About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity W912DW27QA0001, Amendment R0001, issued by the Chief Joseph Dam Project under the U.S. Army Corps of Engineers (USACE).

The contract requires analytical laboratory services for oil and grease analysis of water samples collected at the Chief Joseph Dam Project. The primary scope includes analysis of 45 samples per month (540 samples annually) using EPA test method 1664 (Revision A or B). Samples are typically collected over a two-week period and shipped in a single monthly shipment using multiple coolers, with the laboratory having 10 business days to complete analysis after receipt. The total sample hold time is 28 days. Quality control requirements include Laboratory Control Samples/Laboratory Control Sample Duplicates (LCS/LCSD) and Matrix Spike/Matrix Spike Duplicates (MS/MSD) at 5% frequency per monthly sample event; MS/MSD is recommended but not required by EPA method 1664, while LCS/LCSD are mandatory. Temperature blanks are required at the laboratory's discretion (one per cooler if needed). USACE will collect additional sample volumes needed for QC analysis, and these QC samples are included in the 45 samples/month quantity. Shipping costs for supplies and sample returns must be included within the contract scope. The contractor must maintain sample temperatures at or below 6 degrees Celsius during transport and upon arrival, potentially requiring additional coolers during warmer months. USACE prefers to coordinate in-bound and out-bound shipments with the contractor based on project needs. An optional line item for unforeseen analytical services exists but is clarified to be outside the contract scope; no additional analytical sampling quantities will be requested beyond the standard oil and grease analysis.

Q&A W912DW27QA0001, Amendment R0001

Q1: I am currently working on this quote and have a question hopefully you can help with. I see this ‘Option line item 002 listed with the explanation that this is for unforeseen analytical. I am not sure how to proceed or price this? All of the analyses we run are priced depending on the method so without a specific method or service listed I can’t quote a price. Can you elaborate on what this may include or entail?

These sampling quantities include an optional line item for unforeseen analytical.

A1: The monthly quantity of samples is typically 45 samples/month. No additional analytical sampling quantities will be requested.

Q2: Sampling and Shipment Schedule: Will the anticipated monthly quantity of up to 45 samples be collected and shipped together, or divided among multiple shipments? What shipment frequency should we assume for pricing?

A2: The monthly quantity of samples is typically shipped in a single shipment using multiple coolers (ice-chests). However, it is possible that additional small shipments may be required periodically.

Q3: How long does USACE typically retain samples after collection before shipping them to the laboratory?

A3: USACE typically takes up to 2 weeks to collect the samples before shipping to the laboratory, this will allow the lab 10 business days to analyze the samples and provide a final report. The samples have a 28-day total hold time.

Q4: Must shipping costs for supplies and sample returns be included in the firm-fixed unit price per sample, or may they be quoted separately per shipment?

A4: The Chief Joseph Dam Project defers to the Contracting Representative or Contracting Officer as long as the shipping for samples and supplies is included within the scope of the contract.

Q5: Optional Analytical Services: Please confirm the analytes, analytical methods, reporting limits, and anticipated scope for CLINs 0002, 1002, 2002, 3002, and 4002. Are these additional Oil and Grease analyses or testing for other parameters?

A5: The item numbers are outside of the scope for this contract. The oil and Grease of 45 samples/month are the only requirement for this contract.

Q6: Each optional CLIN lists one sampling service, while PWS Section 5.0 states that optional analyses are included in the annual maximum of 540 samples. Please clarify the intended quantities and pricing basis.

A6: The item numbers are outside of the scope for this contract. The oil and Grease of 45 samples/month are the only requirement for this contract.

Q7: Temperature Blanks – PWS Section 6.0: When are temperature blanks required, and how many should be supplied per cooler or shipment?

A7: It is ultimately the lab’s decision on whether temperature blanks are required. Some labs require temperature blanks while others may use an IR gun to check the temperature of the cooler upon arrival. If the lab requires temperature blanks, then one temperature blank is required per cooler.

Q8: Matrix Spike/Matrix Spike Duplicate – PWS Section 7.0: Section 7.0 lists both LCS/LCSD and MS/MSD results “as appropriate.” What MS/MSD frequency is required: per sampling event, analytical batch, or another frequency?

A8: Matrix spike (MS) is required by 1664 rev a and rev b recommend 5% per monthly sample event. This quantity shall be with the 45 samples/month.

Q9: Are LCS/LCSD results alone acceptable under any circumstances?

A9: LCS/LCSD and MS/MSD serve different QA/QC purposes. MSD is recommended but not required by EPA method 1664. LCS/LCSD evaluate laboratory performance and confirm that the analytical system is in control. The analytical lab shall follow the required EPA test method 1664 (rev A or B), including quality control (QC) for analyzing samples for detection of oil & grease.

Q10: Will USACE collect the additional sample volumes needed for MS/MSD analyses? Do these QC samples count toward the monthly and annual sample quantities, and should their analysis costs be included in the unit price?

A10: When required, USACE will collect the additional sample volumes needed for MS/MSD analysis. The estimated number of QC samples (5%) is included in the anticipated monthly and annual quantities.

Q11: Pickup/Drop-Off Services – PWS Sections 8.0 and 10.0: May the contractor satisfy transportation requirements through scheduled commercial carrier pickup and two-day ground expedited delivery, supplemented by occasional USACE self-transportation?

A11: If the contractor can guarantee that the temperature of the samples remains at or below 6 degrees Celsius while in transport and upon arrival. This may require additional coolers during warmer months.

Q12: Alternatively, must contractor personnel provide routine physical pickup/drop-off at the Chief Joseph Dam Project Warehouse? If so, please confirm the required frequency.

A12: USACE Chief Joseph Dam Project prefers to coordinate in-bound and out-bound shipments with the contractor, dependent upon Project needs.
