PROPOSER’S QUESTIONS AND GOVERNMENT REPLY:
Questions that may be of general interest to all Offerors and/or Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised the solicitation, plans or specifications. All responses to questions are for informational purposes only.
1. Please clarify if/where seismic restraints are required. In 21 13 13-14 Paragraph 3.4.1 the fire protection system does not require seismic restraints. In 22 00 00-34 Paragraph 3.1.7.2 states that it is required for plumbing pipe but doesn't give any more information on what is required. In HVAC, spec section 23 05 48.00 40 is silent on seismic. It has the vibration controls but no direction either way on seismic. Seismic is also mentioned in the div 26 and 27 specs but not consistently. Is this building in a seismic zone? Will there be different requirements for different systems? If so, to what extent.
Answer: The building is in Seismic Design Category B.
The project must comply per UFC 4-010-01 Minimum Antiterrorism Standards for Buildings.
Standard 19 requires the following:
– Equipment Bracing For the new infill addition, this Standard requires mounting all overhead utilities weighing 31 pounds (14 kilograms) or more (excluding distribution systems such as piping networks that collectively exceed that weight) to minimize the likelihood that they will fall and injure building occupants. It requires mounting all such systems so that they resist forces of 0.5 times the component weight in any direction and 1.5 times the component weight in the downward direction. This standard does not preclude the need to design equipment mountings for forces required by other criteria such as seismic standards.
- Mechanical does not require seismic restraints with the exception of Standard 19 in UFC 4-010-
01. There are 2 mech units in the new construction that will need details for support of equipment that exceeds 31 pounds. See M-505 issued with Addendum #6.
- No seismic bracing is required for the Fire Protection system.
2. Please provide coupon test of existing steel indicating structural loading capabilities. If not provided, please indicate quantity of existing steel connections to be coupon tested for the steel subcontractor to perform.
Answer: Coupon testing of existing steel is not required.
3. Please advise on the type of printable window film to be used as shown.

Answer: See detailed description below:
Main Electrical Service The existing incoming electrical power service for B606 is served from a 5kV medium voltage distribution system. A single-ended, unitized substation is located at the basement mechanical room B15. The unit substation includes two primary selective fused switches, a dry-type transformer section, and an output distribution switchboard section. The unit substation is configured in a single row alignment, with front and rear accessibility. The output switchboard supplies radial power distribution feeds for motor control centers, and branch panelboards. The motor control centers supply mechanical power loads. The branch panelboard supply building 480Y/277 Volt and 208Y/120 Volt power loads.
Unit substation configuration:
• Incoming 5kV Switchgear: Two 4160 Volt, 3-phase, 250 Ampere fused switches. Switches are primary selective with manual key interlock switching scheme. The incoming power is supplied from two dedicated 4160 Volt power circuits that originate from a manhole, located at the northeast side of building 606. The power circuits are installed in a common underground ductbank which includes two active conduit ducts and one spare conduit duct.
• Transformer Section: Dry-type class with ratings; 1000 kVA air-cooled, 1333 kVA fan-cooled, and 150 degree Celsius temperature rise insulation rating. Transformer primary and secondary voltage; 4160 Volt primary, 480Y/277 Volt secondary, and 5.83 percentage impedance.
• Output Switchboard: Service entrance rated switchboard, front aligned with fixed mounted device construction. Ratings; 480Y/277 Volt, 3-phase, 4-wire, 1600 Ampere bus, insulated case 1600 Ampere main circuit breaker, insulated case feeder circuit breakers.
Circuit breakers have solid-state electronic trip units.
Standby Power Distribution Alternate standby power is provided by a single diesel engine-driven generator (E/G) set.
The E/G is located in an underground areaway at the southwest entrance to the basement mechanical level near room B13. The standby power supply equipment includes:
• E/G, designated (IRP-1): 480Y/277 Volt, 3-phase, 4-wire, 60 Hertz, 80kW power rating at
0.8PF.
• Diesel Fuel Storage Tank: An external pedestal mounted storage tank with 300 Gallon storage capacity, is located at the areaway with the E/G set.
The E/G provides power to two automatic transfer switches (ATS) located in the basement mechanical room B13. The automatic transfer switch equipment includes:
• Transfer switch (TS-1): 480Y/277 Volt, 100A, 3-Pole, with switched neutral design. TS-1 supplies panelboard EHB, emergency fire life safety systems.
• Transfer switch (TS-2): 480Y/277 Volt, 100A, 3-Pole, with switched neutral design. TS-2 supplies panelboard H1E, medical essential systems.
Electrical Power Distribution Power distribution is extended throughout the building to feed local branch circuit panelboards. The system has been renovated over the years and shows evidence of obsolescence. Complete replacement is recommended to ensure code compliance and proper configuration to support the building mission. Motor control centers are used to supply power for mechanical equipment. Distribution panelboards are used to feed step down transformer equipment and branch panelboards.
The distribution equipment includes:
• Two motor control centers; 480 Volt, 3-phase, 3-wire, 600 Ampere
• Two dry type transformers; 480 Volt primary to 208Y/120V secondary, 150kVA, 5.75 percent impedance.
