CUP MATOC

QUESTIONS AND ANSWERS SET 2:

Q1: Section 5.1.g. Brief: [Our company is] confused if this brief is for a summary of the issues to report to the Army, or whether it is to prepare a brief for Army Regulatory Law to deliver. Please clarify?

A1: Para. 5.1.g. is for briefs for Army Regulatory Law to deliver at rate interventions.

Q2: Price Workbook: Is there an escalation factor for each year of the contract? Perhaps [our company] missed it when reviewing the solicitation.

A2: Attachment 3, Price Workbook, does not include an escalation factor; however, Offerors may choose to escalate their proposed base period labor rates for the each subsequent contract period.

Additionally, if an Offeror’s proposed labor rates are escalated, then in accordance with Section L – Instructions to Offerors, Tab 5 – Price, paragraph 5.2(1), page 60, Offerors should provide in Tab 5, Price, the basis for proposed rates and any proposed/projected rate escalation and the assumptions used:

forecast source (such as Global Insight, or Economy.com), index used (index number and title), calculations index values used (base and projected values), and dates used (month and year for applicable index numbers).
