Question 2:
I don’t see any deadline for questions, is there one? Also confirming all questions should be emailed to you?
Amendment #1 was posted and indicated the bidder inquiry due date - 05 JUL.
Question 3:
Please change the unit of measurement for the disposal from CY to Tons since this is typically what is used in the industry. In addition, we do not know how wet the material will be, therefore, we will not know the conversion needed.
Unit of measurement will not be changed from CY to tons. Design team has determined that measurement of volume to weight is more appropriate for this project.
Question 4:
How are we to get paid for the 2’ over excavation and the fill required to put back in place of the over excavation. Also, please provide clear limits of the operation.
"1.4.1.1 Payment Payment will be made for costs associated with work included in this line item consists of but is not limited to excavation, temporary storage, and offsite transportation of approximately 4,200 cubic yards of contaminated material within the existing pond side slopes and bottom.
Approximate locations of contaminated material are shown on the drawings and referred to as "Over-excavated Material" or "muck" in the bottom and sides of the existing pond/reservoir. This unit cost line item shall include any other items incidental to excavation, handling and offsite transportation of contaminated material not defined as having a specific unit cost. This unit cost line item shall include backfilling the excavated volume."

Question 5:
Please note that the Scale on the plans have two different “scale sizes” Please correct plans to have the proper scale.
Scaling on drawings will be corrected and an addendum submitted for revised drawings.
Question 6:
Many of the Drawings have been reproduced with extremely line weight for showing the existing conditions, the description of existing conditions and the Arrows and Arrowheads pointing to Proposed features.
This makes it difficult for us to know what work is intended to be performed. Please review the line weights on the drawings and re-issue them with corrected line weights. The most important are
• Dwgs C-002 thru C-005
• C-008, C-009
• C-016 thru C-020
Grey line weights are for existing conditions/reference only.
Question 7:
The Graphical Scale on C-002 is incorrect, please correct it so we can determine quantities of work.
Scaling on C-002 will be corrected. See Addendum 1 for revised drawing.

The Scale and the Graphical Scale on C-003 are both incorrect and the drawing seems not to be drawn to scale, please correct them so we can determine quantities of work

The Vertical Scale on C-010 thru C-015 is incorrect, please it so we can determine quantities of work.

The Vertical and Horizontal Scales on C-016 are incorrect and the drawing seems not to be drawn to scale, please correct them so we can determine quantities of work.

The Scales on C-017 are close but the drawing is not to scale, please correct them so we can determine quantities of work.
Scaling on C-017 will be corrected and revised drawings provided in an Addendum.
Question 17:
The Scales on C-018 are way off, please correct them so we can determine quantities of work.

The Scales on C-019 are incorrect and the drawing seems not to be drawn to scale, please

Question 19:
The Scale on C-020 seem to be close to correct, however the given length of 132’ Silt Fence is either incorrect or the drawing is not to scale. Please verify them so we can be confident in using them.

Question 20:
It appears there is an error with the scaling on this project which make the plans not usable.
Question 21:
Please take a look at the “MATCH LINE: on Dwg C-004. Next, please take a look at the “MATCH LINE” on Dwg C-005. These lines do not match. Using an Engineer’s Scale of 1” = 20’ (which is not correct, the Drawings are not drawn to scale) there is a gap of approx.
13’ between the 2 “MATCH LINES.” Please correct the Scale and please correct the Drawing such that it is a true “scale drawing” from which we may take measurements to compute quantities.
Scaling/matchline on C-004 and C-005 will be corrected. See Addendum 1 for revised drawings.
Question 22:
Plans call out the pond infill to be compacted fill and drawings C-006 and C-007.
Excavation and Fill specification 312300 does not describe “compacted fill” materials. Is considered structural backfill material? If not, please provide a specification on the compacted fill materials.
Refer to Geotechnical Note 5 on G-004 for clarity regarding Compacted fill & structural backfill.
Question 23:
Referring to sheet C-002 of the plans, the existing retaining wall and retaining wall foundations are to be removed. Please provide any available as-built drawings of the existing structure and its foundation.
Available files will be provided after award.
Question 24:
Referring to sheet C-002 of the plans, the existing retaining wall and retaining wall foundations are to be removed. If no as built drawings are available, please verify the design of the existing retaining wall and foundation with approximate dimensions.
See as-built drawing titled, "Development for Delafield Pond Area Plan, Elevations, Section & Details of Wading Pool, Wall, Railing & Seat" for approximate dimensions.
Question 25:
Section 01 30 00 1.7 Page 6-8 of the Specifications describes the contractor's required key management personnel. The specifications call for a Project Manager, Superintendent, 2 EA Assistant Superintendents, a Quality Control System Manager, an Assistant Quality Control System Manager, a Site Safety and Health Officer, and an Assistant Site Safety and Health Officer. For a project of this size and scope, please verify the contractor's required key management personnel.
Please refer to Specification Section 01 30 00 and EM 385-1-1 for Administrative Requirements.
Question 26:
Section 01 14 00 1.5a on Page 9 of the Specifications states that, "The Contract must maintain continual base security with personnel security guard and temporary fences.
Wherever there are fence disruptions due to the construction of this project, the Contractor shall continually monitor and maintain the fence." Please verify the necessary hours and days of the week that on site security will be required for this project. Are security services required outside of normal work hours?
Security guard not required for this project.
Question 27:

Question 28:
Referring to sheet C-020 of the plans, Note 1 states to "install 3 rows of stacked hay-bales centered on existing ditch bottom", "placed as shown." Sheet C-020 does not specify where the stacked hay-bales are to be placed. Please clarify the location of the proposed hay-bales.
Note on C-020 for hay-bales will be removed. See Addendum 1 for revised drawing.
Question 29:
Referring to sheet C-020 of the plans, Note 1 states to "install 3 rows of stacked hay-bales."
This conflicts with Section 01 57 19 of the Specifications where in section 3.2.2.1 on page 21, it is stated that "Use of hay bales is prohibited." Please advise whether to use hay bales or not.
Note on C-020 for hay-bales will be removed. See Addendum 1 for revised drawing.
Question 30:
Addendum to sheet G-005 Haul Route Plan to specifically note the vehicle weight limit and tractor trailer truck prohibition.
Notes for vehicle weight limit and tractor trailer truck prohibition will be added to the drawing.
Question 31:
Is the containment soil removal satisfied at 2’ or do we need to excavate until the containment is fully excavated?
From the existing conditions SECTION 02 61 13 Excavation & Handling of Contaminated Material Spec, “Excavate areas of contamination to the depth and extent shown on the drawings and not more than 0.2 ft beyond the depth and extent shown on the drawings unless directed by the Contracting Officer.”
From the earthwork SECTION 31 23 00 Excavation and Fill Spec, “Excavations below indicated depths will not be permitted except to remove unsatisfactory material.
Unsatisfactory material encountered below the grades shown shall be removed as directed”.
Question 32:
Please confirm the scale on the drawings are correct.
Question 33:
Will a full-time safety manager need to be onsite during the whole construction duration?
Please refer to Specification Section 01 30 00, Specification Section 01 35 26, and EM 385- 1-1 for SSHO responsibilities and requirements.
Question 34:
Will .cad files of the job be available for GPS layout use?
.dgn files will be provided after award.
Question 35:
Will .dxf files of the job be available for GPPS layout use?
.dxf files can be provided if needed after award.
Question 36:
The haul road has signage stating nothing over 10 tons. What will be the impacts of hauling with triaxles and heavy equipment?
Drawing G-005 Haul Route will be revised with note to indicate vehicle weight limit and tractor trailer truck prohibition. See Addendum for revised drawing.
Question 37:
Not Sure if there was a bad data transfer or not but scale is off on multiple plans and the match line between C-004 and C-005 seems to be missing 13’ off or missing data.
Scaling and matchline on C-004 and C-005 will be corrected. See Addendum 1 for revised drawings.
Question 38:
Main fill material calls out to be compacted fill yet don’t see that referred to in the specs can you issue a spec for that material?
See Section 31 23 00 for specifications pertaining to fill materials.
Question 39:
I also have alignment issues when I overlay the 2ft under cut from demo plan( C-002) and the drainage layer from sheet C-005,the drainage layer is outside of the under cut area And that doesn’t exist on any profile.
The drainage layer is set at a higher elevation than the bottom of the pond in some cases and will exceed the pond bottom outline in area. C-005 shows an approximate limit of pond bottom excavation. The elevation for this will vary, while the drainage layer will differ in some cases per C-006 and C-007 and C-011 through C-017.
Question 40:
It appears there may be a scaling issue with the plans that were provided. Can you please review drawings and advise.
Question 41:
Please confirm all compacted fill shall meet the requirements of "select Fill" as specified in specification section 31 23 00.00 20 and mentioned in note geotechnical note 5 on drawing G-004
Compacted fill refers to structural backfill as described. Drawings that reference compacted backfill shall meet specification Section 31 23 00 pertaining to fill materials.
Question 42:
Please advise if there are any schedule restrictions as to performing work within the base?
Government Response:
Work restrictions are outlined in Specifications 01 14 00. Please refer to Specification Section 01 14 00 - 1.4.5, 1.4.6, 1.4.7, 1.4.8, 1.4.9 and 1.4.10 for details.
Question 43:
Please advise on how the contractor is supposed to access the end of the existing and proposed outfalls as this appears to be outside the limits of work and would appear to be from the existing parking lot
The maintenance road will be called out on C-001. See Addendum 1 for revised drawing.
Question 44:
The stone layer shown on the profile drawing, drawing sheet C-006 shows the layer to terminate prior to station 12+00 while the plan drawings show the layer to extend beyond station 12+00, please advise as to what the correct limits of the stone drainage layer are?
Drawing C-006 will be revised to show limits of stone drainage layer. See Addendum 1 for revised drawing.
Question 45:
Please advise if it's the contractor’s responsibility to perform compaction testing?
See Specification 31 23 00, "3.14.2 Testing"
Question 46:
Demo plan shows concrete removal in between the two retaining walls where the beach area is I walked that area it was all sand is the concrete below the sand?
The concrete removal is for the foundation of the retaining wall below the sand.
Question 47:
Will RCA material be accepted with proper paperwork?
Provided material adheres to specifications and testing requirements. See Section 31 23 00 for specifications pertaining to fill materials.
Question 48:
There is a fence detail and fence spec, can you please see clarify where the fence is located?
The demo shows fence removal, but I do not see a fence install.
See notes #1 and #12 on G-004 under "General Sequence of Construction", pertaining to replacing fencing in areas where it was removed.
Question 49:
Can you please review the plans and verify the drawings to ensure they are plotted at the proper scale (please check scale)
Question 50:
Will a field office be required for the resident engineer
Please refer to Specification Section 01 50 00 – 3.8 Government Field Office for requirements.
Question 51:
Can an allowance be provided for the contaminated material?

Question 52:
Will granular material such as DGA or RCA be permitted as "compacted fill".
Provided material adheres to specifications and testing requirements. See Section 31 23 00 for specifications pertaining to fill materials.
Question 53:
Specs make reference to muck as non-hazardous however the bid form makes reference to it being contaminated. Can you please provide more information regarding these terminologies.
Contaminates may or may not be classified as hazardous, in this case they are non hazardous.
See specifications SECTION 01 57 19, "1.2.20.4 Non-Hazardous Waste Non-hazardous waste is waste that is excluded from, or does not meet, hazardous waste criteria in accordance with 40 CFR 261."
Question 54:
Can an allowance be provided for rock removal. There is no way to properly quantify the amount of rock at the mounds at ledges
See rock removal call out on sheet C-004 for approximate depth. Per 01 20 00 paragraph 1.4.1.1 Payment

Question 55:
The specifications require the following positions: (1) Project Manager, (1) Superintendent,
(2) Assistant Superintendents, (1) Quality Control Manager and (1) Assistant Quality Control Manager, (1) SSHO and (1) Assistant SSHO. Can any individual fill more than one responsibility as outlined in the specifications as long as they meet the required experience.
Please refer to Specification Section 01 30 00 and EM 385-1-1 for Administrative Requirements.
