13.5 feet, NGVD.

However, under low water regulation, S-351 is operated to maintain an optimum tailwater elevation range from 11.5 to 12.0 feet, NGVD.

5. Structure 3 (S-3) is a pump station that consists of 3 pumping units with a total pump capacity of 2,580 cfs. S-3 is adjacent to S-354. This pump station pumps surplus water into Lake Okeechobee from the Miami Canal when the water elevation in either of these canals exceeds an elevation of 13.0 feet, NGVD.

SECTION 00 33 50 WEATHER AND WATER STAGE DATA

SECTION 00 33 50 Page 1

6. S-354 is a 2-bay reinforced concrete U-shaped spillway consisting of 2 vertical lift gates installed on the crest of the ogee weir. In the closed position the top of the gates will seal against the bottom of the reinforced concrete. This structure is located in HHD, Levee Dam 9 (L-D9) at the north end of the Miami Canal which is approximately three miles west of the city of Belle Glade. S-354 is normally closed; however, the gates are opened for the following three purposes: (1) to meet agricultural requirements in the area served by the Miami Canal between Lake Harbor and Structure 8 (S-8) or meet requirements in coastal Miami-Dade County or in the Everglades National Park, and/or (2) to discharge flood flows from the Everglades Agricultural Area between S-354 and S-8 when Lake Okeechobee is low (generally below 11.0 ft., NGVD), and/or (3) to make regulatory discharges from Lake Okeechobee when conditions in the Everglades Agricultural Area allow, and when Water Conservation Area 3A is below schedule. The design discharge is 1,450 cfs when the headwater elevation is 10.5 and tailwater is 10.0 ft., NGVD. However, S-354 could discharge up to 2,000 cfs at a headwater and tailwater elevation of 27.7 and 13.2 ft., NGVD, respectively.

7. Water levels at the project locations are mainly affected by rainfall, evaporation, local runoff, groundwater levels (e.g., seepage from Lake Okeechobee) and the operation of Lake Okeechobee. Lake Okeechobee is managed by the Jacksonville District, U.S. Army Corps of Engineers (Corps) in accordance with the 2008 Lake Okeechobee Regulation Schedule (2008 LORS), which is shown in Figures 1 through 4. The lake’s optimum range of elevations is between 12.5 and 15.5 feet, NGVD on a seasonally varying basis. This optimum elevation range may be exceeded due to rainfall events over the lake’s watershed, and/or wind effects on the lake.

8. Historical average daily Lake Okeechobee elevations from January 1932 through July 18, 2016 are provided graphically in Figure 5. The maximum average daily lake elevation of 18.77 feet, NGVD occurred on November 3, 1947. These average daily water elevations may be exceeded due to rainfall events over the lake’s watershed, and/or wind effects on the lake. Exceedance curves for the Lake Okeechobee average daily water elevations for the above referenced period of record are contained in Figure 6. The graph contains the 10, 25, 50, 75 and 90 percent exceedance values through the calendar year. For example, for a given day in the calendar

SECTION 00 33 50 Page 2 year, the “10% Exceedance” curve shows the water elevation at which 10 percent of the values on that day were greater for the period of record. These graphs may also be used as a rough indicator of the probable seasonal variations in elevations.

9. Historical discharges through S-351 for the period of record from May 1, 1998 through July 18, 2016 are provided graphically in Figure 7. A maximum discharge of 2,303 cfs occurred on January 19, 2015.

10. Historical Hillsboro Canal elevations from October 1, 1976 through July 6, 2016 are provided graphically in Figure 8. A maximum elevation of 12.78 feet, NGVD occurred on July 26, 1988.

11. Historical North New River Canal elevations for the period of record from October 1, 1968 through May 1, 2016 are provided graphically in Figure 9. A maximum elevation of 13.24 feet, NGVD occurred on March 11, 1986.

12. Historical discharges through S-354 for the period of record from June 1, 1985 through July 18, 2016 are provided graphically in Figure 10. A maximum discharge of 1,560 cfs occurred on September 12, 1992.

13. All hydrometeorological data in this Section 00 33 50 are provisional and subject to revision. The contractor should understand that historical water elevations and discharges are not necessarily indicative of future water elevations and discharges.

The contractor should be able to obtain hydrometeorological data from the Corps’ Jacksonville District Water Management Section's website, which can be found at:

http://www.saj.usace.army.mil/Missions/CivilWorks/WaterManagement.asp x and South Florida Water Management District’s website which can be found at: http://www.sfwmd.gov.

14. The contractor should not expect that work can be done under “no flow,” “low flow” or dry conditions.

15. It shall be the contractor's responsibility to obtain information concerning rain and wind. Reference is made to the National Oceanic and Atmospheric Administration (NOAA) publication entitled Local Climatological Data – Monthly Summary, which contains climatological and meteorological observations and data, including wind, rain, and temperature data for the project area. Subscription price and ordering information is available from the National Climatic Data Center, Federal Plaza, 151 Patton Avenue, Asheville, North Carolina 28801-5001. NOAA also has an internet information page at: http://www.ncdc.noaa.gov/.

16. The climate in the project area is subtropical and humid. The project area is subject to tropical storms and hurricanes from June through November, and to windy and/or rainy weather during any time of the year. Temperatures below freezing are rare. May is generally a transitional month in which storms that typically occur in June through September may begin. The typical rainfall from October through May is associated with mid-latitude systems (fronts and low-pressure systems) and is distributed in a spatially uniform pattern. Typical June through September rainfall is closely associated with convective activity. These rainfall events are normally of short duration and amounts are quite variable spatially.

Occasionally, daily rainfall during the typical rainfalls of October through May could be quite heavy as mid-latitude systems penetrate into Florida. Weather forecasts as well as actual rainfall information from the National Weather Service Miami-South Florida forecast office can be accessed at: http://www.srh.noaa.gov/mfl/.

17. The following data are provided:

MONTHLY ANTICIPATED ADVERSE WEATHER DELAY WORK

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

1.11.1 Schedule of Monthly Anticipated Adverse Weather Delays

The schedule of monthly anticipated adverse weather delays is based upon National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location for a daily precipitation greater than or equal to

0.50 inches and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

See Section 00 33 50 WEATHER AND WATER STAGE DATA to obtain MONTHLY

ANTICIPATED ADVERSE WEATHER DELAY WORK DAYS BASED ON 5-DAY WORK WEEK.

1.11.2 Contractor Responsibility

Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in Section 00 33 50 WEATHER AND WATER STAGE DATA (rounded to the nearest whole number), the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the Clause DEFAULT (FIXED PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1.
