WORK SEQUENCE
01/19/21
PART 1 GENERAL
The work covered by this section of the specifications consists of work common to more than one section of these TECHNICAL SPECIFICATIONS.
1.1 COORDINATION
The construction sequence is critical in maintaining operability of Albeni Falls Dam's main unit generators, transformers and transmission lines during this work. Equipment and systems outages shall be kept to a minimum and shall be coordinated with the Contracting Officer's Representative (COR). Temporary outages will be required as loads are transferred from existing equipment to new equipment. Proper sequencing of the work shall be required to minimize the duration of these outages.
All loads must be supported by Government approved temporary power sources furnished by the Contractor 24 hours a day, 7 days a week during the affected work.
1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals having an "I" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00, SUBMITTAL PROCEDURES:
SD-01 Preconstruction Submittals
EQUIPMENT REPLACEMENT AND CUTOVER PLAN; G, HDC
SD-03 Product Data
Temporary Power Cables; I, HDC
1.3 EQUIPMENT REPLACEMENT AND CUTOVER PLAN
Submit at least 90 days prior to the start of equipment installation the proposed step-by-step removal and installation procedure and system cutover schedule. This schedule's format shall match the Contractor's project schedule submissions as required in section 01 32 01.00 28 "PROJECT SCHEDULE." The plan shall include a detailed sequential list of activities, duration of each activity, duration of all outages required, and temporary power plan if required. The plan shall reflect the coordination with the Government's safe clearance procedure (LOCK-OUT/TAG-OUT) for de-energizing equipment. The plan shall be coordinated with the overall project schedule required by SECTION 01 32 01.00 28 PROJECT SCHEDULE. No work will be allowed to commence until the plan is approved. Any revisions to the approved plan shall be submitted for approval.
SECTION 01 12 16.00 27 Page 2
The Contractor shall provide information regarding what temporary power equipment that will be used. The plan shall include a connecting means for existing cabling that utilizes bolt on connections via a termination enclosure.
1.4 TEMPORARY POWER
Contractor must provide Temporary Power to Low Voltage 480V Switchyard Panel loads and Panelboards LC-14 and LC-15 loads. This will require but is not limited to:
1. Temporary 480VAC power panel.
2. Temporary 480-120/240VAC transformer.
3. Temporary 120/240VAC power panel.
Temporary equipment may be set up in the cable tunnel. Additional equipment may require temporary power. The Government will not pay additional compensation for equipment requiring temporary power not specifically listed here. Electric power will be available at project site for work to be performed under these specifications.
1. 480-volt power cabinet feeder cables:
a. Existing feeder cables to the 480V power cabinet to be disconnected and reused for this purpose. Provide continuity of power by disconnecting and reterminating only one of the redundant feeders at a time.
1.5 OUTAGES
1.5.1 Generating Unit Outage Requests
The Government must provide notice to Bonneville Power Administration (BPA) 30 days in advance of any time main generating units are unable to provide power. Due to this requirement, all main generating unit outage requests will require notice to the Contracting Officer 24 work days in advance. Work days are Monday thru Thursday. Notice provided after 1630 will be considered received on the next business day. This requirement does not apply to outages which will not affect the ability to produce power from generating units.
1.5.2 Initial Total Plant Outage
The initial total plant outage to replace all lightning arresters and tower lighting shall be limited to three (3) weeks.
1.6 SEQUENCE OF WORK
This section lists portions of work that must be completed at specific times or in a specific order. It includes the recommended sequence of work to minimize outages and disruptions during the required installations. The sequence of work represents the major elements of work that require additional considerations and is not to be construed as all-inclusive. All ancillary work required for a complete and functional installation as defined by the contract documents and sequence of work shall be the responsibility of the Contractor and shall be incorporated
SECTION 01 12 16.00 27 Page 3 into the proposed "Equipment Replacement and Cutover Plan." The Contractor may propose changes to the sequence of work, for approval, if the changes improve installation schedules, reduce system or equipment outages, or result in improved functional reliability. The Contractor must incorporate these requirements into the work plan and schedule.
a. Replace all lightning arresters and tower lighting within the outage window. Subsequent work will require a suficient physical separation from the 115kV bus to not require the 115kV bus to be deenergized.
b. Transformer 2 must be replaced first and may be started as early as March 2022, weather permitting.
c. The Government's preferred sequence of transformer replacement following Transformer 2 completion is Transformer 1 with a completion by November 1, 2022 or before weather prohibits completion.
Transformer 3 would be available for replacement as early as March 31, 2023 or as weather allows.
d. The 480V power panel and LC-14 may be replaced concurrently, or in either order, at the contractor's preference, provided that temporary power is available to all affected loads.
e. LC-15 cannot be removed until both the 480V power panel and LC-14 are replaced.
f. When replacing 480V power panel feeder cables, maintain continuity of power to station service loads to the maximum extent possible by ensuring that one station service bus remains in service at all times.
