1.11 EVALUATION CRITERIA

REFER TO ATTACHMENT 1 – PROPOSAL EVALUATION FACTORS & RATINGS

Market Price: The Government will only award the required contract if a fair and reasonable price can be obtained. The Government may conduct negotiations to determine a fair and reasonable price while taking into consideration other non-price factors which are of more importance than price. It is the Government’s intent to award without discussions; however discussions may be conducted if deemed necessary by the Contracting Officer to reduce the risk to the Government and obtain the best value.

Basis for Award: This procurement is being conducted pursuant to FAR Part 19.502-2 “Total small business set-aside.” The Government, in accordance with FAR 52.215-1 and FAR 52.215-1 Alternate, intends to evaluate proposals and award a contract with or without conducting discussions with offerors whose proposals have been determined to be within the competitive range. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. The Government reserves the right to make an award based upon initial proposal submission without seeking clarification/discussion, so the offeror shall submit the best terms in the initial proposal. The Government also reserves the right to enter into clarification/discussion, if needed, and request revised proposals as needed. It’s the Government’s intent for the Contracting Officer to award a Firm-Fixed Price contract under this solicitation; however, the Government also reserves the right to make no award.
