STATEMENT OF WORK

12 March 2024

PART 1 GENERAL DISCUSSION

1.1 PROJECT IDENTIFICATION

1.1.1 Project Title: Perimeter Road J84018-Repair McChord Bridges

CE0809

1.1.2 IJO Number(s): DER181508J

1.1.3 Project Package Number(s): CE0809

1.2 DESCRIPTION OF WORK

The Contractor shall supply all supervision, labor, equipment, and materials to perform all work in strict accordance with the contract specifications, this Statement of Work, and identified drawings to provide complete and functional project meeting all specified codes, standards and components.

1.3 AREA DESCRIPTION

1.3.1 Location

The work at the Perimeter Road stream crossing is in one discrete location within Joint-Base Lewis McChord (JBLM), Washington. The exact location of the construction site is shown on the drawings.

1.3.2 Known Existing Site Conditions

The site conditions are observable and available through aerial photos and prior information prepared for the project which can be provided upon request. Study documents include the project's Geotechnical Report, Hydrology and Hydraulics Report, and Stormwater Management Report. In addition, permits and authorizations provide information related to the sites.

There is evidence trace soil and/or water contamination may be found on Joint Base Lewis McChord.

Soil Testing

Soil testing is required of all excess soils and suspected soils intended to be exported to the designated contract waste site of Gray Army Airfield pit on JBLM. Required soil testing will determine if material needs to be removed from JBLM to licensed landfill.

In-situ soil sampling and testing will be completed onsite. The findings of the soil testing results will determine the final soil placement location exercised to mitigate (removal) potential soil contamination. Soil testing requirements, sample frequency and hired tester qualifications are included in the attached specifications and Borrow Site use standard operating procedures (SOP).

Timing Requirements

In-situ onsite soil testing and reporting under CLIN 0001 and CLIN 0002 will begin 30 days of the Notice of Proceed or as approved by the Contracting Officer.

Sensitive live stream surface water bypass and associated environmental mitigation work on this project is limited to starting on August 1st and ending September 30th annually. Groundwater PFAS treatment and testing must be completed in the same 60-day window.

All onsite work under CLIN 0003, CLIN 0004, CLIN 0005, CLIN 0006 and

CLIN

0007 will be completed within the performance period of 614 days.

Road closures are limited under a submitted and approved road closure and approved schedule. A road closure of the Perimeter Road culvert/bridge stream crossing is limited to a single 190-day period in the life of the project. Temporary day closures for in-situ soil testing are permitted.

Groundwater PFAS Treatment and Testing

Recent projects in the project area have highlighted the possibility that unknown concentrations of Per- and Polyfluoroalkyl Substances (PFAS) may be present in the groundwater adjacent the project site.

This work item requires the immediate physical interception, testing and treatment of expected percolating ground water as part of the planned project excavation, dewatering and sediment control. Monitoring (weekly sample testing) of ground water influent and effluent and carbon filter treatment of groundwater infiltration for PFAS will begin in conjunction with an approved surface water bypass plan, excavation plan, dewatering plan, work zone isolation and sediment control planning required by the base items of the project. Testing and treatment requirements are included in the contract specification.
