The amendment provides responses to bidder questions to clarify the project scope. The existing furnace contains hazardous materials that must be removed per the quantities specified. Demolition of the furnace system and placement in government trucks is required. The contractor must remove the entire existing furnace system and has access to coordinate crane operations. The wood flooring at the project location contains asbestos and must be managed accordingly if impacted by the work. AMENDMENT 7
Gun Tube Heat Treat Furnace Replacement at Watervliet Arsenal, NY Solicitation W912DS20R0022 Amendment 7 Bidder Inquiry Questions and Responses OFFERORS' QUESTIONS AND GOVERNMENT REPLY: Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below.
These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications. By this Amendment Offerors are advised of this provision, applicable to all RFI responses.
RESPONSES TO RFIs:
Question 1:
Request clarification of assumed scope for removal and disposal of Hazardous Materials.
Response 1:
Refer to SECTION 01 57 19 paragraph 3.8 HAZARDOUS MATERIALS quoted, in part:
“On March 6, 2018, a limited hazardous materials inspection was performed for materials suspect of containing asbestos or lead paint at Watervliet's existing Selas furnace system. The results of the inspection, sample collection and subsequent sample analysis are detailed in the Limited Asbestos and Lead Survey Report in the Appendix of the Field Investigation Report located in the Appendix of this RFP. The Contractor must assume the presence of hazardous materials for the purposes of bidding based on the findings of this report.”
The Government has reviewed the report and ascertained that hazardous materials are present in AT LEAST the following quantities:
ASBESTOS – Wire Insulation – 113,600 Linear Feet ASBESTOS – Gaskets – 2,243 Square Feet (SF) ASBESTOS – Exhaust Duct Insulation – 11,111 SF ASBESTOS – Corrugated Cementitious Panel Siding – 119,340 SF OZONE DEPLETING SUBSTANCES (ODS) - Refrigerant gases and fluids which must be recovered and recycled in accordance with federal regulations – 10 Vessels or 10 Pounds (lbs)
Question 2:
It is stated that the hauling of the existing furnace is the responsibility of Watervliet's scrap contractor and the operation of the existing overhead cranes will be provided by Watervliet Arsenal for the removal (and install of new furnaces). Please provide the maximum weight and size that the scrap contractors trucks can handle. Please also clarify if the existing furnace will be scrapped, restored or salvaged as this will dictate how the systems will be dismantled. Furthermore please provide the extent of the demolition required other that the furnace such as existing modules, steel, piping and control modules.
Response 2:
The Government will haul the scrapped SELAS furnace away. The existing furnace is to be scrapped. The scrap hauler can apply for oversize load permits as needed. Refer to paragraph 2.4.3 Site Preparation. Site preparation must include demolition of the existing furnace system and placement of it in the Government's trucks. The Design/Build Contractor is responsible for the removal of the entire furnace system as stated in Section 01 10 00 Statement of Work. Refer to paragraph 1.2.3 Project Scope Summary which states, "The D/B Contractor must
W912DS20R0022
provide a complete, turnkey project that includes: a. Removal of the existing Selas furnace system." The extent of demolition includes the system. The contractor shall assume that the Government’s scrap hauler trucks utilize standard 30-yard dumpsters.
Question 3:
For the demolition of the existing furnace and associated equipment we will need unrestricted access (from one side of the building to the other) with a crane trellis. Does the arsenal and or the USACE need to use any of the three cranes while these operations are ongoing? Please confirm if there will be any restrictions for operating a trellis crane to convey material from the south end of the building to the loading area on the north end of the building during demolition?
Response 3:
Refer to Section 01 10 00 Paragraph 1.2.6 Site Access and Deliveries.
All crane activities will need to be coordinated with Watervliet Arsenal prior to use and shall be reflected in the contractor's project schedule for coordination. The Government will use the contractor’s project schedule to de-conflict simultaneous operations to the extent practical and necessary.
Question 4:
The field investigation report indicates that the existing wood flooring where the new furnace will be located will be removed and replaced under a separate contract; is this still the case as the report makes mention that it could be done under the furnace replacement project? If it is not under the furnace replacement project please provide a start and end date when this work will occur? If it is covered under the furnace replacement contract please indicate if the flooring has asbestos, lead or other hazardous materials?
Response 4:
The Government does not intend to use a separate contract for flooring work nor flooring removal. This contract includes flooring work and, if necessary, flooring removal pursuant to SECTION 01 10 00 paragraph 3.3.1 Summary of Architectural Work.
Refer to LIMITED ASBESTOS AND LEAD SURVEY dated 2 APRIL 2018 item #7 listed under Section 4.0:
"Wood Block and Concrete Flooring – The flooring system for the facility consists of concrete flooring and wood block flooring systems depending on the function of the area on the factory floor. The area proposed for the location of the new equipment is equipped with wood block. Given the age of the facility, and the manufacturing processes conducted within the facility, there is an elevated potential that over the life of the facility chlorinated solvents, PCBs and various types of cutting oils with complex chemistry may have been used at the facility. The concrete flooring is permeable, and the wood flooring is highly porous and is susceptible to absorbing any chemicals spilled over the years. In the event the flooring systems are to be impacted during the demolition of the existing furnace or installation of the new furnace it should be evaluated for potential contamination and managed accordingly."
Samples of the wood floor blocks were taken and tested and are documented on Page 8 of the LIMITED
ASBESTOS AND LEAD SURVEY.
Question 5:
Does any piping and or conduit that is set to be demoed be cut, capped and abandoned in place if it is inaccessible?
Response 5:
The Government considers any overhead suspended piping and conduit to be accessible, and, therefore, any overhead suspended piping and conduit which is taken out of service must be removed by the contractor.
The Government considers piping and conduit to be inaccessible if it is buried underground, beneath a slab-on-grade, within a wall/partition, or above a closed/finished ceiling. Inaccessible piping and conduit which is taken out of service must be cut, capped, and sealed by the contractor and shown on the contractor's as-built drawings. If the work damages the fire or smoke rating of an existing surface, the contractor shall repair the existing surface to restore the fire or smoke rating.
