W912DY20R0048 - 99th RD Mezzanine Relocation GOV Response

Under 1.8 Proposal Submittals, Item 3, it states, “Your detailed price proposal ……and State Tax. “ We have never seen State Tax with a federal proposal. Under FAR 52. 229-3 (h) it states “the Government shall, without liability, furnish evidence appropriate to establish exemption from any Federal, State or local tax when the contractor requests such evidence. 1) How does this apply and could you please inform us what state tax you desire have in the CLIN? (Does New Jersey have a state tax on a federal project?)

Contractor is to provide a fully burdened proposal, which includes all applicable taxes for the effort.

Is it allowable for the moving company to drive the trucks into the hanger for loading and unloading?

Yes, this will be allowed.

The surrounding space (at least 25’to 30’) of the existing and the new location requires the area to be cleared of scaffolding, helicopters, parts, equipment, workstations, etc. This is required to disassemble and reassemble the mezzanine.

The Government will be responsible for ensuring the Contractor's work space is free from equipment that will interfere with the disassembling and reassembling process.

Since Joint Base McGuire-Dix-Lakehurst, New Jersey is closed and no site visit can occur, could you provide construction documents for the ECS99 (Building 3351 Lexington Avenue).

Statement of Work has been revised to include the as-builts for Building 3351.

No manufacture’s label is on the mezzanine, could you please provide the mezzanine manufacturer’s drawings and details.

This information is unknown and cannot be provided.

Under 4.1.3.2 Mechanical, Design Requirements, it states “All new HVAC equipment capacities, ductwork, piping sizes and outside air requirements. Being that the office structure is contained in another structure, how are expected to provide outside air into the office?

The Government intention is to replace the HVAC equipment with a like in kind system.

The most cost effective solution is preferred. Existing as-builts of the facility have been included in the revised statement of work.

a If through a side walls, we will have to avoid hanger doors and have information about the wall construction.

b If through a roof, we require information on the roof construction, height from floor to roof, etc.

c If connecting do an existing system, we require system information and location of ductwork for providing a construction cost.

To generate a price, we need more knowledge of the New Jersey site.

Please provide the following:

a Existing electrical, fire alarm, fire protection and telecommunication as built drawings or construction drawings to know how to connect and/or provide new drops.

Existing as-builts of the facility have been included in the revised statement of work.

b Brand of existing fire alarm system in New Jersey Unknown c Does the ECS99 (Building 3351 Lexington Avenue) have the existing infrastructure and required capacity for additional circuits and additional tele/data outlets to add to existing panels?

Existing as-builts of the facility have been included in the revised statement of work.

d To price outlet and communication ports, we need to know how many are required.

The mezzanine itself has outlet and communication ports; the contractor will be required to ensure the existing ports are connected.

e What emergency power does ECS99 have? There are no emergency generators at the facility.

Since the mezzanine manufacturer is unknown and may be out of business, finding replacement parts will be difficult and/or extremely expensive.

Acknowledged. The Government accepts the risk of these unforeseen conditions.

In lower level storage area, the floor to underside of joist is minimal such 7’-8”. Do not think this height would accommodate the relocated office or a soldier that is 6’-7”. (too low and cave like.)

Acknowledged. The Contractor is welcome to propose alternate solutions, in accordance with the parameters of the request for proposal.

From the pictures, the office structure extends further that the columns below. We believe that the office structure will not fit widthwise between the lower level columns.

Acknowledged. The Contractor is welcome to propose alternate solutions, in accordance with the parameters of the request for proposal.

We suggest that the office area be new construction to fit the provided space and the columns be placed on an 8” w x 8" L x 14" h concrete base and two concrete steps be added to the bottom of the steel stairs. This will allow 8’-0” ceiling heights and the office to be between the columns.

Acknowledged. The Contractor is welcome to propose alternate solutions, in accordance with the parameters of the request for proposal.
