About this file
This document consists of three components: a Standard Form 30 Amendment to Solicitation, Vendor Questions and Answers, and a Statement of Work for furniture removal and installation services.
The Standard Form 30 Amendment (dated 13 March 2026) to RFQ W912DY-26-Q-A080 incorporates government responses to vendor questions and a revised Statement of Work for removal and installation of furnishings at Navy Region Northwest buildings 885 and 2309 at Naval Base Kitsap. The amendment confirms this is an open-market commercial procurement (not GSA Schedule) with TAA compliance requirements for all items. Key clarifications address facility specifications, warehouse locations, pickup and delivery procedures, and knock-down/assembly requirements. For Building 885, vendors must remove existing furnishings including 60 metal stackable beds, 48 wood lift-deck beds with drawers, 304 wood wardrobes, and various appliances and equipment, then transport 196 bunk beds and 196 wardrobes to Warehouse 1 for storage. For Building 2309, no removal is required; vendors must pick up items from two warehouses and install 48 beds, wardrobes, desks, chairs, and accessories in 24 double-occupancy rooms across a 3-story building. Installation must include assembly, cleaning, polishing, protective covering removal, battery installation, equipment leveling, and artwork mounting at specified heights. Delivery is staged for occupied Building 885 (10 rooms per day minimum) and non-staged for empty Building 2309. All deliveries require 48-hour advance notification and TR approval; security access through Naval Base Kitsap requires Base Access and Visitor Requests submitted two weeks in advance. The contractor is responsible for all trash disposal, recyclables management, packing material removal within 24 hours, and damage repairs to building components caused by installation activities.

1. Vendor Question: Per GSA regulations, tariffs are not allowable under the MAS Schedule. Please confirm this applies to this solicitation. If an open-market/commercial quote is specifically required, please disregard this request.
HNC RESPONSE: While you cannot add Tariff's to your GSA Schedule price, you can quote tariff's on our attachment 1's if they apply.
2. Vendor Question: Please confirm whether this procurement will be made under the GSA MAS Schedule or as an open-market commercial purchase. The GSA MAS fields have been removed from the Attachment 1 documents, so we would like to verify that all items are intended to be procured on an open-market/commercial basis.
HNC RESPONSE: Open Market is confirmed
3. Vendor Question: Please verify whether OSHA 30 requirements will apply to this opportunity
HNC RESPONSE: This is a contract for goods to be used within the United States, so the BAA does apply as far as compliance with regulations. For specific sections of regulation you need to determine that for your own products
4. Vendor Question: Please confirm that this RFQ permits items compliant with TAA requirements, including U.S.-made, qualifying country, and designated country products.
HNC RESPONSE: This RFQ is designated as "unrestricted" so the TAA does apply.

Please confirm the mill, pattern, and color required for the fabric tackboard.
HNC RESPONSE: Provide a color coordinating fabric for review in the submittal.

8. Vendor Question: Recreational Furniture (FID 6.1, 6.2, 6.3, 6.4, 6.5):
Recreational furniture has been removed from the MAS Schedule per the Executive Order and GSA MAS Refresh #27. Because quoting these items as open-market would exceed the allowable open-market threshold outlined in SF18 Section 8.J (page 9), we respectfully request that these items be removed from the solicitation. If an open-market/commercial quote is specifically required, please disregard this request.
HNC RESPONSE: See RFQ requirements.
9. Vendor Question: EQ01-1 – Stick Vacuum Cleaner, FID 7.5:
This is a sole-source item listed on GSA Advantage with a country of origin of the Republic of South Korea. We respectfully request removal from the solicitation. If an open-market/commercial quote is specifically required, please disregard this request.
HNC RESPONSE: Any models referenced in the FID are strictly for example purposes only and are in no way a representation of product BAA/TAA compliance. Models should be referenced as an example of desired salient features only and not for any other purpose or intent.
10. Vendor Question: AP11 – Microwave Oven with Exhaust Vent, FID 8.4:
These items are manufactured in China. Additionally, we cannot quote the required exhaust-vent components without building structure details necessary to determine installation requirements. We respectfully request this item be removed.
