About this file

This is an Amendment (0002) to Solicitation W912DY26QA295, issued by the U.S. Army Corps of Engineers (USACE) Huntsville Division on July 22, 2026. The amendment adds a new location (MCB Quantico, Building 2003) for recreational furniture installation and extends the solicitation closing date to July 29, 2026 at 1300 CST. The amendment incorporates revised attachments including Attachment 1 (MCB Quantico, Bldg 2003 pricing template), Attachment 2 (Furniture Item Descriptions), Attachment 3 (Installation Statement of Work), and a revised SF1449 with new Contract Line Item Numbers (CLINs).

The solicitation requires vendors to provide and install recreational furniture including pool tables (two sizes with accessories), table tennis tables, foosball tables, 3-in-1 game tables with chairs, and 4-way table tennis tables at multiple military installations. All items must comply with detailed Furniture Item Description specifications regarding materials, finishes, dimensions, and warranties. Installation services include delivery, assembly, placement, cleanup, and removal of packaging materials. The vendor must provide cut sheets for all items with highlighted specifications and fabric swatches. Contractors must submit Site Visit Accident Prevention Plans and comply with EM 385-1-1 safety requirements, E-Verify employment verification, and base security protocols including DBIDS access requirements. The project is staged delivery at an occupied building, requiring completion of 10-12 double occupancy rooms per day during 0800-1600 hours, with technical representation by Ronnie Holmes (703-784-1735, ronnie.e.holmes.civ@usmc.mil).

1.1 The Contractor shall provide all necessary materials, equipment, labor, supervision, and management to (1) coordinate delivery; (2) load and unload; (3) place/install in designated rooms; (4) assemble items as required; (5) secure and store, as designated and; (6) properly dispose of all associated packaging/crating materials.

1.2 Awarded Contractor is responsible for verifying all existing field conditions, i.e., electrical power including, but not limited to, voltage, hertz, amperage and outlets, at each building.

1.3 The Technical Representative (TR) for this project is as shown in Table 1 of this document.

1.4 The Contractor shall provide a digital color board of all furniture, finishes, and fabrics to the TR for reference, prior to manufacturing.

1.5 Upon final approval of the customer, the vendor shall reserve adequate quantities of fabrics from the manufacturer as soon as possible to avoid delays due to “out of stock” and/or “discontinued” fabrics. If the awarded fabric is discontinued after award, the vendor shall contact the HNC PM to develop a path forward.

2.0 DELIVERY

DELIVERY TYPES:

• Staged Delivery – This type of delivery is selected for occupied buildings whereby the rooms must be emptied of old furnishings and reinstalled with the new furnishings by the end of each workday. The number of rooms that must be completed per day will be stated in the Table 1 of the Statement of Work (SOW). If there is a limited space for containers in the staging area, this will also be noted in the Table 1 of the Statement of Work. This information is important as it may dictate how the containers are loaded for delivery.

• Non-Staged Delivery – This type of delivery is selected typically for empty buildings whereby the entire building is accessible during the install dates listed in the contract. This is important because it will dictate how the items are loaded into the containers for shipment.

2.1 The Contractor shall contact the TR at least 15 working days prior to shipping to ensure that the building is ready. The Contractor shall coordinate item delivery from all sub-contractors and ship the goods only if the TR confirms that the building is ready. At this time, the Contractor shall also ensure they fully understand all

Attachment 3 Page 4 of 15 security regulations for the installation and have started any required procedures so as to minimize the impact on the installation personnel.

2.2 In the event that a delay in delivery is requested by the TR, or if the Contractor is unable to confirm that the building is ready, the Contractor shall immediately notify the Contracting Officer and Project Manager for further direction.

2.3 The Contractor shall provide the TR with a minimum of 48-hour notification as to the date and time that the trucks will be arriving. The Contractor shall also provide email notification as to the date and time the trucks will be arriving to:
