Pavers shall be self-propelled units, provided with an activated heated screed. Only screed extensions which produce a satisfactory end result equal to the rest of the screed will be allowed. The paver shall be operated at a speed consistent with the delivery of plant mix which provides for a smooth, uniform forward travel with the least number of stops.

3.2.3 Rollers

Rollers shall be of the steel wheel, vibratory, or pneumatic tire type, in good condition, capable of reversing without backlash, and shall be operated at speeds slow enough to avoid displacement of the mixture.

Rollers with steel-wheel drums shall be equipped with spray bars to distribute water. The number and weight of rollers shall be sufficient to compact the mixture as required. The use of equipment which results in excessive crushing of the aggregate will not be permitted. Rollers producing pickup, washboard, uneven compaction of the surface, or other undesirable results shall be removed from the project site.

3.3 PLACING

3.3.1 General

3.3.1.1 Asphalt Concrete Mixture

The asphalt concrete mixture shall be placed on an approved surface, spread and struck off to the grade and elevation shown in the plans.

Unless otherwise directed by the Contracting Officer or specified elsewhere in the contract documents, the compacted depth of any one course shall not exceed 0.35 foot.

3.3.1.2 Internal Temperature

The internal temperature of the mixture shall not drop more than 20-degrees F. between the hot plant and the paver not be less than 185-degrees F. on achieving density requirements in accordance with the specifications.

3.3.2 Joints

3.3.2.1 General

Joints between old and new pavements, between successive days' work, or joints that have become cold (less than 75 degrees F.) shall be made to insure continuous bond between the old and new sections of the course.

All joints shall have the same texture, smoothness, grade, and density as required for other sections of the course. Contact surfaces shall be cleaned by brushing or shall be cut back, as directed. The surface against which new material is placed shall be sprayed with a thin, uniform tack coat. Material shall be applied far enough in advance of placement of a fresh mixture to insure adequate curing. Care shall be taken to prevent damage or contamination of the sprayed surface. After placement of the tack coat, traffic shall not be permitted on the prepared surface and placement of the pavement mix shall be completed within 4 hours after the tack coat application.

3.3.2.2 Transverse Joints

The roller shall pass over the unprotected end of a strip of freshly placed material only when placing is discontinued or delivery of the mixture is interrupted to the extent that the material in place may become cold. In all cases, prior to continuing placement, the edge of previously placed pavement shall be cut back to expose an even vertical surface for full thickness of the course.

3.3.3 Tack Coat

A tack coat shall be applied in a manner that provides full coverage of the applied surface. A minimum applied rate of 0.04 gallons per square yard of retained asphalt shall be applied. The Contracting Officer will direct the application of additional tack coat if full coverage is not observed. All costs associated with tack coating shall be incidental to the cost of asphalt concrete paving.

3.4 COMPACTION

3.4.1 Uniformity

Immediately after the asphalt concrete mixture has been spread, struck off, and surface irregularities adjusted, it shall be thoroughly and uniformly compacted. The completed course shall be free from ridges, ruts, humps, depressions, objectionable marks or irregularities and in conformance with line, grade, and cross section as shown in the plans or as specified.

3.4.2 Compaction

Compaction shall take place when the mixture is in the proper condition so that no undue displacement, cracking, or shoving occurs. All compaction units shall be operated at the speed, within specification limits, that will produce the required compaction. Areas inaccessible to large compaction equipment shall be compacted by mechanical or vibratory hand compactors. Any asphalt concrete that becomes loose, broken, contaminated, shows an excess or deficiency of asphalt, or is in any way defective, shall be removed and replaced at no additional cost to the

Government with fresh hot mix which shall be immediately compacted to conform with the surrounding area.

3.4.3 Rolling

Unless otherwise directed by the Contracting Officer, rolling shall begin at the edge of the pavement and proceed longitudinally with the direction of laydown, working to the highest point of the pavement template with each pass overlapping one-half the roller width of the previous pass.

When paving in echelon or abutting a previously placed lane, the longitudinal joint should be rolled first followed by the regular rolling procedure.

3.4.4 Prevention of Adhesion to the Rollers

To prevent adhesion of the mixture to the rollers, the wheels shall be kept properly moistened with water or water mixed with very small quantities of detergent or other approved materials. Excessive moisture shall not be left on the asphalt concrete.

3.4.5 Compaction of Asphalt Concrete

The asphalt concrete pavement shall be compacted to between 91-percent and 96-percent of the laboratory density determined for the mix.

3.5 WEATHER LIMITATIONS

3.5.1 Wet or Damp Surfaces

Asphalt concrete shall not be applied to wet or damp surfaces or before any imminent storms that might damage the final results. The Contracting Officer will have the discretion as to whether the conditions are unsuitable to proceed with construction.

(1) The average surface temperature of the media to be overlayed shall be a minimum of 45-degrees F.

(2) The air temperature shall be a minimum of 50-degrees F. and be expected to be maintained or rise as work proceeds.

Placement of the asphalt concrete shall not take place after September 30, 2017, unless authorized in writing by the Contracting Officer.

3.6 PROTECTION

Should irregularities or contamination develop in the asphalt concrete, or in materials supporting the asphalt concrete, during or after placement until the project is accepted, the Contractor shall correct the defects to meet the requirements of this specification and to the satisfaction of the Contracting Officer. Any additional materials, labor, or equipment necessary to make the repairs shall be furnished by the Contractor at no expense to the Government.

3.7 CONTRACTOR QUALITY CONTROL

The Contractor shall establish and maintain a quality control program to show compliance with contract requirements and to maintain records of his quality control operations including, but not limited to, the following tests and submittals. Unless otherwise stated in this Technical Specification, all test results for Contractor Quality Control performed prior to placement of asphalt concrete shall be reported and delivered to a designated representative of the Contracting Officer prior to beginning placement of the asphalt concrete. Unless otherwise stated in this Technical Specification, all test results for Contractor Quality Control performed during asphalt concrete placement or after placement of the concrete shall be reported and delivered within 24 hours to a designated representative of the Contracting Officer.

3.7.1 Construction Monitoring and Testing

Full-time construction monitoring and testing is required during asphalt placement and compaction. It is anticipated that the Testing Firm required per Section 31 00 00.00 28 , Earthwork, would also perform the needed construction monitoring, though this is not required. The requirements of Section 31 00 00.00 28 shall apply.

3.7.2 Surface Smoothness

The Contractor shall check surface smoothness for compliance to the specifications and make available for use by the Contracting Officer a manufactured 10-foot straight edge. Surface smoothness shall be checked in the transverse and longitudinal directions at intervals not more than 50 feet.
