SINGLE SOURCE DETERMINATION (including brand name)
1. CONTRACTING AGENCY: Walla Walla District, U.S. Army Corps of Engineers, Contracting Division, 201
North Third Avenue, Walla Walla, WA 99362.
2. DESCRIPTION OF ACTION: Approval is being requested for a new firm fixed price contract with Schweitzer Engineering Laboratories (SEL) to procure feeder protective relays. Schweitzer Engineering Laboratories (SEL) equipment’s estimated value is
3. DESCRIPTION OF SUPPLIES/SERVICES:
As part of the procurement of the navigation lock switchboard replacement at McNary Lock and Dam, a new brand name bus protection relay system must be utilized. This is a justification for a brand name component that will be purchased by the contractor who receives the construction contract. The portion of the acquisition requiring brand name products applies to the bus protection relay system. Schweitzer Engineering Laboratories (SEL) Feeder Protection System includes the SEL-751 product series shown in the following table, which will be used in this contract. Use of this product in the acquisition is essential to the Government’s requirements, thereby precluding consideration of products manufactured by another company as it would not meet the Government’s requirements.

4. AUTHORITY CITED: FAR 13.106-1(b), Soliciting from a single source
(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name or industrial mobilization).
5. REASON FOR AUTHORITY CITED:
a. Background: The equipment requested will be used for replacing End Of Life components at McNary
Lock and Dam for the navigation lock power and controls upgrade project for Walla Walla district. The parts listed above are required to fulfill control, relaying protection, communications, and indication of the system.
b. Justification: SEL is an industry leader in power system protection, technology, service and value. Due to the reputation, reliability and outstanding service record of SEL, McNary has integrated SEL protective relays throughout their powerhouse.
The product offered by SEL integrates sequential events recorder (SER), protective relay, and annunciation systems components. Currently, these are three stand-alone systems offered by different manufacturers. By integrating the systems, labor and cost savings can be obtained. The system being integrated will simplify the tasks of adding new annunciation points and monitoring navigation lock subtations alarms status.
Reduce training needs, as SEL uses common protocols, naming conventions, and design methodologies/logic across their equipment.
SEL has a proven history of supporting old products long after their typical life cycle, meaning this system will likely be usable and replacement parts available for decades to come.
c. Impact: With many of the protective relays in the powerhouse being SEL, maintenance practices have become more efficient due to redundancy. Reliability of the system as a whole has increased due to more effective maintenance practices. The proposed SEL devices have similar maintenance requirements as existing SEL protective relays and would require less time to institute and maintain.
Utilizing a different brand would result in no cost savings. It would also require updating and modifying the design resulting in significant cost and delay to the project. A different vendor would be unproven, increase compatibility issues and require additional troubleshooting leading to unnecessary risk to equipment O&M.
Substitution of another’s component for SEL components would increase the initial and recurring costs of spare parts inventory and software licenses.
• Require purchase of additional manufacturer software licenses.
• All SEL software used to develop and program SEL devices is free or low one-time cost. Utilizing a different vendor would not allow the project to be able to take advantage of existing SEL software already used for SEL devices currently onsite. Also all NWW projects use SEL devices extensively.
• Decrease compatibility with existing systems and thus decrease the amount of information that can be conveyed throughout the system.
• SEL devices are currently used throughout the powerhouse as well as the otherNWW project sites.
Some SEL devices used for this contract may be interchangeable as spare parts for other electrical equipment already in use at the project, allowing for futher cost saving to the Government in the event of an outage.
d. Alternatives: Purchase of a different name brand – this alternative is not in the best interest of the US Army Corps of Engineers because it will require the project personnel and design engineers to acquire the training and equipment necessary to design and maintain that system. Personnel will not able to utilize existing knowledge of relay capabilities and programming software. Personnel will be required to learn the intricacies of another digital relay system, increasing the complexity and duration of alterations or repairs.
Additional maintenance agreements may also be required. Cost and labor time for personnel to attend training would greatly increase.
6. EFFORTS TO OBTAIN COMPETITION: McNary Navigation Lock Power and Controls Upgrade configuration requires use of these specified items. Due to the need for compatibility of existing equipment the Government must use this brand name product. All sources responding that can provide name brand items will be considered. Multiple vendors supply SEL brand equipment, therefore there is no concern for decreased competition by requesting this brand name equipment.
7. FAIR AND REASONABLE COST DETERMINATION: Fair and Reasonable cost will be determined at time of contract award.
8. MARKET RESEARCH: Research shows SEL brand name products is the only identified product compatible with the existing system for this installation phase. Other sources have been vetted to meet current needs, but there is no alternative available without a complete system replacement with an equivalent product.
9. INTERESTED SOURCES: One vendor that is an authorized distributor (Koontz Electric Company) has expressed an interest and provided a statement of interest during our sources sought. However, multiple vendors are available who supply SEL brand equipment.
10. OTHER FACTS: None.
