About this file
This document is an amendment to Solicitation No. W912DS-24-B-0005 for the Maintenance Dredging of Mattituck Harbor, New York Federal Navigation Project. The amendment extends the bid opening to June 11, 2024, at 2 PM. It provides clarification on the total window for dredging, which is October 1 to January 1, with a 35-day period of performance from the issuance of the Notice to Proceed. The government declined the contractor's request to consider a box cut to hard bottom excavation approach instead of the 1:3 profile excavation, stating that payment will be based on the volume dredged between the before and after-dredge surveys. The government also declined the contractor's request to allow the filtering of free-standing water removed from hopper barges, stating that the contractor must comply with all coordination requirements with federal, state, and local agencies.

AMENDMENT 0004
AMENDMENT 0004
Maintenance Dredging of Mattituck Harbor, New York
Federal Navigation Project Solicitation No. W912DS-24-B-0005
The purpose of this amendment is to answer the following question(s) regarding / incorporate the following revision(s) to the subject solicitation:
Bidder’s Question, Government Reply, Incorporated Revision (if applicable):
Q1. Please confirm that the total window of opportunity for onsite performance is Oct 1, 2024, through Jan 15, 2024, for the 20 day onsite performance period. There is a slight discrepancy between the Fisheries and DEC scheduled dates in section 00 90 02 and the schedule listed in Section 01 11 00.
A1: The total window for dredging, 1 October to 1 January. The total window for dredging, 1 October to 1 January. The period of performance for this contract is 35 days from the issuance of NTP.
Q2. Please consider that with the higher dredge material relocation costs associated with this project it would be advantageous to the Government to consider a Box Cut to Hard Bottom excavation approach as opposed to the 1:3 profile excavation as stipulated in Specification 35 20 23, pg 4. The relatively high ratio of side slope to grade and slope over depth material to channel to grade material volumes as shown on table of pg 13 of Section 01 30 00 would introduce an extra-ordinarily high volume of free-standing water to the relocation stream. This is less than practical and would increase the bid cost. If a mutually agreeable box cut footprint could be estimated and bid, the unit price would be more competitive.
A2: 2. Payment and final acceptance will be based on the number of cubic yards dredged made by computing the volume between the bottom surface shown by the before dredge survey and the bottom surface shown by the after-dredge survey, in the dredging limits as shown on the plans. The limits of the side slopes are described in the specifications SECTION 35 20 23, Paragraph 1.7 Side Slopes and will remain as stated.
Q3. It would also be advantageous to the Government consider accepting and supporting an application by the contractor to apply for a permit to filter free standing water removed from hopper barges through a system of frac tanks and coal filters and then return that filtered water to the body from which it was removed after filtration to an acceptable level above back round or equal to back round water.
A3: 3. The contractor must comply with all requirements in all the coordination with federal, state, and local agencies provided in the specifications. Any deviation from this must be included in the low – bidders work plan for acceptance and may require additional coordination from the contractor with these agencies, without impact to the project schedule.
Bid Opening has been extended to June 11, 2024 at 2PM.
