CUP MATOC
QUESTIONS AND ANSWERS SET 1:
Q1: Is this a new requirement or is there an incumbent vendor? If available, can you please send along the incumbent contract number?
A1: This is not a new requirement. The incumbent vendors and contract numbers are as follows:
W912DY-13-D-0110, Brubaker & Associates, Inc.
W912DY-13-D-0111, Exeter Associates W912DY-13-D-0112, Newgen Strategies & Solutions, LLC
Q2: Under the instructions to offerors, page 57-58 of the RFP, Tab 3 - Management Approach requires the qualifications and/or credentials for Key Personnel:
a. Is there a specific number of individuals that should be denoted as Key Personnel?
b. Are resumes of Key personnel required and if so, what are the page limits for the resumes?
Note that page 56 of the RFP imposes a 6-page limit for Tab 3 - Management Approach.
A2: a. There is no specific number of individuals that should be denoted as Key Personnel.
b. Resumes of Key personnel are not required. The page limits imposed in the RFP are firm.
Q3: Letters of commitment are required for Key Subcontractor/Teaming Members. Are independent consultants included as a Key Subcontractor? The definition on page 58, under Staffing Plan, lists a Key Subcontractor as a company that would perform 20% or more of the total price.
A3: If a Key Subcontractor as a company would perform 20% or more of the total potential task order price, then a Key Subcontractor/Teaming Member letter of commitment is required for that Key Subcontractor. Offerors should submit letters of commitment for any planned potential Key Subcontractors/Teaming Members who would perform 20% or more of a total future task order price.
Q4: What other letters of commitment, beyond those required for Key Subcontractors are required?
For example, are letters of commitment required of employees/staff (not subcontractors) who are denoted as Key Personnel?
A4: Letters of commitment are required for companies only – not for any employees.
Q5: Are offerors required to submit a completed Section K, Representations and Certifications? If Section K is required, what Tab should it be in?
A5: Offerors are required to submit a completed Representations and Certifications. Offerors shall complete its Representations and Certifications in the System for Award Management (SAM) database;
the Government will access SAM to view your online Representations and Certifications. To be considered for award, you company shall be actively registered and complete all required information in the SAM database located at www.sam.gov no later than the proposal due date. FAR 52.204-7 contains additional information about SAM.
