QUESTIONS AND ANSWERS
1. Should we submit a revised Original and (3) Sanitized copies per the new amendment or will one submission suffice?
Answer: If there are any changes made to a proposal, please submit a revised original as well as sanitized copies in accordance with the solicitation.
2. Do we need to resubmit everything again including the amendment or just the amendment?
Answer: Firms only need to submit the amendments since their last proposal and any information that they would like to change. If the firm wishes to make no changes, they only have to submit the signed amendments. If firms wish to change any portion of their proposal, they must submit those sections containing changes in accordance with the solicitation.
3. Is this solicitation limited to the original offerors or is it open to everyone?
Answer: This solicitation is open to all small businesses who wish to propose on it. No evaluations have taken place at this time.
4. Amendment 0004 page 5 of 127 indicates in SUBCLIN 0010AA that the pricing detail quantity has decreased by 200 from 200 to 0 but in Amendment 0005 page 5 of 5 SUBCLIN 0010AA indicates 400 hours. Please advise which one is the correct.
Answer: SUBCLIN 0010AA is for a subject matter expert. This item is a To Be Negotiated (TBN) line item and will not have a price associated with it at the time of proposals. The items contained on pages 2-5 of amendment 0005 are only historical and projected data and are only estimated numbers. Pricing will be determined by utilizing the proposed price per hour multiplied by the number of hours estimated. All parties who propose will be evaluated on the same basis.
5. Amendment 0004 page 5 of 127 indicates in SUBCLIN 0011AA and 0011AB that the pricing detail quantity has increased by 7 from 9 to 16 but in Amendment 0005 page 5 of 5 SUBCLIN 0011AA indicates quantity of 10. Please advise which one is the correct.
Answer: SUBCLIN 0011AA and 0011AB are for the vehicle. SUBCLIN 0011AA is for vehicles on a weekly basis. Civil works projects are estimated to require 10 each of this line item (Item 0011AA on page 4 of Amendment 0005), while disaster recovery projects (Item 0011AA on page 5 of Amendment 0005) are estimated to require 6 each of this line item. For the purposes of pricing, the SUBCLINS within the line items of the solicitation are combined from the historical and projected data tables, resulting in a total of 16 each.
6. Do we have to re-submit every single section or just those affected by the Amendment 0004 and Amendment 0005 or any subsequent amendment (Section 1- Administrative and Section IV-Pricing)?
Answer: If firms wish to change any portion of their proposal, only the sections containing any changes must be resubmitted. Please ensure that if firms do submit any portions containing revisions, they submit the correct number of copies in accordance with the requirements of the solicitation along with a copy of all acknowledged amendments.
7. Can we use our own cost sheets with units and exclude the sheets in the proposal you provided?
Answer: Firms can submit pricing on their own sheets if they wish. However, please ensure that all items match the solicitation correctly to ensure errors are not contained within the proposal.
8. What sections of our proposal can we make changes to? Within this Section, must a completed copy of the representations and certifications be included, even if they have been updated electronically at the system?
Answer: Firms may submit any portion of your proposal that requires any changes. If their representations and certifications are completed online, please identify that they can be found within the SAM database. Please also ensure that all amendments are signed and included.
9. Is only one original copy of the new Pricing Section to be submitted? And could the Alternative Line-Item Structure be used.
Answer: Please submit any changes in accordance with the solicitation. Example: Original and 3 copies of technical section are required. If any changes are made to the technical section, submit an original and 3 copies of the changed section. An Alternative Line-Item Structure can be used.
Please ensure that if firms choose to utilize this, it is done so in accordance with 252.204-7011 of the solicitation.
10. If we decided make changes to Section II, what is the process to do so? Must we write a letter expressing the intention to make the changes. The last sentence of Block 11, of Amendment 4, is vague.

Answer: This solicitation is open to all small businesses who wish to propose on it. No evaluations have taken place at this time.
13. Did the USACE open the previous proposal packages submitted?
Answer: This solicitation is currently open and all proposals will be reviewed after proposal due date. No proposal has been reviewed at this time.
14. Do proposers that previously submitted a response need to resubmit their entire proposal?
Or only resubmit the revised pricing information?
Answer: Offerors do not need to resubmit their entire proposal if they have already submitted and do not need to make changes. Offers are required to submit signed acknowledgements of the amendments. If an offeror does submit any revisions to their proposals, they must submit the revised sections in accordance with the solicitation.
