Albeni Falls Dam Spillway Safety Barrier
(Revised 29 April 2019)
1.0 The Project Purpose and Objective:
The objective of the Spillway Safety Barrier Project is to obtain an industry standard engineered, designed, tested and manufactured spillway safety barrier to be installed upstream of the dam in order to control boating traffic and to provide a last resort stopping point for boats and boaters to prevent them from passing through the spillway at the US Army Corps of Engineers Dam at Albeni Falls. Contractor will provide engineering, materials, labor, accessories and hardware, to deliver and installed in its entirety a fully functioning end product.
2.0 General Project Requirements:
2.1.1 The new Spillway Safety Barrier will be installed approximately 200 feet upriver from the spillway.
2.1.2 The barrier must provide boater protection for the entire span of the channel. The total estimated distance between shoreline anchor points is 515 feet.
2.1.3 The barrier design shall allow for debris to pass under the barrier.
2.1.4 The barrier shall be designed to remain in place during all seasons and site conditions.
2.1.5 The product service life should exceed 25 years with minimal maintenance.
2.1.6 Barrier floats shall contain high visibility frontal mold-in or flame spray graphics to read: “DANGER
KEEP OUT,” with all caps, black, bold faced, arial font. Graphics shall remain above the water line while barrier is in service.
2.1.7 Barrier must include a boat gate to allow small vessel access.
2.1.8 Installation window is limited to July 1st through September 15th due to the forebay’s water elevation.
2.1.9 The contractor is responsible for maintaining a safe work environment in accordance with State and local laws and regulations and shall comply with all applicable Occupational Safety and Health Act (OSHA) Standards, as well as the Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, current version.
2.1.10 Contractor shall take all reasonable actions to eliminate the generation of turbidity in the forebay during the entirety of this project. All activities on site will be suspended if turbidity is observed in the forebay and will not resume until corrective action is taken and/or is approved by the Government.
2.1.11 Contractor shall be responsible for the proper disposal of any cuttings, debris, and trash generated during the performance of this contract.
2.1.12 Onsite work at the Dam shall be performed during regular working hours of 0630-1700, Monday through Thursday. Deliveries shall be scheduled between 0730 and 1600, Monday through Thursday.
