PERFORMANCE WORK STATEMENT

SCOPE OF WORK

Services for Pump Repairs & MCC Evaulation

Rice Lake Habitat Rehabilitation and Enhancement Project Illinois Waterway, LaGrange Pool

Fulton County, Illinois

PART 1 GENERAL

1.1 SUMMARY OF WORK

The Rice Lake pump station was constructed as part of the Rice Lake Habitat Rehab & Enhancement Project (HREP) Stage I. The Rice Lake HREP is a cost shared project, with the Illinois Department of Natural Resources (ILDNR) as the non-Federal Sponsor. The construction contract was considered substantially complete in June 2015.

The pump station consists of three (3) 48” vertical submersible pumps (Sulzer/ABS Model VUP 1001-M2200/12). The electrical power and control cable end connections for all three pumps were inundated during a high water event in early July 2015 rendering the pumps inoperable.

The pumps were repaired under a service contract and reinstalled in July 2017. The non-Federal Sponsor notified the Government in October 2017 that Pump #2 was inoperable again. The pump was repaired under another service contract and reinstalled in June 2018. The non-Federal Sponsor notified the Government that Pump #2 became inoperable a third time in September 2018. All three pumps became inoperable the following week. The authorized pump supplier/manufacturer performed a service call in October 2018, see Reference 14 for field service report.

The general scope of work includes evaluation and documentation of the existing conditions of the pumps, recommended repairs for pumps, , evaluation and documentation of control building MCC, recommended MCC repairs.

The Contractor shall perfom the following work:

1) The disconnection and removal of the pumps at the project location.

2) The transportation of the pumps to the repair facility.

3) The disassembly and evaluation of three 48” diameter submersible pumps (including each of the electrical pump motors).

4) Preparation and submittal of a pump inspection report containing identification of failure, photographic evidence of failed components, root cause statement of failure, recommended repairs identifying new required components, and the associated costs for each of the individual repair items. Inspection report will include the cost of a one year warrenty on the parts to be repaired.

5) The Contractor shall perform a complete electrical damage and functional operation inspection and assessment of the pump station motor control center (MCC) located inside the pump station control building at the project location.

6) Prepare and submit a MCC inspection report which identifies recommended MCC equipment electrical adjustments, identification of failed MCC equipment, any discrepancies, and recommend repair actions.

7) The transportation of the pumps to the project location.

If after all work is completed and accepted under the above scope of work and if repairs are required and agreed upon between both parties (the contractor and the Government), a modification to include the repairs will be issued. After issuance of the modification, the Contractor is required to complete the repairs within the timeframe designated in the modification. Please reference 252.217-7028 Over and Above Work contained in the contract.

The Contractor may perform the following work under modification if agreed upon:

1) The repair, reassembly and testing of the pumps at the repair facility to include standard warranty of the pumps.

2) The reinstallation, reconnection and operational tests of the pumps as well as mechanical and electrical erecting engineer/startup services at the project location. The Contractor shall provide a mechanical and electrical erecting engineer(s) for the startup of the pumps at the project location.

3) The repair and operational testing of the control building MCC.

Wtih the modification for pump repairs, the Contractor will also be required to provide an extended warranty on the pumps to include all labor, materials and equipment to perform any service and/or repair work either onsite or offsite for one year after the pumps are reinstalled and tested at the project location. The amount for the extended one-year warranty shall be included in the pump inspection report as a separate line item.

During the test, the operation of the pumping unit shall be observed and measurements of noise (in accordance with HI 9.1-9.5), voltage and current shall be recorded. Measured parameters shall be within the pump manufacturers published limits. Vibration measurements shall be made at the top of the discharge tube. Vibration limits shall not exceed those recommended by HI 9.6.4. The Contractor shall make all changes and correct any errors for which the Contractor is responsible at no additional cost to the Government. The river water elevations shall be measured and recorded at the time of testing. The Contractor shall calculate the pump operating conditions for the given static head parameters and provide pump curves with the pump flow rate indicated. The Government shall be present during the testing to collect acoustic flow meter measurements for comparison to the Contractor’s calculated condition.

Once Government approval is provided for the MCC Inspection Report and Electrical Product Data, the Contractor shall proceed with all MCC repairs which the Government exercises under the modification. The Contractor shall perform all work necessary to repair the MCC in accordance with the drawings and the manufacturer’s instructions.

3.6.3 MCC Operational Test. Adjusted, repaired, or replaced electrical MCC components shall be visually and electrically tested prior to energizing. The MCC shall be energized and given an operating test under load. MCC shall be observed. Contractor shall make all changes and correct any errors for which the Contractor is responsible at no additional cost to the Government. Coordinate operational testing with the pump field testing as appropriate.
