Service Disabled Veteran Owned Small Business (SDVOSB) Multiple Award Task Order Contract (MATOC) for Electrical Construction and Repairs in the Interior/Exterior Electrical Discipline at Joint Base Lewis-McChord (JBLM), Washington and its Sub-installations to include various locations in the States of Washington, Oregon, Idaho, and Montana.
1. Introduction:
1.1 Offerors are invited to submit a proposal in response to this Request for Proposals (RFP) entitled SDVOSB, Multiple Award Task Order Contract (MATOC) for Electrical Services and minor Construction and Repair Services Tasks for the Interior/Exterior Electrical Discipline, at JBLM, located in the State of Washington, its Sub-installations, and include various locations in the states of Washington, Idaho, Montana and Oregon.
This RFP establishes project requirements and provides procedures, format, and other data to assist Offerors in preparing their proposals. This solicitation is set aside for eligible SDVOSB Small Business concerns only. The NAICS code for this requirement is 237130, Power and Communication Line and Related Structures Construction with a size Standard of $36.5M.
1.2 Indefinite-delivery indefinite-quantity type contracts will be awarded up to five (5) SDVOSB contractors. All awarded contractors will share the capacity limitations and contract requirements as described throughout this RFP. It is the intent of the Government to make award based upon initial offers, without further discussions or additional information.
1.3 MATOC IDIQ Contracts to be awarded under this solicitation will consist of a one-year base period and four one-year option periods (total of five (5) years). The $45M capacity will be the maximum amount for the base year plus four (4) one year option period years. The Task Order Contracts are for a broad range of electrical maintenance and repair work on real property at JBLM. Task orders will range from $2.5K to $5M however; most will be less than $3M. Task Orders will include construction and repair tasks in the interior/exterior electrical discipline. Interior work may include replacement, installation and relocation of circuits, panel boards, meter bases, main distribution panels, lighting and electrical equipment. Exterior work may include replacement, installation and relocation of underground and overhead distribution feeders and laterals (13.kV), transformers, disconnects, cutouts, lighting (including airfield lighting systems and components), poles and appurtenances, raceways, and electrical distribution substation components. Associated incidental carpentry, excavation, concrete & paving work, site restoration (e.g. landscaping, hydro-sampling, etc.), painting, fencing, demolition, low voltage electrical (i.e. less than 50VAC, including fire alarm, Intrusion Detection Systems (IDS), Supervisory control and data acquisition (SCADA), and communications), ACM and LBP testing & abatement, and environmental clean-up may be required with the interior/exterior task orders.
This solicitation is set aside for 100% Service-Disabled Veteran-Owned Small Business concerns only.
2. Basis of Award:
2.1. Award of Base IDIQ MATOC Contract: Award will be made based on the Lowest- Priced, Technically-Acceptable (LPTA) Source Selection process, as outlined in FAR 15.101-
2. The Government will consider awarding to those Offerors who are determined to have met or exceeded the minimum requirements and offers the lowest pricing for a Seed Project (which will provided with the solicitation as an attachment). All technical or non-cost evaluation factors will be rated as “Acceptable” or “Unacceptable”. The Government intends to make award based upon initial offers, without further discussions or additional information. However, in the event it is determined conducting discussions is in the best interest of the Government, the Contracting Officer will establish a competitive range. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Therefore, the Offerors initial proposal should contain the Offeror’s best terms from a price and technical standpoint.
2.2. Awards will be made to the Offerors whose proposals are the most advantageous to the Government based upon an evaluation process assessing technical acceptability with the lowest evaluated price for the Seed Project.
2.3. REJECTION OF PROPOSALS: The Government may reject any proposal that is evaluated and determined to be unacceptable, fails to comply with the contract terms and conditions, or is excessively high or low in cost/price.
2.4 System for Award Management: No Contract or Task Order may be awarded to any firm that is not registered in the System for Award Management (SAM) Registry Website. To register go to http://www.sam.gov.
3. Evaluation Factors are as follows:
Factor 1: Relevant Experience of the Prime (Non-Cost) Factor 2: Key Personnel (Non-Cost) Factor 3: Past Performance (Non-Cost)
Factor 4: Price Evaluation Factor for Seed Project (Cost)
3.1.2. Award of the Seed Project: The Seed Project will be awarded to the Lowest-
Priced, Technically- Acceptable firm awarded a MATOC Contract under this solicitation.
To clarify: The Seed Project will be awarded to the MATOC Contract Holder that submits the lowest price for the seed project. This means that for the other four (4) Offerors who are going to be awarded an IDIQ Electrical MATOC contract for subject solicitation, award will be made with the minimum guaranteed amount of $2.5K.
3.2 Rating Scheme for Non-Cost Factors
3.2.1. Non-Cost Evaluation factors 1 & 2 will be rated using Appendix A of the DoD
Source Selection Procedures, using the ratings below.
Technical Acceptable/Unacceptable Ratings
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
3.2.2. Rating Scheme for Past Performance - There are two aspects to the past performance evaluation. The first is to evaluate the Offeror’s past performance to determine how relevant a recent effort accomplished by the Offeror is to the effort to be acquired through the source selection. For purposes of this requirement, relevancy will be determined in accordance with the following table. For the definition of “recent,” see Paragraph 4.3.3 below
RATING DEFINITION
Relevant
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
The second aspect of the past performance evaluation is to determine how well the contractor performed on previous contracts. Evaluators will review all past performance information deemed relevant and recent to determine the quality and usefulness as it applies to the performance confidence assessment as follows:
RATING DEFINITION
Acceptable
Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown (See Note below).
Unacceptable
Based on the Offeror’s recent/relevant performance record, the Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.
Those Offerors whose proposals meet the requirements of relevancy and whose performance on previous projects are rated acceptable will receive an overall rating of “acceptable.”
Note: A lack of past performance information will result in an “unknown” rating during evaluations. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
4. General Submittal Requirements:
4.1. Offerors submitting proposals for this project should limit submissions to data specifically essential for evaluation of proposals in order for a minimum of time and monies to be expended in preparing information required herein. Elaborate artwork, expensive paper and bindings, and expensive/extensive visual and other presentation aids are unnecessary. The Government will be specifically interested in the substance of an Offeror’s response.
4.2 Proposals shall be submitted in two separate volumes: (a) Volume 1 - Technical proposal (original plus 3 copies) and (b) Volume 2 - Price proposal (original plus one copy is required). Each page of each volume shall be presented on standard sized 8 ½ x 11-inch paper (to the maximum extent practicable). Volume 1 – Non-Cost Technical submittals shall not exceed 30 pages. Should additional pages be submitted, only the first 30 pages will be evaluated. Double sided pages count as 2 pages. Past Performance Questionnaires (PPQ’s) or CPARS Evaluations submitted in relation to the Past Performance Factor are not included in the 30 pages count. Each volume shall be submitted on separate, standard size, 3-ring folders or binders. Each original Proposal with “wet signatures” shall be marked “Original” and all subsequent copies shall be marked as a “Copy”. Contents of binders shall be tabbed and labeled with a Table of Contents for easy identification. The Table of Contents page, cover letter, tab dividers, and copies of past performance questionnaires are not included in the page count. Do not incorporate any material by reference. Material presented as such will not be considered for evaluation. Be sure to apply all appropriate markings including those prescribed in accordance with FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and 3.104-4, Disclosure, Protection, and Marking of Offeror Bid or Proposal Information and Source Selection Information.
Note: Offerors shall also submit one disc (either CD or DVD) containing copies of both Volumes one (Technical Proposal) and Volume II (Price Proposal).

(h) Final Proposal Revisions: If required to submit a Final Proposal Revision following evaluation of initial proposals, the accompanying cover letter must identify all changes made to the firm's initial proposal.
4.3.2. Response to Technical Evaluation Factors. Since coordination with subcontractors can result in delays in response time to site visits, proposal preparation and work execution; it is the government’s intent to award contracts to those electrical contractors that can offer the most flexible and timely response by minimizing subcontractor involvement and performing the majority of work utilizing their in-house workforce. The Government is specifically looking for those Electrical Contractors that have the ability to respond to an emergency requirement whereby a site visit can be attended within a 24 hour notification and that can submit a proposal within 72 hours from notification.
4.3.3. Definitions.
“Relevancy” is defined as experience on electrical projects that are similar to those projects that may be performed under this contract and where the Offeror has performed 51% of the work in-house.
“Recent” is defined as having been completed within the past 5 years from the date this solicitation is issued.
“Project” is defined as work performed pursuant to one specific Task Order of an
Indefinite Delivery/Indefinite Quantity (IDIQ) type contract or a single, site specific, stand-alone contract. An IDIQ type contract in and of itself, is NOT considered a project.
5. Factor 1 – Relevant Experience Of The Prime:
5.1. The Government is interested in those firms that are capable of self-performing electrical work utilizing their in-house labor force. If the Offeror is a Joint Venture, the Government must be confident that each of the JV partners is capable of self-performing electrical work utilizing their in-house labor force.
Submission Requirements – The Offeror shall provide five relevant electrical projects which have been completed by your firm within the last five years from the date of the issuance of the solicitation for commercial and industrial type buildings. Offerors shall avoid using Indefinite Delivery, Indefinite Quantity (IDIQ) contracts as examples of “Relevant” projects. Three of the five projects submitted must be between $250,000 and $3,000,000, and the other two projects can be any value up to $5,000,000. Joint Ventures:
Offerors must include at least one project from each of the Joint Venture Companies.
For each project, submit the following information using the attached Project Experience Form: (Attachment A)
a) Project Title, Location, Customer, and total dollar value of project.
b) Project Type (E.G., Repair, Renovation, Construction, Emergency Work)
c) Dollar Value of Electrical Work Your Firm Was Responsible For.
d) Start & Completion Dates (Month/Year)
e) Brief Description Of Project and Its’ Relevancy to Work That May Be Ordered Under Any Resulting Contract.
f) Your Company’s Role As Either Prime Or Sub-Contractor
g) Percentage, Dollar Value, and Specific Types Of Electrical Work Self
Performed.
h) Customer Point of Contact (I.E., Name, Relationship to Project, Agency/Firm
Affiliation, City, State, Current Phone No.) If you served as a Subcontractor, your Prime Contractor is an acceptable customer POC
5.1.2. Evaluation Method - Responses to this factor shall be considered “acceptable” if the Offeror can demonstrate all of the following:
a. The Extent to Which the Offerors Can Self-Perform Electrical Work: All submitted projects must clearly reflect a minimum of 51% of the electrical work performed in-house.
b. Experience In a Variety Of Electrical Work, as identified in Paragraph 1.3 of this Document.
c. Experience Performing a Range of Project Values (Between $250,000 and $5,000,000). At least 3 out of the 5 submitted projects shall have a dollar value between $250,000 and $3,000,000 with the remaining two projects any value up to $5,000,000.
d. Three out of five projects must demonstrate experience on a DoD or other Federal Agency Compound.

f. experience with Energized Work. Demonstrate 24 months at a minimum with projects regarding energized work on distribution voltages (15kV).
NOTE TO OFFEROR: Projects submitted in Factor 1 must have been performed by the Firm submitting an offer for this solicitation (same Cage Codes and DUNS numbers).
Projects performed by a parent company, sister company, teaming partner, or business other than the specific firm submitting an offer will not be evaluated.
If the proposal receives a rating of “unacceptable” under any of the requirements (a through f), as listed under 5.1.2. above, the entire Factor 1 will receive a rating of “unacceptable.”

Ensure correct and current phone numbers and email addresses are provided for the client point of contact as your references may be contacted prior to being rated “acceptable” or “unacceptable.”
7.2. Government Research: The Government will also search the Past Performance Information Retrieval System (PPIRS) (www.ppirs.gov) for past performance information for recent projects for each Offeror; however, the Government reserves the right to obtain past performance information from any other sources available to include, but not limited to, interviews with Program Managers, Contracting Officers, and the Defense Contract Management Agency (DCMA). Finalized CPARS evaluations are included in PPIRS.

“Recent” is defined as “performed within the past five (5) years from the date on which the solicitation was issued.” “Relevant” is defined as “similar in scope and complexity to the types of projects that will be awarded as Task Orders under these contracts.” If the project is not similar in scope and complexity to the types of projects that will be awarded as Task Orders under these contracts, it may be considered “not relevant”. If the project is similar in scope and complexity to the types of projects that will be awarded as Task Orders under these contracts, it will be considered “relevant”. The Government will review the available past performance information and will consider only performance evaluations of those projects considered recent and relevant. The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts. Past performance will be rated on an “acceptable” or “unacceptable” basis using the ratings in Paragraph 3.2 of this Section 00 24 00 document.
Note: A lack of past performance information will result in an “unknown” rating during evaluations. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
8. Volume 2 - Price Proposal Submittal Requirements. (Submit one original and one copy):
8.1 Price: Price will be based on a proposed Seed Project entitled, “Replace Lights at Various Buildings on Joint Base Lewis –McChord, (JBLM), WA”. The Offeror is required to submit a lump sum proposed price for the Seed Project on Seed Project Bid Schedule (provided in solicitation). Offers received without a complete price proposal will not be considered for competition. Funding for this task order is currently available. The Seed Project is “live,” which means it is anticipated to be awarded at time of IDIQ contract award, and therefore, Offerors should submit their very best price.
8.2 Evaluation Method: A separate price evaluation team will be established to evaluate each Offeror’s proposed pricing. Each Offeror’s proposed price for the seed project will be evaluated for price reasonableness. In no instance will award be made unless the evaluated pricing is determined to be fair and reasonable by the Contracting Officer and provides the best value for the Government. For a price to be reasonable, it must represent a price to the
Government that a prudent person would pay in the conduct of competitive business. The Price Proposal for the Seed Project Task Order will not be rated or scored, but will be evaluated for completeness, fairness and reasonableness through the use of a price analysis IAW FAR 15.404-1(b), (c) and (e) and will be rated on an “acceptable” or “unacceptable” basis. Financial capacity and bonding ability will also be verified prior to award.
The Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data if it is deemed necessary to arrive at a fair and reasonable price.
