SECTION 00 24 00

EVALUATION FACTORS FOR AWARD (CRITERIA)

1.0 BASIS FOR AWARD

Award of this Contract will be made to the responsible offeror submitting the Lowest Price Technically

Acceptable (LPTA) offer in accordance with FAR Part 15 procedures. This solicitation will result in the award of a firm-fixed price construction contract.

The evaluation of each proposal will be solely on the basis of evaluation factors found in this section

(00 24 00). The Government will evaluate each proposal on an Acceptable/Unacceptable basis only with respect to the evaluation factors (criteria) described herein. In order to be considered for award, a proposal must be rated Acceptable in every non-price factor. Award will be to the offeror who presents the Acceptable proposal (Factors A and B) with the overall total lowest price (based on the total of all line items on the Bid Schedule).

The offeror’s proposal shall contain a response to all factors and meet the minimum submittal requirements stated.

In accordance with FAR 15.306(a)(3) the Government intends to evaluate proposals and make award without discussions. An offeror’s initial proposal shall contain the offeror’s best offer/terms.

Penalty for making false statements in proposals is prescribed in 18 U.S.C. 1001.

2.0 FACTORS TO BE EVALUATED

The following Evaluation Factors will be used to evaluate each proposal:

FACTOR A – CORPORATE EXPERIENCE AND CAPABILITIES

FACTOR B – PAST PERFORMANCE OF THE PRIME OFFEROR

FACTOR C – PRICE

3.0 EVALUATION APPROACH

Proposals will be evaluated by the Source Selection Evaluation Board.

4.0 DEFINITIONS:

Past Performance: Assessment of the offeror’s probability of meeting the minimum past performance solicitation requirements)

Relevant: “Relevant” means having a logical connection with the requirements in this Request for Proposals (RFP); that is, featuring work that is similar in Scope, Magnitude and

Complexity to what is required in the solicitation. For the purposes of this RFP, relevant shall include projects with a total construction dollar value of a minimum of $2.0 million.

Team: The offeror’s “team” is the prime contractor and its subcontracting firms, taken as a whole.

Technical: The term “technical,” as used herein, refers to non-price factors other than past performance.

W912DW-17-R-0001 2 R0005

FACTOR A: CORPORATE EXPERIENCE AND CAPABILITIES

Submittal Requirements for Evaluation:

The offeror shall submit project experience information for at least two (2) and no more than four (4) projects, demonstrating relevant experience of the team. If more than four projects are submitted, only the first four projects will be evaluated in the order they are presented in the proposal. All projects submitted shall be complete, or at least 50% complete, within the past ten (10) years from the solicitation response due date.

Each submitted project shall use Attachment A – Offeror Experience Form to describe the projects in which the team has relevant experience. Submit one form per project.

If the offeror proposes self-performing the experience, ensure the proposal is clear that the offeror will perform an experience area(s).

If the offeror submits a project(s) demonstrating experience by a subcontractor, i.e. a firm that is not the prime contractor or part of a joint venture, the offeror shall submit a letter of commitment signed by both the subcontractor and the prime contractor. If a letter of commitment is not submitted, the experience will not be considered or evaluated. Reference Attachment B – Letter of Commitment of Key Subcontractor.

The submitted projects, when combined, must meet the two specific experience areas listed below. Note that the two areas do not necessarily need to be present in any one project.

Offeror shall demonstrate specific minimum experience in the following two areas:

A.1. Electrical Installation.

Demonstrate the Team has relevant experience by providing a detailed narrative of how the team:

a) replaced existing 125 volt DC station battery banks with chargers AND

b) replaced existing 125 volt DC switchboards and/or 120 volt or higher AC switchboards.

At least two (2) of the project summaries submitted shall clearly demonstrate the team’s relevant experience with Factor A.1 – Electrical Installation. The relevant experience may be spread across more than one project summary or combined in the same project summary at least one of the project summaries. For the purposes of this RFP, relevant may include projects in a dam, powerhouse or other industrial environment.

Offerors shall explain their team members’ roles and responsibilities for each project summary submitted.

A.2. Energized Cutover.

Demonstrate the Team has relevant experience by providing a detailed narrative of how the team performed and coordinated the cutover during construction which allowed critical systems to stay energized. Offerors shall explain their team members’ roles and responsibilities for each project summary submitted.

Of the projects submitted, at least one (1) of the project summaries submitted shall clearly demonstrate the team’s relevant experience with Factor A.2 – Energized Cutover. For the purposes of this RFP, relevant may include projects outside of dams and powerhouses at other industrial facilities with critical infrastructure which must stay energized throughout construction, for example: electricity transmission or distribution facilities, hospitals and emergency services. Offerors shall explain their team members’ roles and responsibilities for each project summary submitted.

W912DW-17-R-0001 3 R0005

Factor A Rating Methodology and Standard.

Table 1 will be used to evaluate Factor A.

Table 1: Technical Acceptable/Unacceptable Rating Method

Rating Description

Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

A rating of Acceptable will be given if all of the criteria for Factor A are met.

A rating of Unacceptable will be given if any of the criteria for Factor A is not met.

W912DW-17-R-0001 4 R0005

FACTOR B: PAST PERFORMANCE OF THE PRIME OFFEROR

The past performance evaluation is an assessment of the offeror’s probability of meeting the minimum past performance solicitation requirements. This assessment is based on the offeror’s record of relevant and recent past and current performance information that pertain to the scope of work as outlined in the solicitation requirements.

Each offeror’s past and current performance will be evaluated to determine recency and relevance. Past performance will initially be evaluated to determine whether the offeror’s current/past performance is recent, and then relevant or not relevant to the solicitation. Recent and relevant projects are those projects completed, or at least 75% complete, within the past ten (10) years from the solicitation response due date featuring work that is similar in Scope, Magnitude and Complexity to what is required in the solicitation.

Next, the past performance evaluation will determine how well the offeror performed.

At a minimum, the prime offeror shall provide past performance information for each project performed as a Prime Contractor and listed by the prime offeror under Factor A: Corporate Experience and

Capabilities. If the proposal is from a Joint Venture or Partnership, Past Performance information for each partner must be submitted. The Government will review performance on the projects submitted under Factor A, in addition to other sources.

Sources of Past Performance Information for Evaluation include, but are not limited to, the following:

As indicated above, at a minimum, the prime offeror shall provide past performance information for each project performed as a Prime Contractor and listed by the prime offeror under Factor A:

Corporate Experience and Capabilities.

Offeror may also submit past performance information using the attached Past Performance

Questionnaire (PPQ).

The Government may obtain past performance information from established systems such as the

Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and

Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; and may be obtained from other sources available to the Government, such as the

Defense Contract Management Agency; and interviews with Program Managers, Contracting

Officers, Fee Determining Officials.

More relevant and more recent project(s) will be given commensurately greater weight in the evaluation of past performance.

The Government may consider a wide array of information from a variety of sources, but is not compelled to rely on all of the information available.

Factor B Rating Methodology and Standard.

Table 2 will be used to evaluate Factor B.

W912DW-17-R-0001 5 R0005

Table 2: Past Performance Acceptable/Unacceptable Rating Method

Rating Description

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. *See Note below.

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

* NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see

FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered

“acceptable.”

W912DW-17-R-0001 6 R0005

FACTOR C: PRICE

The contract will be a firm fixed-price contract. The Government will evaluate offers for award purposes by totaling all line items of the Bid Schedule.

Submittal Requirements for Evaluation

The offeror shall provide the following:

1. Signed and dated Standard Form (SF) 1442.

Complete in its entirety, the “offeror” portion of the SF 1442. An official having the authority to contractually bind the offeror’s firm shall sign the SF 1442, blocks 20B and 20C in accordance with FAR 4.102. If the offeror is a Joint Venture, all parties to the Joint Venture shall sign the offer.

2. Bid/Pricing Schedule.

Include pricing information for ALL line items and totaled where applicable.

Offerors must submit Contract Line Item Numbers (CLINs) with unit price, quantity and extended price where applicable.

All extensions of unit prices shown will be subject to verification by the Government.

In case of discrepancy between the unit price and the extended price, the unit price will govern.

3. Acknowledgement of Amendment(s), if applicable

4. Representations, Certifications and Other Statements of Offerors

5. Bid bond

Factor C Rating Methodology and Standard.

Award will be to the offeror who presents the Acceptable proposal (Factors A and B) with the overall total lowest price (based on the total of all line items on the Bid Schedule).

This Source Selection is conducted with the expectation of adequate price competition – normally competition establishes price reasonableness and a comparison of proposed prices will satisfy the requirement to perform a price analysis. A price reasonableness approach will be utilized by the

Government to determine that the proposed prices are fair and reasonable as described in FAR

15.305(a)(1).

All offers with separately priced line items or subline items will be analyzed to determine if the prices are unbalanced (FAR 15.404-1(g)). Offers may be rejected if the Source Selection Authority determines the lack of balance poses an unacceptable risk to the Government.
