UMCS-V INDUSTRY DAY QUESTIONS & ANSWERS
The responses provided in this document will serve as the official responses to all questions received during the Industry Day held April 4, 2017 for the Utility Monitoring and Control Systems (UMCS) Fifth (V) generation acquisition.
The Government reserves the right to make changes to the acquisition as deemed necessary.
# Questions Government Responses
1. When will the UMCS-V be rolled out?
When will RFP be issued?
The Request for Proposal (RFP) will be issued the 4thQuarter of Fiscal Year (FY) 18.
2. Please restate acquisition timeline? The RFP will be issued the 4th Quarter of
FY18.
3. Please explain staggered awards? The staggered award process allows the Contracting Officer to award contracts to all qualified and responsible Offerors who are deemed awardable without discussions after the evaluation of initial proposals. If needed, the Contracting Officer will then establish a competitive range comprised of the remaining Offerors who have a reasonable chance of receiving an award following discussions. Upon execution of the first set of awards, to the Offerors deemed awardable without discussions, those awardees can begin competing for task orders. The later executed awards will have an ordering period starting after the initial set of awards, but the ordering period will end on the same date as the initial set of awards. For example:
First Set of Awards:
Base Year Ordering Period: 11 May 2017-10 May 2018 Option 1 Ordering Period: 11 May 2018-10 May 2018
Second Set of Awards:
Base Year Ordering Period: 19 February 2018- 10 May 2018 Option 1 Ordering Period: 11 May 2018-10 May 2018
Staggered awards will only be issued when executing multiple awards and when at least two Offerors are qualified for award after the evaluation of initial proposals. If only one Offeror is deemed awardable without discussions, staggered awards will not be executed.
