About this file

This document outlines requirements for analytical and data validation services related to soil and water sampling at the Portland Harbor Superfund Site in Portland, Oregon. The U.S. Army Corps of Engineers seeks a contractor to analyze approximately 1,430 soil samples and 12 water samples for organochlorine pesticides using EPA Method 8081B. Deliverables will include sample receipt forms, chain of custody documentation, comprehensive level 4 data packages for 10% of samples, and electronic data deliverables in EPA standard or contractor standard format. Data validation is required for 1,298 samples at Stage 2A and 145 samples at Stage 4. The period of performance is eight months with an anticipated start date of July 2023 for sample collection through September 2023. The selected contractor must hold current DoD ELAP certification for the required parameters.

Portland Harbor Superfund Site Analytical and Data Validation Services Portland, Oregon

Purchase Order

June 22, 2023

June 29, 2023

Project Name: Portland Harbor Superfund Sampling

Objective: The EPA is collecting soil samples to support the Portland

Harbor Superfund. The samples and associated quality control samples shall be analyzed by the laboratory in accordance with Table 1. Sample quantities per solid and water matrix (including field and quality control samples) are presented in Table 1. The sample results will be validated for Stage 2A and Stage 4. The quantities for each data validation stage are presented in Table 2. Data packages provided the laboratory shall correspond to the quantities in Table 2. The project analytical sensitivity requirements are presented in Table 3.

Method holding times, sample containers, sample volumes, and preservation are presented in Table 4.

Location: Portland, OR

Period of Performance: 8 months after award

Sampling Dates: The samples will be collected beginning in July 2023 through

September 2023. EPA anticipates collecting approximately 500 samples per month. The lab will be notified at least one week in advance of each sampling event.

USACE Contracting Officer’s Representative (COR): Marlowe Laubach Phone: (206)764-4480 marlowe.d.laubach@usace.army.mil

USACE Project Manager: Lindsey GayJessica Loughman Phone:

(206)764316-34183956 lindsey.t.gayjessica.loughman@usace.army.mil

Sample Delivery:

Samples will be delivered to the laboratory via UPS, FedEx, and/or courier. If samples cannot be delivered during normal business hours, the laboratory will be notified in advance. Samples are expected to arrive within 1-2 days from the start of sample collection. Samples will be frozen in the field and delivered frozen. The samples will have a fourteen (14) day holding time if unfrozen. If kept frozen, the samples can be held for up to one year from their collection time.

Material Requirements:

The sampling team will obtain their own sampling bottles. The laboratory will not be required to send sample bottles

Method Performance Notes:

1 - Method accuracy and precision shall be in compliance with the laboratory in-house quality control limits.

Corrective actions, if needed, will follow DoD Quality Systems Manual (QSM) guidance. For any methods not covered by the laboratory DoD Environmental Laboratory Accreditation Program (ELAP) certification or the DoD QSM, laboratory in-house and method QC procedures will be followed for both QC control limits and corrective action procedures. Instrument calibration will be according to the laboratory standard operating procedure (SOP) for the method but must comply with the DOD QSM.

2 – Reporting levels (RLs) must be at or below the laboratory Limits of Quantitation (LOQs) established by laboratory when technically achievable.

3 - Report results of diluted and undiluted runs in pdf.

4 - Report detected results between the laboratory Limit of Detection (LOD) and the project LOQ as qualified “J”.

Deliverables and Invoicing:

1 – Sample Receipt Forms + Chain-of-Custody – scan and email on sample receipt to the USACE COR.

2– Adobe PDF and Microsoft Excel EDD deliverables are required for this task order. An example EDD in EPA’s standard format will be provided; if possible, the EDD should be created in that format, otherwise the laboratory’s standard EDD format is sufficient. Comprehensive Level 4 data package is required for the deliverables specified in Table 2 at a rate of 10%.

3 – The final pdfs, Excel output, EDD files, and associated error reports will be emailed to the USACE COR if the files are not too large. Alternatively, electronic files can be made available for download by USACE via the DOD file sharing tool, DOD SAFE. The laboratory will be given instructions on how to use this website, if needed.

4 – Send electronic copy invoice(s) to the USACE COR (Marlowe Laubach) for review prior to submission for payment.

Laboratory Qualifications:

The laboratory must hold a current DoD ELAP certification for the required parameters.

Notes.

1 Additional standard method QC, not specified above, but normally reported by the laboratory will be included with data. All data and QC will be included with the data packages. Method control not specified by project limits tabled above will have laboratory or method specific reporting limits and laboratory or method QC limits as stringent as those stipulated in DOD QSM for the method.

1. The mass required provided by the laboratory and listed in Table 4 includes sufficient volume for all laboratory quality control samples. Extra volume equal to the specified amount will be submitted for field duplicates and matrix spikes/matrix spike duplicates.

2. A 4-oz jar would be suitable for sediment analysis as long as the water content of the sediment is less than 30%. If the water content is greater than 30%, use an 8-oz size to provide sufficient volume. Also of note, samples with greater than 30% water would be highly impacted by a dry weight correction.
