1. Evaluation Procedures:
The objective of this evaluation is to evaluate the proposals in accordance with the criteria described herein and award a firm fixed price, construction contract to the responsible Offeror whose proposal conforms to the terms and conditions of the RFP and whose proposal is determined to represent the overall “Best Value Tradeoff” to the Government in accordance with Federal Acquisition Regulation (FAR) 15.101-1.
All evaluation factors, other than price, when combined, are considered significantly more important than price. Award will be made to the Offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the Evaluation Factors. The Government reserves the right to accept other than the lowest priced offer or to reject all offers.
The Offeror’s technical proposal shall contain a response to the following non-price Factors (Company Experience, Past Performance and Management). Please see below for submission requirements and evaluation method. Your technical proposal (Volume 1) will be due at the specified date indicated in Standard Form 1442.
To clarify, this is a Bifurcated RFP Procurement Process. (Please see the Bifurcated Section within this RFP for more details). At a later date, an Amendment will be issued directly to only those Offerors which submitted the technical proposal. This Amendment (and all later Amendments) will NOT be posted to FBO.gov. This Amendment will provide the price schedule and submittal instructions for Factor 4 and Subcontracting Plan (if applicable) and the price proposal. (Volumes 2 and 3)
In accordance with FAR 15.306(a)(3) the Government intends to evaluate the proposals and make award without discussions. An Offeror’s initial proposal should contain the Offeror’s best terms from a technical (Volume 1) and factor 4/price (Volumes 2 and 3 at a later date). The Government reserves the right to accept other than the lowest priced offer, or to reject all offers. Code § 1001.
Submit proposals in tabbed, three-ring binders. Note that the Government will not evaluate any material that exceeds the page limits, where indicated below.

Relevant: “Relevant” means having a logical connection with the requirements in this RFP; that is, featuring work that involved similar scope, magnitude, and complexity to the current requirement. Please also note any definitions for relevant within the evaluation criteria.
