About this file
This document contains responses to questions received on September 10, 2024 regarding a federal contract opportunity for Natural Resource and Cultural Resource Project Support for the Yakima Training Center (YTC). The solicitation (W912DW24R0005) is for an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a base year and two 12-month option years. Anticipated task orders will range from $50,000 to $900,000 and cover a variety of natural resource and cultural resource management tasks. The responses clarify that resumes are not required to be submitted for each key personnel, but the overall key personnel will be evaluated based on qualifications. The document also provides details on the anticipated container sizes for seedlings and the high probability areas within the Area of Potential Effect (APE). A site visit is scheduled for August 28, 2024 for interested offerors.

Questions received 10 Sept 2024
1. QUESTION:
Factor V: Key Personnel (solicitation pages 5-6): Is a resume required to be submitted only for each listed key personnel we are proposing who meet the minimum qualifications? For example, if we have four key personnel who meet the requirements and one who does not, do we only submit the four “qualified” resumes? Or are we required to submit five resumes, with some meeting the minimum qualifications and some not meeting the minimum qualifications?
RESPONSE:
In accordance with the solicitation Factor V is a rating applied to your team, not individual resumes.
Please review the four ratings listed in Factor V, EXCEPTIONALLY QUALIFIED, HIGHLY QUALIFIED, QUALIFIED and NOT QUALIFIED and review the Evaluation Procedures described in the solicitation’s ADDENDUM TO 52.212-2.
2. QUESTION:
Factor V: Key Personnel (solicitation pages 5-6): If we are required to submit one resume for each of the five listed key positions even if they don’t meet stated requirements, are there other lesser minimum requirements they must meet to be considered compliant?
RESPONSE:
Solicitation section “Factor V: Key Personnel” provides evaluation factors for key personnel and how they will be rated. I do not understand what you mean by “considered compliant?”
3. QUESTION:
TORP, paragraph 5.1 (page 12): Will the seedlings be provided in 1-gallon containers, or will they be provided in smaller containers? While the PWS states it could be either, the technical approach and cost may differ if they are in 1-gallon containers vs. smaller containers.
RESPONSE:
Typically over 1000 shrubs are provided in 8 cubic inch (ci) cones (cone-tainers). The additional shrubs may be 550 plants in 40ci containers, and the remainder may be in 10ci containers. The exact mix has yet to be determined.
4. QUESTION:
TORP, paragraph 5.2.b (page 13): How much of the APE is considered a “high probability area”? What is the site density anticipated to be throughout the APE?
RESPONSE:
All of the APE is high probability, but there are several areas of exposed bedrock and lithosols, those would be recorded as “no digs.” We are not able to provide a good answer for the site density.
