About this file
This Request for Proposal (RFP) solicits competitive bids for a firm fixed price construction contract. The U.S. Army Corps of Engineers seeks a total small business set-aside to construct a one-story modular/prefabricated Sensitive Compartmented Information Facility (SCIF) at Fort Shafter, Hawaii using container security and following industry standards. Interested vendors must first submit a Statement of Affiliation by the specified deadline to receive controlled unclassified information attachments necessary for proposal preparation. The solicitation closing date allows approximately two weeks for review of affiliation statements. The RFP includes questions and answers to provide clarification but no minimum requirements for a shipping security plan. Compliance with the Defense Federal Acquisition Regulation Supplement is required for any transportation by sea.

Task 1 on Page 4 of Attachment 2 – CUI Statement of Work states: Industry standard container security to include locks a subcontractor) shall develop a “Shipping Security Plan” that outlines all shipment security from fabrication site to final location. The above sentence appears to be missing words or at least a parenthesis. Are there any minimum requirements for Shipping Security Plan?
No
The below floor plan shows what appears to be a wall. Can you share what this wall is used for? Sound buffering?
There was no floorplan in the email received, but the floorplan inlcuded with the SOW/RFP was notional and could be modified during the design.
The Jones Act may be applicable since we plan to ship the product to Honolulu, HI. It is my understanding that the Jones Act requires goods shipped between U.S. ports to be transported on ships that are built, owned, and operated by United States citizens or permanent residents.
Since we plan to ship the product between U.S. ports, we would like to request clarification regarding the applicability of the Jones Act during contract execution.
If the project requires transportation or supplies by sea, then the contractor shall comply with DFARS 252.247-7023 which is included in the solicitation by reference.
