AMENDMENT 0003

W912EP-16-R-0013

Janitorial Services U.S ARMED FORCES RECRUITING COMMAND, PR

1. For the bid of reference, in section 1.6.10 Special Qualifications

For this qualification and for meet requirements, you need a list of our employees and expertise in Janitorial? or a written letter of our qualifications of our employee?

1.6.10 Special Qualifications: Contractor shall ensure that all employees and/or subcontractors have adequate knowledge of commercial cleaning chemicals, equipment, and techniques necessary to perform work. The Real Estate POC may require the Contractor to discontinue using any employee or subcontractor, determined by the Real Estate POC/MSR on site, to be unsatisfactory.

Response: Section 1.6.10 Special Qualifications are for the Supervisory qualifications.

2. For each center we know the amount of square feet, but just to know if we quote 3,000 sf, the services would be 3 days per week. If its less than 3,000 sf, the weekly services would be 2 times per week. The question is what we should quote on the bid, if its for 2 days per week or 3 days per week?

Response: The contractor should provide a bid for two days per week janitorial services and 3 days per week janitorial services as it pertains to each line item.

3. Wage Determination:

On the solicitation, you guys required to use Wage Determination 2005-2461, Rev. 18. But there is a newer version (2015-5707, Rev. 2), please advise.

Response: See Amendment 0003, solicitation amended to included Wage Determination 2015- 2461, Rev. 2 dated 29 Dec 2015 and Wage Determination 2015-5707, Rev. 2 dated 29 Dec 2015.

4. Contractor Manpower Reporting Requirement:

a) We are trying to use the web page Blockedhttps://contractormanpower.army.pentagon.mil and is not working at all. Please advise.

Response: See Amendment 0003. PWS, paragraph 5.9 Contractor Manpower Reporting Requirements website address changed to read: http://www.cmra.mil/.

b) Also, there is a space at the beginning of the Solicitation to include an amount related to this. Is this amount a result of a worksheet related to the web page Blockedhttps://contractormanpower.army.pentagon.mil? In case that the webpage doesn’t work, what will be the Plan B?

http://www.cmra.mil/

Response: No. The Contractor Manpower Reporting requirements identified in PWS Part 5.9.

remain a requirement of the contract and shall be reported at website http://www.cmra.mil/.

Amend0003 deleted the ltem Numbers associated with Contractor Manpower Reporting from the price schedule. The cost associated with this item number is still a requirement and shall be distributed throughout the cost of the contract.

5. Price Schedule for Janitorial Services 3,000 square feet or less (and more) Spreadsheet.

What number should we use in the Rate of Occurrence Column?

Response: The contractor determines the amount for the number used in the Rate of Occurrence column as it pertains to each line item.

6. Should we include all facilities in this spreadsheet?

Response: Yes

7. While working with the Price Schedule, I noticed there are no formulas on some of the excel cells, leaving the total yearly amountsin column M in zero. In other cases, for example the pricing for Shampooing carpets twice a year, the formulas do not take into account both services (does not multiply by the unit on Column J). I have attached the Price Schedule referenced.

Please advice on how to proceed. According to last amendment to solicitation, questions could be submitted until April 5, 2016.

Response: Please check your math and do not rely on formulas.
