About this file

This modification to a federal solicitation provides revised specifications for materials required for an Albeni Falls Dam transformer installation project. The U.S. Army Corps of Engineers, Seattle District, requires crushed rock surfacing and quench rock for placement within new transformer containment areas and chilling sumps. The quench rock must have a minimum bulk density of 80 pounds per cubic foot, moisture absorption rate of less than 3%, and conform to ASTM gradation and fracture requirements. Installation procedures outline preparing the substrate, carefully spreading the aggregates to avoid damaging existing components, and placing one even layer of quench rock at least 12 inches thick supported on a frame and grating at the correct elevation.

This modification also retains the previous proposal submission deadline of July 7, 2021 at 10:00 AM local time. The revised specifications replace sections in their entirety and identify changes through strikeouts, underlining, or margins. Bidders must acknowledge receipt of this amendment by number and date in their proposals.

PART 1 GENERAL

1.1 General

This section covers quench rock to be placed within Albeni Falls transformer containment s.

1.2 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

ASTM INTERNATIONAL (ASTM)

ASTM C127 (2015) Standard Test Method for Density, Relative Density (Specific Gravity), and Absorption of Coarse Aggregate

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

PART 2 PRODUCTS

2.1 QUENCH ROCK

Quench rock for use within containment areas and chilling sumps shall be washed rock with a minimum bulk density of 80 pounds per cubic foot and moisture absorption rate equal to or less than 3% as determined by ASTM C127. Submit to project a Sample of the Aggregate for Quench Rock .

2.1.1 Aggregate Gradation

Gradation shall conform to ASTM D448 Size 2.

US Standard Sieve Sizes Percentage Passing Square Openings (inch) (by Weight)

3 100 2-1/2 90-100 2 35-70 1-1/2 0-15 3/4 0-5

2.1.2 Fracture of Gravel

On 95% of all particles retained on each sieve 1/4 inch and above shall have at least one mechanically fractured face. In addition, 70% of same particles shall have at least three mechanically fractured faces. Test per ASTM D75/D75M. Submit Aggregate Sample Fracture Test Results for approval.

PART 3 EXECUTION

3.1 PREPARATION OF SUBSTRATE

Correct irregularities in substrate gradient and elevation by scarifying, reshaping, and re-compacting. Aggregate shall not be placed on soft, muddy, or frozen surfaces. If this is unavoidable, bring it to the attention of the GQAR for remediation. Do not place surfacing materials until the GQAR has inspected and approved the subgrade gradients and elevations.

3.2 AGGREGATE PLACEMENT

The Contractor shall take great care to ensure placement and grading of the aggregate does not result in damage to the existing components.

Equipment used to spread or haul aggregate for placement shall meet the following requirements:

a. The equipment shall not have a curb weight in excess of 6,000-lbs;

b. The equipment shall have tracks to reduce ground pressures;

c. The equipment shall not create ground pressures in excess of 4-psi;

d. Spread aggregate over prepared substrate.

e. Level and contour surfaces to elevations and gradients indicated.

SECTION 32 11 23.01 26 Page 2

f. Use small mechanical tamping equipment in areas inaccessible to large compaction equipment.

3.3 PLACEMENT OF QUENCH ROCK

Quench rock must be placed in one even layer, 12 inches minimum thickness. Support quench rock using a frame and steel grating so that the top of the rock layer is even with the transformer foundation and top of containment wall, creating an even working surface. Wash down quench rock prior to placing in containment in order to ensure fines are removed to the extent practicable in order to avoid impact to function of chemical oil stop valves.
