Evaluation Factors for Award (See Section 00 24 00) Proposals are evaluated on the basis of two factors, TECHNICAL and PRICE. Section 00 24 00 provides the Evaluation Factors as well as the Evaluation & Award Procedures for this RFP.

Technical Evaluation Factors:

Factor 1.- Relevant Experience of the Prime (non-cost)
Factor 2.- Key Personnel (non-cost)
Factor 3.- Past Performance (non-cost)

Price: - Will be based on a Seed Project Task Order entitled, “Replace Lights at Various Buildings on Joint Base Lewis-McChord (JBLM) Washington”.

Technical Evaluation Technical (Non-Cost) Evaluation Standards are described in Section 00 24 00 and will be based on an “acceptable” or “unacceptable” rating.

See Paragraph 3.2 for Rating Scheme of Non-Cost Factors in Section 00 24 00 of the Solicitation.

Factor 1 – Relevant Experience of the Prime: (paragraph 5 in section 00 24 00) The Government is interested in those firms that are capable of self-performing electrical work utilizing their in-house labor force. If the Offeror is a Joint Venture, the Government must be confident that each of the JV partners is capable of self-performing electrical work utilizing their in-house labor force.

Under this factor Offeror is required to complete the Project Experience Form (Attachment A) to the solicitation.

The Offeror shall provide five relevant electrical projects which have been completed by your firm within the last five years from the date of the issuance of the solicitation for commercial and industrial type building and that clearly reflect a minimum of 51% of the electrical work performed in-house.

Three of the five projects submitted must be between $250,000 and $3,000,000, and the other two projects can be any value up to $5,000,000.

Joint Ventures: Offerors must include at least one project from each of the Joint Venture Companies.

Offerors shall avoid using Indefinite Delivery, Indefinite Quantity (IDIQ) contracts as examples of “Relevant” projects.

Evaluation Method - Responses to this factor shall be considered “acceptable” if the five projects submitted by the Offeror meet the dollar values shown above, have been completed within the last five years from the date of the issuance of the solicitation, and that clearly reflect a minimum of 51% of the electrical work performed in-house.

See paragraph 5.1.2 in Section 00 24 00 of the solicitation for further details regarding the Evaluation Method under Factor 1.

If the proposal receives a rating of “unacceptable” under any of the requirements (a through f) as listed under 5.1.2, the entire Factor 1 will receive an overall rating of “unacceptable.”

Projects submitted in Factor 1 must have been performed by the Firm submitting an offer for this solicitation (same Cage Codes and DUNS numbers). Projects performed by a parent company, sister company, teaming partner, or business other than the specific firm submitting an offer will not be evaluated.

The PPQ is included as Attachment B to this solicitation and should be submitted directly to the Government’s POC via email to the contract specialist, Amy Wooldridge at amy.a.Wooldridge@usace.army.mil with a cc to the contracting officer, Elke Neal at elke.h.neal@usace.army.mil (A copy may be included in your proposal), up to 3 days prior to proposal closing date.

Ensure correct and current phone numbers and email addresses are provided for the client point of contact as your references may be contacted prior to being rated “acceptable” or “unacceptable.”

Government Research: The Government will also search the Past Performance Information Retrieval System (PPIRS) (www.ppirs.gov) for past performance information for recent projects for each Offeror; however, the Government reserves the right to obtain past performance information from any other sources available to include, but not limited to, interviews with Program Managers, Contracting Officers, and the Defense Contract Management Agency (DCMA). Finalized CPARS evaluations are included in PPIRS.

Rating Scheme for Past Performance (Factor 4) has two (2) aspects as described in paragraph 3.3.2. of Section 00 24 00:

The first is to evaluate the Offeror’s past performance to determine how relevant a recent effort accomplished by the Offeror is to the effort to be acquired through the source selection.

Evaluation Factors for Award (See Section 00 24 00) “Recent” is defined as “performed within the past five (5) years from the date on which the solicitation was issued.”

“Relevant” is defined as “similar in scope and complexity to the project in this solicitation and clearly reflects a minimum of 51% of Electrical Work being performed in-house.” If the project is not similar in scope and complexity to the project in this solicitation and does not reflect 51% of electrical work being performed in-house, it may be considered “not relevant”. If the project is similar in scope and complexity to the project in this solicitation, it will be considered “relevant”.

(See Section 00 24 00 The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts.

Past performance will be rated on an “acceptable” or “unacceptable” basis using the ratings in Paragraph 3.2.2 of this Section 00 24 00 document.

Factor 3 -- Past Performance:

Evaluation Method:

The Government will first evaluate each Offeror’s past performance to determine how relevant a recent effort accomplished by the Offeror is to the projects that may be awarded under the MATOC contracts. This evaluation will be made on a “relevant” or “not relevant” basis, Secondly, the Offeror’s past performance will be evaluated based on how well the Offeror performed on recent and relevant contracts. This evaluation will result in a rating of “acceptable” or “unacceptable.”

Joint Venture Offerors will be evaluated based on recent and relevant past performance of each individual entity in the Joint Venture, as well as any recent and relevant projects completed by the Joint Venture. The Government reserves the right to consider all aspects of the firms’ performance history.

Price Evaluation Price Evaluation:

Award of the Seed Project will be awarded to the lowest-priced, technically acceptable firm awarded a MATOC contract under this solicitation. As these MATOC contract holders will have gone through an extensive technical evaluation and selected, in part, due to their technical capabilities, for purposes of the seed project evaluation, the MATOC contract holder will be considered technically acceptable. Accordingly, the Seed Project will be awarded to the MATOC contract holder that submits the lowest price for the Seed Project.

Price Evaluation Financial capacity and bonding ability will also be verified prior to award. Refer also to Paragraph 8.2 in Section 00 24 00 for detailed information on the Government’s established price evaluation method for this solicitation.

Competitive Range (Developed after Technical Evaluation)

The Government shall evaluate all proposals in accordance with FAR 15.305(a) The Government intends to evaluate proposals and award without discussions or requiring additional information. However, in the event it is determined that conducting discussions is in the best interest of the Government, the Contracting Officer will establish a competitive range. If the Contracting Officer establishes a competitive range, and if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a price and technical standpoint.

Competitive Range (Developed after Technical Evaluation) Discussions are usually conducted in writing, but may also be by telephone or in person. Discussions are tailored to each Offeror’s proposal and are only conducted with Offeror(s) in the competitive range.

The primary objective of discussions is to maximize the Government’s ability to obtain the BEST VALUE, based on the requirement and the evaluation criteria set forth in this solicitation.

Discussions will culminate in a request for Final Proposal Revisions (FPR), the date and time of which will be common to all remaining firms.

If a firm’s proposal is eliminated or otherwise removed from consideration for award during discussions, no further revisions to that firm’s proposal will be accepted or considered.

Section 00 45 00 Representations & Certifications Section 00 45 00 contains the representations and certifications that apply to this solicitation.

Offerors submitting proposals in response to this solicitation must fill out the required sections in 00 45 00 in their entirety. This information must be submitted with the Offeror’s price proposal.
