AMENDMENT 6

Gun Tube Heat Treat Furnace Replacement at Watervliet Arsenal, NY Solicitation W912DS20R0022 Amendment 6 OFFERORS' QUESTIONS AND GOVERNMENT REPLY: Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below.

These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications. By this Amendment Offerors are advised of this provision, applicable to all RFI responses.

RESPONSES TO RFIs:

Question 1:

Will this project require a Fire Protection analysis required by UFC 3-600-01 1-7.2.1 for a "Major Project"?

Response 1:

The Government does not believe this fits UFC's definition of a "Major Project" and, therefore, does not believe a fire protection analysis is required, but the Government also does not wish to preclude the designer of record from exercising due judgement with respect to technical requirements analysis.

Question 2:

PHOTOGRAPHY: Respectfully request photography package of existing conditions. During the 26 January 2021 site visit, USACE / WVA personnel stated USACE supplied photography would be made available as civilian photography was prohibited.

Response 2:

Refer to amendment 5 for photography.

Question 3:

1.) What is maximum number of barrels run per day? 2.1.1 calls out 97,200 pounds per day or 9 barrels per 24 hours. No combination of nine (9) barrel from sizes shown on 2.2.1.2 table on page 17 equals 97,200 pounds / day. 2.) What is the maximum length of barrels that can be produced in one day? 3.) Does the 43' long barrel need to get into the quench in the same 2-minute time as the primary parts? 4.) What is the maximum weight per foot of barrel? We need to know the maximum localized weight. Process table on page 19(2.2.1.7) lists process cycle times as time @ heat and lists numbers for each wall thickness. The time 'at heat' is defined as total time in the furnace. What is the required soak time?

Response 3:

This is a multipart question and response:

Q1. What is maximum number of barrels run per day?

A1. There is no maximum. The replacement furnace system should must be designed to produce at least nine barrels per 24-hour period as stated in Section 01 10 00 Statement of Work, paragraph 2.1.1 General.

Q2. 2.1.1 calls out 97,200 pounds per day or 9 barrels per 24 hours. No combination of nine (9) barrel from sizes shown on

2.2.1.2 table on page 17 equals 97,200 pounds / day.

A2. The list on in Section 01 10 00 Statement of Work, paragraph 2.2.1.2 Summary of Production Requirements states that it is for "existing and known future demands". The next generation barrels are still being developed. The 97,200pounds per day per 24-hour period was given as a maximum requirement for the unknown next generation barrels. The97,200 pounds per 24-hour period is given to so that the Design/Builder can size the heating and cooling systems.

Q3. What is the maximum length of barrels that can be produced in one day?

A3. There is no maximum length. The longest barrel will be 43 feet. Tables in Section 01 10 00 Statement of Work, paragraphs 2.2.1.1 Product Size Ranges, 2.2.1.2 Summary of Production Requirements, 2.2.1.3, Summary of Process Requirements and 2.2.1.7 Anticipated Process Cycle are all given to so that the Design/Builder can size the furnace length and drive speeds for the furnace system utilizing the current and known future barrels.

Q4. Does the 43' long barrel need to get into the quench in the same 2-minute time as the primary parts?

A4. Yes.

Q5. What is the maximum weight per foot of barrel? We need to know the maximum localized weight.

A5. That needs to be determined using the provided tables for the current and known future barrels as well as the specific design proposed. Working with tables Section 01 10 00 Statement of Work, paragraphs 2.2.1.1 Product Size Ranges,

2.2.1.2 Summary of Production Requirements, 2.2.1.3, Summary of Process Requirements and 2.2.1.7Anticipated Process Cycle one the Design/Builder can determine the various speeds needed for each barrel listed to determine furnace length, linear weight range, and roll spacing.

Q6. Process table on page 19 (2.2.1.7) lists process cycle times as time @ heat and lists numbers for each wall thickness.

The time 'at heat' is defined as total time in the furnace. What is the required soak time?

A6. There is no defined soak time. The time desired for the barrels to be inside the furnace is known and listed in the table in Section 01 10 00 Statement of Work, paragraph 2.2.1.7 Anticipated Process.

Question 4:

If available, please provide this project's standard as-builts files.

Response 4:

This additional reference material will be provided to the successful bidder after they sign a nondisclosure agreement.

Question 5:

Please provide all record structural drawings for existing building #135, including the following drawings referenced in the Field Investigation Report prepared by Jacobs/Ewing Cole on June 19, 2018: Drawings titled "Record 1" with revision field date of October 8, 1943; and drawings with project title of "Fill & Cap Foundation - Floor Replacement, Bldg. 135, Bay D, Section 15- 22"dated October 1977.

Response 5:

This additional reference material will be provided to the successful bidder after they sign a nondisclosure agreement.

Question 6:

Please provide the existing gas pressure in use (for existing furnace and other equipment). Will the pressure and volume be adequate to support the startup and commissioning of the new furnace while the old furnace and other equipment is operating?

Response 6:

The required gas pressure for the existing Selas furnace is provided in Section 01 10 00 Statement of Work, paragraph

3.5.5 Natural Gas. Refer to the Appendix F: Field Investigation Report, Section 10.5.Natural Gas for additional information on site conditions. The Design/Build Contractor is responsible for verifying field conditions. It is the Design/Build Contractor's responsibility to determine if startup and commissioning of the new furnace can be performed while the existing furnace is operating, based on the final design load requirements of the new furnace and whether that furnace will be installed in 1 or 2 phases.

Question 7:

Please provide routing of existing conduits from the existing substation to the existing chiller.

Response 7:

The exact routing is unknown. The design/build contractor is responsible for verifying field conditions.

Question 8:

Will a 3D scanner be permitted within the building to document the existing conditions and locations of utilities and structural element for design coordination?

Response 8:

Yes this will be allowed with appropriate advanced coordination and permission from Watervliet Arsenal information security and physical security officials.

Question 9:

In paragraph 2.1.3 Startup, Testing and Commissioning under the summary of work it is stated that the furnace must be started up and tested with both natural gas and propane. A temporary LPG line will be installed for a fuel truck to hook up to and allow for testing. Who is responsible for the costs and coordination of fuel truck?

Response 9:

The contractor is responsible for the costs and coordination of any fuel truck.

Question 10:

The structural drawing does not indicate if the existing trenches should be abandoned or infilled. If they are to be infilled will they require crushed stone and concrete or will diamond plates be acceptable as is seen covering trenches in the surrounding areas?

Response 10:

Refer to SECTION 01 10 00 paragraph 3.4.10.1 Floor Slab Requirements.

Question 11:

Are extended work shifts and weekend work allowed at Watervliet Arsenal? Are there any restrictions for deliveries on the weekend?

Response 11:

Refer to Section 01 14 00 Work Restrictions, paragraph 1.4.6 Working Hours and paragraph 1.4.8.1 After Hours or Weekend Work. Deliveries are work pursuant to the aforementioned paragraphs.

Question 12:

What is the maximum load for the existing trellis cranes for conveying materials and equipment?

Response 12:

Refer to Section 01 10 00, paragraph 1.2.6 Site Access and Deliveries that states, "There are three existing cranes in D Bay. Two are 10-ton cranes with pendant control. One is a 30-ton, cab-operated crane. All are on one set of runways in D Bay. However, the 30-ton crane cannot reach the north end of D Bay. Therefore, freight to be moved using the Government cranes must weigh less than 20,000 lbs. The maximum size of items to be transported by crane is 8'-0" wide x 24'-0" long. Watervliet Arsenal will consider increasing the size of permitted items to 12'-0" wide x 24'-0" long upon receipt of a written request."

Question 13:

In the Solicitation under paragraph 5.3.1 evaluation criteria, "the use of 3-dimensional (3D) Building Information Model (BIM)technology in the design process is a requirement." We understand this is for the architectural design, but would like to confirm the equipment detail design may be in industry standard 2D Auto CAD format.

Response 13:

The equipment detail design may be in industry standard 2D Auto CAD format. The use of3-dimensional (3D) Building Information Model (BIM) technology in the design process is a requirement and shall be implemented in accordance with the designer of record's BIM project execution plan.

Question 14:

Roll Cooling Method, Max Load, and Max Temperature - Not all three factors can be quoted as specified. Please advise which takes precedence: The max temperature rating (2.2.3 b.) or air cooling of rollers (2.2.1.10). Air cooled rolls are not advised especially at the proposed maximum temperature and loading. Water cooling will be proposed to satisfy specified maximum temperature and loading. If air cooled is a requirement then loading will be lower.

Response 14:

The Government respectfully maintains that all three factors can be met. Dry cooled rolls have been used in this style of furnace [inline barrel with hourglass (butterfly) rolls] for austenitizing, normalizing, and tempering at the same temperatures for 12" bars (greater than 45% linear weight than the heaviest barrel). These furnaces have been in place with no roll issues since 2007. The Government strongly prefers to utilize non-water-cooled rolls. Perhaps the roll spacing needs to be adjusted in order to reduce roll loading.

Question 15:

Does the existing quench loop serving the selas furnace serve any other equipment in the facility?

Response 15:

The quench loop from the existing cooling towers only provides Selas furnace quench water, and cooling water to the roller bearings of the Selas furnace system. It does not serve other equipment within the facility.

Question 16:

During the walkthrough it was noticed that the USACE had office trailers by the existing cooling towers. Will these trailers be relocated or removed prior to construction commencing as they encroach on the work area?

Response 16:

USACE expects to remove or relocate the trailers in or around November 2021. Additionally, USACE has noticed a new concrete pad which is potentially in conflict with the potential new cooling towers location. The concrete pad is roughly 56" x 146" in plan dimensions, and it is located on the south side outdoors of Building #135, between column lines D1 and D2. Refer to Amendment 6 supplemental information.
