Q 7705324 Facilities Maintenance n/a page 38 n/a n/a

In the table under the Directions for Submitting Proposals, there is a mention of Volume 5 - Technology Markups/Financing Markups, however there is no instructions on what is to be included in that Volume in the Instructions. Will the Government please clarify if there is a Volume 5 and what should be included in it?

Correction to the Combined Synopsis/Solicitation has been made to delete Volume 5 – Technology Markups/Financing Markups.

Q7705325 On page 38 of the RFP, there is a table showing Volumes I - IV, however, throughout the rest of the RFP, there are no other mentions of Volumes, only Factors 1 through 4. Please confirm that the Proposal Volumes I through IV are the same as Factors 1 through 4.

Correction to the Combined Synopsis/Solicitation has been made to remove all mention of Volumes.

Q7705326 Under Factor 3 - Past Performance, the RFP states that the page limit is 10 pages excluding Past Performance Questionnaire Forms and letters of commitment. Please confirm that letters of commitment should be provided in Factor 2, not Factor 3.

Correction to the Combined Synopsis/Solicitation has been made to correct the verbiage in the first paragraph of Factor 3

Q 7705327 Under the Basis for Award for Factor 1 - Technical Experience, 2. Organizational Capability, the last line of the paragraph states that "the offerors corporate Quality Management/Quality Control (QM/QC) Program and its business practices will be evaluated." However, under the instructions of what is required in Factor 1, there is no mention of a QM/QC program. Please advise as to whether this is required in our response under Factor 1.

Q 7705329 Under the Basis for Award for Factor 3 - Past Performance, the RFP states that letters of commitment from all key personnel and key subcontractors will evaluated under this factor. Please confirm that letters of commitment should be provided in Factor 2, not Factor 3.

Q 7705331 The Evaluation Criteria on page 51 for Factor 1 - Technical Experience states that the factor contains two elements - Technical Experience and Organizational Capability. However, in the instructions, the organizational capability requirements are listed under Factor 2 - Management Approach. Please clarify and advise under which Factor the proposal requirements for Organizational Capability should be included in.

Factor 1 Technical Experience. This can be found under the Basis of Award (Addendum to 52.212-2)

Q 7705335 Under the instructions for Factor 1 - Technical Experience, it states to provide five projects similar in scope, size, and complexity to the efforts described in the PWS. Would the government please define what a similar size project would be?

FACTOR 1 have been revised for clarity.

Q 7705337 In the Instructions under Proposal Format, the Factors are numbered numerically (1-4), but in the Evaluation Criteria, the Factors are numbered with roman numerals (I-IV). Will the government please specify how the Factors should be numbered in our proposal response?

Correction to the Combined Synopsis/Solicitation has been made to remove all mention of volumes and roman numerals have replaced with numbers.

Q 7705338 Under the Evaluation criteria on page 50, the weighting of importance for the Factors is not clear. For example, Factor I is more important than Factors II & III, but Factor II is of equal importance to Factors I & III. These statements seem to contradict each other. Will the government please clarify the weighting for the basis for award?

Q 7705339 Under Factor 1 - Technical Experience, will the government please clarify what specific information is required for the offeror to provide for each project?

Please refer to Factor 1 – Technical Experience, first and second paragraph (at a minimum) with sample template.

Q 7705342 Will the government please provide a distinction as to what information is required to be provided under Factor 1 - Technical Experience for each project that is different than the information that is to be provided under Factor 3 - Past Performance for each project listed in Factor 1?

Q 7705343 Under Factor 2 - Management Approach, the first paragraph under this section on page 43 states to provide a narrative on the "types of supervision to be utilized, employee training, efficiency improvement methods, and experience acquiring labor and resources." The same sentence is repeated on the next page in the first paragraph on page 44. Please confirm the second instance of this sentence should be removed.

First paragraph, the Government requests proposed methods of executing and management of Task Orders (TO’s only) Addressed in solicitation.

Q 7705344 Under Factor 2 - Management Approach on page 44, the RFP states that "the narrative should include relevant education and experience to satisfy the requirements of each labor category..." The education and experience requirements for each labor category are provided by the Government on pages 5-7. Will the Government please clarify what the offeror should write to in this section?

Q 7705345 On page 38 of the RFP, there is a table showing Volumes I – IV with Tabs A and B identified for Volume III. Later, in the instructions for Volume III, Tabs A and B are not mentioned. Can the Government please clarify the specific information required for each of these Tabs? For example, should the PPQ Point of Contact Table should be included in Tab A or Tab B?

Q 7705348 Can the Government please clarify that there are no Tab dividers required for Volume I – Technical Experience or Volume II – Management Approach.

Q 7705360 Under Factor 2 - Management Approach, the RFP states that our "narrative should include relevant education and experience to satisfy the requirements of each labor category..." Will the government please clarify what exactly is it to be provided? Is the requirement for the offeror to explain our experience in each labor category functional area?

Q 7705368 The solicitation states this to be a Firm Fixed Price contract (FAR 52.216-1). However, the solicitation states that the contractor shall provide all personnel, services, equipment and transportation required to perform project support services. Will a Cost Reimbursable CLIN be provided for these types of costs upon award of the MATOC?

No. All task orders are FFP which includes all personnel, services, travel and equipment required to perform the requirement.

Q 7705371 Is there further pricing instruction on bidding the Option to Extent Services, FAR 52.217-8?

The estimated hours are based on 6 months of work. The Government seeks unit price whether one month or six month is executed under 52.217-8.

Q 7705373 Will the government accept CPARS retrieved from PPIRS in place of PPQs?

Offerors should provide CPARS or PPQs for only the projects submitted in Factor 1. Offerors should NOT submit PPQs on projects with Contractor Performance Assessment Reporting

System (CPARS) ratings; but should provide the associated CPARS ratings rather than PPQs.

(Note: PPQs will not be considered for projects with a CPARS rating of record.) The PPQ included in the solicitation (Attachment 1) is provided for the Offeror to submit to the client for each project (that does not have a CPARS) the Offeror submitted in Factor 1.

Q 7705374 Can the Government provide more detail as to potential specific facilities included under this MATOC to ensure bidders can align past performance/experience appropriately?

Requirements may occur at any DoD medical facility in the geographic locations specified in RFP.

Q 7705377 How many individual task orders does the government anticipate soliciting under this

MATOC?

Unknown.

Q 7705380 Does the government anticipate all task orders issued under this MATOC to be FFP?

Yes.

Q 7705382 PWS states " The offeror shall provide a minimum of five (5) projects, task orders, similar in scope, size, and complexity... Government will only review and consider the first five (5) projects listed in the RFP." Please confirm "minimum" should actually be "maximum" and offerors are permitted to submit up to five projects

Provide a minimum of three (3) and maximum of (5) five.

Q 7705670 Page 1 of the Solicitation under Description states "...medical support services for Department of Defense (DoD) medical facilities....located Outside the Contiguous United States....."

Page 1 of the Solicitation under Scope of Work states "...medical support services for Department of Defense (DoD) medical facilities.....located outside the continental U.S. (OCONUS)."

Page 1 of the Solicitation under Location states "This work will occur at sites located OCONUS....."

Various DoD publications define the "Contiguous United States" as not including Alaska and Hawaii.

Q 7705671 On page 44, in reference to 3. Factor 3 – PAST PERFORMANCE, the third paragraph states:

"In addition, for any contracts that did not/do not meet original schedule or technical performance requirements, provide the required information as shown in template below and a brief explanation of the reason(s) " Where can we find the template, it is not listed below the paragraph.

The template that this paragraph refers to is the PPQ POC List Template listed in Factor 3. This template needs to be submitted in as well as the Past Performance Questionnaire (attachment to this Combined Synopsis/Solicitation).

Q 7705673 On page 50, in reference to 52.21202 Evaluation Commercial Items, Factors I, II, III, and IV are listed with the weighted values stated in parenthesis. Please clarify the weighted values:

more importance, equal importance between the four Factors. Factors I, II, and III seem to contradict each other.

Q 7705678 On page 3, in referenced to Offer due date, may we ask for at least a 14 day extension to the due date of 28 November 2018?

The Government has changed the offer due date.. The Offer Due Date is 07 January 2019. In accordance with FAR 5.203, the government has released this COMBINED SYNOPSIS/SOLICITATION longer than thirty (30) days for commercial item(s).

Q 7705688 On page 39, in reference to C. Joint Venture/Mentor-Protege Proposal Requirements, does the JV team need to be registered in SAMS by the Response Date or Contract Award Date?

Contract award date. It is recommended that Joint Venture/Mentors get into SAMS as soon as possible.
