Mattituck Harbor
NYSDEC APPLICATION # 1-4738-00995/00005
Proposed Sediment Sampling Plan
Prepared by: Beth Nash and Daniel Arnstein, U.S. Army Corps of Engineers, NY District
Date: January 18, 2023
Revision Date: March 22, 2023
I. Project Background
Mattituck Harbor is a tidal inlet located on the north shore of Long Island Sound, about 85 miles by water east of the Battery, New York City and provides for a channel 7 feet deep and 100 feet wide at the entrance and 80 feet wide thereafter from the Long Island Sound, extending southward about 2 ¼ miles to the Village of Mattituck, Town of Southold, Suffolk County, NY. Dredging will be conducted by a hydraulic dredge or similar plant to the authorized depth of 7 feet MLLW with an allowable overdepth of 1 foot. It is currently expected that silty material will be beneficially used at an upland placement site located within the State of New York and furnished by a dredging contractor, or offshore at the Historic Area Remediation Site (HARS), if found to be suitable for HARS placement. Please note that material found to be 90% sand or greater is expected to be placed on a nearby downdrift beach.
The estimated, total volume of material to be removed is 11,500 cubic yards (CY). Dredging must be done to alleviate the effects of shoaling and maintain the authorized project dimensions, thereby assuring safe and economical use of the inlet and harbor by commercial and recreational maritime interests.
II. Site Description and Project History:
Mattituck Harbor is located on the north shore of Long Island and is stabilized by two riprap jetties at the channel entrance. The east jetty was completed in 1906 with a length of approximately 775 feet, and the west jetty was completed in 1938 with a length of approximately 1,100 feet. The original navigation channel construction was completed in 1914. Construction of the navigation channel under the existing project was completed in 1921. This asset serves as a Harbor of Refuge during severe storms. The harbor also supports recreational boating, including several commercial marinas. The Mattituck Creek Waterway Access Site, adjacent to the federal channel, is the largest boat launch site maintained by New York State Department of Environmental Conservation and provides public access to the waters of Long Island Sound.
In Fiscal Year (FY) 2014, the Mattituck Inlet Federal Navigation Channel was used as a sand source for a beach nourishment project when approximately 100,000 CY of dredged sand was placed at Baillie Beach Park in Mattituck, NY, under Section 111 of the Continuing Authorities Program (CAP). Prior to that, the channel was dredged in FY2004, when approximately 14,000 CY of dredged sand was beneficially used along the Baillie Beach shoreline. During FY1996, a west jetty rehabilitation project was completed.
A search of the NYSDEC Spill Incidents Database was performed from January 2013 – January 2023. Spill Records are attached at the end of this document.
II. Sampling Methodology Sediment samples will be collected by Aqua Survey, Inc., 469 Point Breeze Rd, Flemington, NJ 08822, Phone: (908)788-8700. The analytical laboratory to be used for the chemical analysis will be Battelle, Inc., 141 Longwater Drive, Norwell, MA 02061, Phone:
(781) 681-5400. These laboratories are certified and approved by the New York State Department of Health.
Sediment cores shall be collected from Mattituck Harbor entrance channel for grain size only analysis and from the southward parts of the channel for upland and HARS testing. Four
(4) sediment sample locations are proposed for Mattituck Harbor Entrance Channel grain size analysis (orange hatched areas). The dredging area is approximately 7,200 square feet. The volume of material is approximately 2,500 CY. Dredging depth is -7 feet below MLLW plus 1 foot allowable overdepth. Five (5) sediment sample locations are proposed for Mattituck Harbor Main Channel (green hatched areas). The dredging area is approximately 93,500 square feet. The volume of material is approximately 9,000 CY. Dredging depth is -7 feet below MLLW plus 1 foot allowable overdepth. Sample locations in the Entrance Channel were selected based on fully characterizing the material for grain size analysis and potential placement on a nearby beach. Sample locations in the Main Channel were selected based on fully characterizing the shoaled areas along the length of the channel for potential upland or HARS placement. In all dredging areas, sampling locations have been placed to collect sediment from the most shoaled areas and to fully represent potential variability in sediment contamination.
Core samples shall be collected using a vibracore system or similar sediment coring device to a minimum depth of two feet below the proposed dredging depth. Sample collection will follow established protocols and procedures, consistent with the sediment sampling guidance provided in Appendix C of NYSDEC TOGS 5.1.9 (In-Water and Riparian Management of Sediment and Dredge Material).
Each core will be divided into three sections for analysis. The top section (Segment A), comprised of the surface-to-depth material (0-8’), represents the material to be dredged. The second section (Segment B, 8-8 ½’), comprised of the first six inches of material below the dredging depth, represents the bottom sediment that will be exposed after the dredging is completed. The third section (Segment C, 8 ½ -9’), comprised of the six inches of material below Segment B, represents an alternative bottom which may be necessary if Segment B proves to be contaminated. Segment C will be archived at 4 C and will not be physically or chemically analyzed unless Segment B exceeds Class C criteria.
Once segment boundaries are established, each sediment core segment will be photographed and inspected for visibly distinct layers. If distinct layers are apparent, they will be analyzed separately. Individual horizons or strata within each core will be measured along with the overall core length. These measurements and all significant features will be documented in a field notebook in accordance with Section IIIa. of this sampling plan. Using a permanent marker, the date, time, and sample location will also be recorded on the sediment core tube liner in accordance with Section III b. of this plan.
If the sediment in the core segment is reasonably consistent, a grab sample shall be taken from the segment (one from each segment). These grab samples are to be used for VOC analysis in the event that such analysis is required, and shall be preserved, undisturbed, with no headspace in the jar, to avoid volatilization of chemical compounds.
After the VOC grab sample is taken, the balance of material for each segment will be composited by placing the material in a clean tub and mixing it with a clean spatula to a uniform consistency. Care will be taken to include material from the entire thickness of each core segment when creating a composite. Generally, sediment to be analyzed for trace metals should not come into contact with metals and sediment to be analyzed for organic compounds should not come into contact with plastics. Sufficient material from each composited segment shall be taken for analysis as described in Section IV below.
For each core, this sampling procedure yields three grab samples and three corresponding composite samples. A visual inspection of the sediment cores will be performed and documented. Individual horizons or strata within each core will be measured along with the overall core length.
Sample containers will be supplied by the testing laboratory. The containers will be laboratory cleaned, pre-preserved and sealed with the appropriate documentation. All sample containers will be labeled using a permanent marker to indicate the date, time, sample location, and sample identification number. This information will also be recorded in a field log book and on a chain of custody form that will follow the samples. Once each sample container is filled, capped, and labeled, it will be appropriately packaged to prevent breakage and placed in an ice-filled insulated cooler, maintained at a temperature of 4° C, until the samples are delivered to the laboratory within 24 hours of collection.
Sample numbering shall be formatted as follows:
A minimum of 19 samples (4 grain size and 5 upland vibracores/sampling locations) will be examined and identified according to the following format:
Entrance Channel (grain size only) Sample EC-1A – Location 1, surface to proposed dredging depth (0-8’) Sample EC-2A – Location 2, surface to proposed dredging depth (0-8’) Sample EC-3A – Location 3, surface to proposed dredging depth (0-8’) Sample EC-4A – Location 4, surface to proposed dredging depth (0-8’)

III. Quality Assurance and Quality Control
Field and laboratory QA/QC procedures will be consistent with the requirements outlined in Appendix C of the NYSDEC In-Water and Riparian Management of Sediment and Dredged Material (TOGS 5.1.9). Testing for samples will be in accordance with the following procedures and methods:
United States Environmental Protection Contaminants Agency (USEPA) SW-846 Method
Pesticides (Including Mirex) 8081 A Herbicide (Silvex) 8151 Total Aroclors of PCBs 8082 Volatile Organics (VOCs) 8260 B Semi-Volatile Organics (SVOCs) 8270 C Metals 6010 B Hexavalent Chromium 7196A Cyanide 9012A Total Organic Carbon (TOC) 9060 A
Dioxin is not historically present in Long Island waterways. Therefore, the Corps of Engineers proposes to not analyze for this contaminant in the current testing plan.
The laboratory will provide a category B data package for Department review in PDF format.
a. Field Documentation Procedures
The following information shall be collected and documented on an appropriate data sheet and submitted with the test results:
• Field Conditions
• Weather Conditions
• Pertinent observations that may bear influence on the analyses of the samples
• Name of sampler
• Sample designation
• Collection method
• Detailed description of soil (estimation of soil composition)
The sampler shall document each sample taken with photographs and take other photographs to document the surrounding conditions, sampling procedures, etc.
b. Custody Procedures (Chain-of-Custody)
The samples shall remain in the custody of the sampler from the time the samples are taken through the delivery to the testing laboratory. Custody will be transferred in compliance with all applicable standards. Care will be taken to ensure that:
• All samples are uniquely identified
• Vital sample characteristics are preserved
• Correct samples are tested and traceable to their source
• Samples are protected from loss and / or damage
• Sample information is recorded on a sample label that corresponds to a chain-of-custody form (see attached)
A Chain-of-Custody form (copy attached) shall be completed for each sample in order to provide an accurate record that traces the possession and handling of each sample from the time of collection through performance of the analyses. The form shall contain the following information, at a minimum:
• Project / Site Name
• Unique Sample Number
• Date of Collection
• Time of Collection
• Type of preservation (if applicable)
• Sampler’s name
IV. Analyses to be Performed
The following analyses will be performed on sample segments A (material to be dredged) and B (0” to 6” below the post-dredging bottom) from each sample location before the maximum allowable holding time for testing is exceeded.
a. Grain Size Distribution
Grain size distribution of each composite sample segment will be determined by a sieve analysis performed in accordance with ASTM D422 test method that covers the quantitative determination of the distribution of particle sizes in soils.
b. Total Organic Carbon
The Total Organic Carbon (TOC) of each composite sample segment will be determined in accordance with EPA Method 9060A.
c. Testing Sequence
If the grain size and TOC analyses determine that the composition of any sample segment is at least 90% sand or larger materials (10% or less material passes through No. 200 sieve) and less than 0.5% TOC, no further testing of that sample segment shall be performed.
Each of the sample segments containing more than 10% of material passing through the No. 200 sieve or greater than 0.5% TOC will be analyzed for all non-VOC parameters identified in Table 2 of TOGS 5.1.9 and Table 375-6.8(b) of 6NYCRR Part 375 (Environmental Remediation Programs: Remedial Program Soil Cleanup Objectives), both attached hereto as Table 2. The appropriate corresponding grab sample (collected prior to compositing the segments; see section II above) shall be analyzed for all VOCs in these two Tables.
If the results of the sediment analyses determine that there is risk of significantly higher contaminant levels becoming exposed in the post-dredging bottom or that existing Class C levels are not removed by the proposed dredging depth, the applicant will provide a proposed plan to mitigate the problem of elevated contaminant levels.
The mitigation plan will be submitted to the NYSDEC for review and comment along with the results of the sediment analyses.

IV. MATERIALS AND METHODS
All sampling and testing were performed in accordance with Appendix B, Attachment 1, of the technical manual entitled “The Management and Regulation of Dredging Activities and Dredged Material in New Jersey’s Tidal Waters” (Dredging Manual) and a Proposed Sediment Sampling Plan dated January 18, 2023, revised March 22, 2023.
A. Sampling
Test sediment from nine locations were collected from Mattituck Harbor Federal Navigation Channel in Long Island, New York, by Aqua Survey personnel on June 7 through June 9, 2023.
The vessel used for sampling, the R/V Sandusky, was positioned using a Trimble Differential Global Positioning System (DGPS). Sediment collection was performed using a Rossfelder P-3 vibracore with flexible plastic core liners.
Project depths were minus 8 feet below mean lower low water (MLLW) including 1 foot allowable overdredge for locations 1 through 3 and minus 9 feet below mean lower low water (MLLW) including 1 foot allowable overdredge for locations 4 through 9. See Table 1 for DGPS coordinates.
See Figure 1 for the sampling locations map.
Each core sample collected was inspected and photographed.
Characteristics were recorded on Sediment Core Logs.
Locations 4-9 were divided into three sections- “A”, “B” and “C”. The “A” section was comprised of the material from the surface to project depth. The “B” section was comprised of the first six inches of the material below the dredging depth (sediment that will be exposed after dredging).
The “C” section was comprised of the six inches of material below the “B” section (this would represent an alternative bottom if the sediment in the “B” sections are found to be contaminated).
It should be noted that chemical and physical analyses were only performed on the “A” and “B” sections. The “C” section samples were reserved for the appropriate physical and chemical analyses only to be used if the “B” section samples were found to be contaminated. Both “A” and “B” sections were also subsampled for VOCs in the field and shipped directly to the analytical laboratory.
It should also be noted due to the physical appearance of the samples collected at locations 4 and 5 (both “A” and “B” segments), it was decided that quick percent sand and gravel analysis was needed to be conducted to determine if any were greater than 90% sand and gravel. All were found to be greater than 90% sand and gravel and as per the Proposed Sediment Sampling Plan were not included for chemical analysis.
Locations 1-3 were not divided into sections and were collected only for grain size analysis.
All samples were assigned unique ASI sample numbers. These samples were received in good condition at ASI in Flemington, NJ and stored at 2-4 °C.
The appendices contain all supporting documentation including sediment core logs (Appendix A), photographs (Appendix B), chains of custody (Appendix C), sample use forms (Appendix D), grain size distribution and percent moisture raw data (Appendix E), TOC raw data (Appendix F).
B. Homogenizing
Each of the A and B sections for locations 4 through 9 as well as the core samples for locations 1, 2 and 3 were carefully homogenized using a stainless steel mixer. This procedure followed the specific guidelines found on pages 9-11 and in Appendix A of the Dredging Manual and in ASI’s standard operating procedure SOP/PRP/008. Samples were mixed until uniform in color and texture.
C. Physical Analysis and Total Organic Carbon
Sub-samples of each homogenized core section for locations 4 through 9 were analyzed by ASI for percent moisture and grain size in accordance with the ASTM method D422-63, Standard Test Method for Particle-Size Analysis of Soils, re-approved 2002.
Total Organic Carbon (TOC) was also determined at ASI based on the guidance from EPA Office of Solids Waste and Emergency Response SW- 846 Method No. 9060 (Volume IC, Chapter 5, Revision 0, 9/86). The instrument for this analysis was the Teledyne Tekmar LSS Boat serial number (US18208024R) connected to Teledyne Tekmar Lotix Analyzer serial number (US18214013R).
Sub-samples of each homogenized core section for locations 1, 2, and 3, were analyzed by ASI for grain size in accordance with the ASTM method D422-63, Standard Test Method for Particle-Size Analysis of Soils, re-approved 2002.
See Appendix E for the grain size distribution and percent moisture raw data and Appendix F for the TOC raw data.
V. PHYSICAL ANALYSIS RESULTS
Sample identification numbers and the results of the analyses for percent moisture, grain size distribution, and total organic carbon for Locations 4-9 are provided in Table 2a. See Table 2b for the grain size distribution results for Locations 1-3.
