About this file
This document contains questions and answers regarding Request for Quotation W912DW23Q0032 for sampling services in the Portland Harbor. The U.S. Army Corps of Engineers is seeking a contractor to analyze pesticide samples from an ongoing sampling effort by the U.S. Environmental Protection Agency in the Portland Harbor. As of July 18, 2023 there were 103 samples collected that require pesticide analysis, which EPA would ship to the selected contractor over approximately one week. EPA anticipates collecting and shipping around 100 samples per week to the contractor. Months with four weeks would total around 400 samples, while a five week month such as September would be approximately 500 samples. The samples must be analyzed within 14 days of being unfrozen if not kept frozen, or can be stored for up to one year if kept frozen.

RFQ # W912DW23Q0032 / 474588 Portland Harbor FY23 Sampling Question(s) as of 18 July 2023 and Government Response:
Question 1: Will the samples require the laboratory to freeze for at least 8 months prior to taking off hold to run the analyses?
Government’s Response 1:
EPA would prefer the samples to be processed asap as per sampling requirements after delivery to the lab.
All of the samples will be frozen in the field and delivered frozen. The samples will have a 14 day holding time if unfrozen. If kept frozen, the samples can be held for up to one year from their collection time.
EPA started sampling on 5 July 2023 and is already holding frozen samples while awaiting the award of the contract.
Question 2: How many samples will they require testing ASAP?
Government’s Response 2:
Currently as of 7/18/23 we have collected 103 samples for pesticides analysis that are being held frozen at our processing facility and can be shipped once we have a lab available. We would ship these samples in a staggered manner over a week or so rather than all in a single day.
We anticipate sending approximately 100 samples per week. Months that have 4 weeks will likely have 400 samples per month, while 5-week months (i.e., September) will likely have 500 samples per month.
