SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

Question: What is the water elevation or elevation range when the water is at maximum velocity of 13 feet per second?

Response: Max flow rate occurs at a fore bay elevation of approximately 2056.4 feet.

Question: What is the water velocity when the water elevation is at 2045?

Response: Refer to attached AFDWaterData.pdf for fore bay elevation versus flow rate data.

Question: Please confirm that when the water elevation is at 2062.5, the water velocity is near 0 ft/sec.

Response: This is not always the case. During the month of June and into early July, there is flow thru the spillway at nearly full pool elevation of 2062.5 ft. Flow thru the spillway can also occur during the summer months when generating units are isolated for maintenance purposes. Refer to attached AFDWaterData.pdf

Question: The 1 ½” Grade 3 stud-link, galvanized chain, domestic construction material has a lead time of about 154 days for manufacturing and unavailable within the timeframe of this project. The order quantity is so small, that the manufacturer is hesitant to commit to its production. Based on experience, the barrier manufacturer does not recommend and will not support allowing a product of lesser strength to be installed. Import 1 ½” Grade 3 stud-link, galvanized chain can be obtained in time for barrier installation completion and demobilization by September 15th.

Response: All other metallic components to include wire chain, rope, shackles, pins, and materials that bare appreciable load shall be domestic material only. Market research has identified a supplier that has the product on hand which would allow for timely execution of this contract.

Question: Per 4.3.2, please define what will constitute a “certificate of compliance” for the anchor testing. A QC report of the pull testing of the anchor to the required loads per the design, witnessed by the government GQAR should be sufficient.

Response: A QC report of the pull testing of the anchor to the required loads per the design to include the factor of safety of 3 and witnessed by the government GQAR will be sufficient

Question: See 4.3.3. The requirement to test the anchors to the system factored load, which is 3 times the design load without failure. This requires that the anchors be up-sized and over-designed such that their working load is increased to the system factored load. Please reduce this test load requirement to the design load or not more than 125% of the design load to avoid unnecessary over-engineering of this anchorage and the resulting costs of material and testing.

Response: Anchor test load shall be 3 times the design load without failure

Question: Will the Corps consider a chain to be used that does not meet the Buy American Act? Chain sourced from the US has a reported lead time of over 200 days which would not allow this project to be completed within the period of performance.

W912DW19Q0046

Response: Domestic chain only. Market research had identified a supplier with the product in stock, thus allowing for timely execution of the project.

Question: Is the five (5) year warranty on the barrier materials only? Bonding and sureties have some hesitation providing a workmanship warranty for five (5) years.

Response: The warranty shall include parts, materials and labor (called installation in the contract).

Question: Is a bid bond required for this contract?

Response: No

Question: Will payment and performance bonds be required for this contract?

Response: No

Question: Does the USACE have core sample geological information with rock characteristics for the left bank, boat barrier anchor?

Response: No current geological data is available for that area. However, some geological data is available near the anchor install area in the Construction Report for the Original Dam construction. This report is provided for informational purposes only. See Albeni Falls Dam Construction Report on Foundation of Spillway Dam and Powerhouse 1954.pdf.

Question: We have been told that the import chain stocked in the USA is from China. If chain could be obtained from a WTO country per FAR Clause 252.7021 Trade Agreements—Basic and within the project timeframe, would this be acceptable? If so, please modify the spec to allow this possibility.

Response: Domestic chain only. Market research had identified a supplier with the product in stock, thus allowing for timely execution of the project.
