About this file
This is Amendment 0004 to solicitation W912DS25B0001 for the Troy Lock Mooring Pier repair project, containing questions and answers plus clarifications to specifications. Key changes include clarification that the City of Troy Boat Launch must remain operational during construction, with contractors required to minimize interference. The QC Manager must have a PE license and QC specialist requirements cannot be waived. Three partnering meetings will be required throughout the project.
The amendment provides technical specifications for fendering design loads, including snow loading (21.50 psf), ice loading conditions, wind loading (102 mph basic speed), and barge impact loading (179.2 kips). Progress payments will be made at 80% with 20% retention, though contractors can request reduction to 10% retention. Both fabricator and erector must be AISC certified. The paint system must follow specification 09 97 02 for hydraulic structures. Storage area of approximately 90' x 50' will be available. Historical data shows 2,829 total vessels used the lock between April-December 2024. Contractors should avoid underwater work where feasible and reference MLLW levels for scheduling installation work.

The Mooring Pier City of Troy Boat Launch will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.
Questions and Answers:
The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation.
This is for bidder’s reference only and is not to be considered as a part of the Contract Documents.
Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted in the FBO.
RFI SET #1:
1. Please provide the dimensions of the new and old concrete slab. There is currently not enough information provided to determine the size of the slabs in the drawings.
See attachment “1968 - Downstream Mooring Wall Reconstruction As Built Drawing”.
2. Detail S-202 states 4500 PSI normal weight concrete to be used, Specification 03 30 00 page 25 states 5000 PSI, please clarify.
Because the concrete topping is not expected to be exposed to de-icing chemicals, 4500 psi normal weight concrete may be used. 5000 psi concrete may also be used at the contractor’s discretion.
3. Please confirm that there are a total of 5 observed leaks identified by USACE and this is the quantity that contractors should include with their bid.
5 leaks were observed. Contractor bid can be based off of an aggregate 15 linear feet of ¼” wide cracks to be repaired with welding repairs above the defined water level cut off for repairs. Water level defined in question 7.
4. On sheet S-102, New vertical fenders are shown. Can USACE provide a minimum spacing for these fenders along the mooring structure to ensure contractors are providing the correct quantity of vertical fenders?
The USACE can not provide a definitive spacing based upon the variety of composite fendering material commercially available. The following technical data is being provided for a Risk Category I structure to which the offeror will select the appropriate composite fendering material.
Snow loading Weight of 21.50 psf
Ice Loading Atmospheric Ice loading was based on a design thickness of 0.80 inches from freezing rain.
Thermally Expanding Ice is assumed to be present between the fendering system and the sheet pile cell walls. Therefore the Thermally Expanding Ice is assumed to be 5000 lbs per linear foot directed away from the mooring pier.
Ice Impact Loading: 500 lbs per linear foot as per USACE EM 1110-2-2502 6.12.3. The Ice Impact Loading is directed at an angle 25 degrees to an axis parallel to the Mooring Pier.
Flood Loading
Lateral Load in a Hydrodynamic Case is based off a Hydrodynamic Temporal Head of 1.25 ft or a lateral pressure of 78 psf.
Lateral Load in a Breaking Wave Case is based off the following parameters in combination with Eq. ASCE 7-16 Eq. 5.4-2 through 5.4-9:
o Local Stillwater depth: ds = 30.47 ft o Breaking Wave Height: Hb = 23.77 ft o Max Dynamic + Static Wave Pressures: 5.32 psf
Any Lateral Hydrodynamic Loading directed away from the mooring pier is assumed to be negligible.
Wind Loading Wind Loading: 20.19 psf as per ASCE 7-16 using a Basic Wind
Speed Velocity of 102 mph Wind on Ice Loading: 3.93 psf as per ASCE 7-16 using a Gust
Speed of 45 mph Serviceability Wind Load: 10.92 psf as per ASCE 7-16 using a Gust
Speed of 75 mph Barge Impact Loading
179.2 kips directed at an angle 25 degrees to an axis parallel to the Mooring Pier.
The Barge Length is assumed to be at max the entire length of the Lock and Dam.
Debris Impact Loading Debris Impact Lateral loading was calculated at 31.41 kips. The
Debris Impact Loading is directed at an angle 25 degrees to an axis parallel to the Mooring Pier.
5. Can USACE provide historical tailwater elevation data that would show average measurements throughout the course of the year?
Historical MLLW tailwater elevations can be downloaded by month at the following:
https://tidesandcurrents.noaa.gov/noaatidepredictions.html?id=85189 95&legacy=1
Station 8518995 ALBANY, HUDSON RIVER, NY Refer to “1968 - Downstream Mooring Wall Reconstruction As Built
Drawing” for MLLW (mean low low water) reference for existing fendering mounting locations. The offeror shall schedule the installation all new structural steel and fendering components around MLLW levels.
6. Can USACE provide historical lock traffic data with average lockages per day/month throughout the year?
15 April 2024 to 15 December 2024; 2,829 Total Vessels. Note: possible that more than one vessel is being locked at one time.
7. What is the cutoff, with respect to water elevation, for repairs on the cells?
As feasible any underwater work should be avoided. Refer to the responses for question 5 for MLLW historical and predictions.
A way to locally prevent water from reaching a work area should be considered at least for the Leak Repairs shown in Detail 3/S-202.
8. What designates a 100% Small Business Set-Aside?
Prime Contractor must be registered in sam.gov, must be registered with the Small Business Administration (SBA), for Heavy Civil NAICS code 237990 the contractor is limited to $45M in work per year.
9. Does the project have gross receipts or excise tax?
No
10. Are permanent materials tax exempt?
The USACE can provide a tax exempt document for material being used on this project.
11. Should we assume there is lead paint on the existing snubbing posts?
Paint has not been tested for lead content but can be assumed as structure was built in 1968. Contractor to limit scrapping of snubbing post, Following NYS guidelines as required. Note: Remove only flaking, not adhered paint, prime and paint. This is not to be a lead remediation effort.
12. Section 01 14 00 states that the Contractor must conduct operations so as to cause the least possible interference with normal operations of the Mooring Pier activity. Please provide more details on this. Will we be limited to the number of cells we can work on at one time?
Incorrect reference to “Mooring Pier”, the statement should read “The City of Troy Boat Launch will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.”
13. Please provide rough dimensions for the storage area available.
Approximately 90’ x 50’ (4,500 sq. ft.).
14. Section 01 45 00 1.6.2.2 – The QC Manager is required to have a current professional engineering license and be a graduate engineer, architect, or construction manager. We have never seen a QC manager required to have a PE license. We usually see 5 years of experience as a quality control manager. Please consider altering these requirements.
The QC Manager and PE requirement is in the base specification and is common and widely used throughout USACE projects. It assures that the person’s “5 years of experience” translates to actual knowledge.
15. Section 01 45 00 1.6.5 – Requires QC Specialists in addition to the QC manager. Can this requirement be waved if our QC manager has sufficient work experience relevant to this project?
A QC specialist in addition to a QC manager is required.
16. Section 01 30 00 1.8.1 – Are the Facilitated Partnering meetings, with a third-party Facilitator, truly a requirement? If so, how many follow-on Partnering sessions should we plan for?
3 partnering meetings shall be planned. A meeting just after contract award, middle, and towards completion/close out.
17. Under Progress Payments, it states that the Government will compute each progress payment as 80% of the Contractor's costs. It also states that the total amount of progress payments shall not exceed 80 percent of the contract price. Is the intent to withhold 20% retention until the project is complete? We request that that progress payments are made on a mutually agreeable schedule of values, and not on a percentage of cost incurred. Please clarify the intent of these statements.
Section 52.232-16 PROGRESS PAYMENTS (NOV 2021) is common and widely used throughout USACE projects. The intent is to withhold 20% of the awarded price of the contracted until project completion/final close out.
The contractor can request a smaller withhold of no less than 10%.
18. Subcontractors and ourselves will need more time to prepare bids. Please consider a 2-week extension to ensure we have time to review all questions answered.
Refer to SAM.gov for addendum(s) regarding update Bid Due/Bid Opening Dates.
19. Please confirm the required spacing for the new vertical fendering product.
Refer to response for RFI question 4.
20. With respect to the composite fenders, most design engineers will not complete a full design prior to bid time. Is there a size and spacing of the composite fenders we should consider for bid purposes?
Refer to response for RFI question 4.
21. FAR clause 52.236-1- “The contractor shall perform on the site, and with its own organization, work equivalent to at least 20% of the total amount of work to be performed under the contract.” Does this 20% of the work include overhead, profit, and materials?
The 20% refers to the actual labor and equipment performed and owned by the prime contractor used on the project.
22. We have a paint system proposed by a fabricator - PPG Amercoat 68HS (Zinc Primer) and a top coat of PPG Amershield. Is this acceptable for a coating system for this project?
Product selection should follow specification section 09 97 02 for painting requirements of hydraulic structures. No acceptance of any particular product would be made at this time.
23. For installing the fabrications, the fabricator and erector are to be AISC Certified - Page 281 of
359. Can the erector be NYSDOT certified instead of AISC? There are limited AISC erectors available in our area.
For this project, the fabricator and erector are both to be AISC Certified.
