Document and Section Page Question Response

What is the longest acceptable exterior length? CORRECTED RESPONSE: Whatever length is required to accommodate the approximately 2000, 2500, or 3000 sq ft facility and that will fit on the proposed site.

Document and Section Page Question Response

1.1 3 A "split system heat pump" is specified for this project. Are altenative HVAC systems acceptable so long as they meet local climate conditions and ICD 705?

Yes, an alternative HVAC system is acceptable

2.1.1 5 The SCIF perimeter door specifies a 90 minute fire rating and R22 insulation, whereas the construction of the facility does not. Is this required?

R-value should be based on climate zone for project location and special requirements in case of equipment. Keep in mind that IC Tech Spec requires a minimum STC rating based on project specifics.

2.1.2.b 5 The exterior construction specifies a panelized wall system with steel skins and framing. Are alternative construction methods acceptable?

Construction systems/finishes to follow Garrison design standards to meet asthetics, if any are required. Specific construction methods not specified as long as they meet Specifications for SCIFs found in IC Tech Spec Chapter 3 and UFC 4-010-05, along with any other code that applies.

2.1.2.b 5 Is a hermitically sealed enclosure required? If so, please expand on the purpose for this so that we can adquately design all treatments

Hermitically sealed enclosure is not required but IAW SOW 2.1, facility will require TEMPEST shielding. ICD/ICS gives examples of wall construction and sealing.

2.1.2.c 6 Is raised flooring a requirement or is this just a standard iFortress offering? Raised floor are not required. This should be coordinated with the client and space needs for supporting systems. If raised floors are used, additional measures maybe required. Floors should have same forced entry protection as walls.

2.1.2.c 6 Is vinyl wall covering required or is this just a standard iFortress offering?

Are other interior finishes acceptable, provided they meet local building codes?

Vinyl covering not required but finishes should be uniform from true floor to true ceiling and to be easily inspected to tampering.

2.1.2.c 6 Is 9ft interior clearance required or is this just a standard iFortress offering? Please specify alternative interior clearance height No special height requirements outside of IBC and Life Safety.

2.1.4 6 Structural requirements specify a blast load, which seems odd for a US base, unless this is going near a firing or test range. Is this a requirement or is this just a standard iFortress offering? Will the government accept non-blast resistant solutions?

A ballistic rating is an explosion test that typically yields 11.5 psi / 102ms at a 10 foot standoff. These results are also listed in structural , Paragraph 4, Blast Load. These values can be more or less depending on the manufacturer . IC TECH SPEC-FOR ICD/ICS 705 (SCIF) doesn't state a minimum blast rating but contractors are encouraged to provide this information if available.

4.6 15 Will the government consider proposals with a period of performance greater than 240 days?

Depends on the proposed duration of the period of performance, there is follow on work schedule for BLDG 1543 that requires the SCIF to be completed in 240 days after NTP. Justification for the longer than 240 day period of performance should also be included with the proposal
