About this file
This document is an amendment to a solicitation for replacement of gun tube heat treat furnaces at the Watervliet Arsenal. The Army Corps of Engineers is seeking proposals to design and install new furnaces in phases, with construction of Phase 1 to begin by July 2022. Offerors must submit responses by 1 March 2021 and should include details on their technical approach, schedule, 3D BIM model, and past experience with similar projects. The amendment increases the page limit for the technical approach section to twenty pages, schedules two days of organized site visits in early February, and clarifies that bonds are only required for the construction phases.

These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). RESPONSES TO RFIs:
Question 1:
Page extension for Factor 3: Technical Approach.
Under section 3.1.3 there is a page limit for Factor 3: Technical Approach at 10 pages. Since Factor 3 is the most important factor under the performance capabilities, we would like to request this be increased to 20 pages. As you are aware the equipment is the major portion of this project and having only 10 pages for the technical description would limit many key points and details of the equipment and its functionality. Therefore, the requested additional 10 pages would include additional engineering details, performance figures, and further explanations of the uniqueness and operation of each piece of equipment along with a few 3-D model pictures for illustrations purposes.
We believe these additional pages would be beneficial to all parties that will be adjudicating Factor 3 for the
Volume Tab Title Maximum Pages
1 A Factor 1: Past Performance No Page Limit
1 B Factor 2: Proposed Contract Duration, Phasing and Summary Schedule
1 C Factor 3: Technical Approach 20
1 D Factor 4: Organizational Approach 10
2 A Factor 5: Small Business Participation Plan No page limit
2 B Factor 5: Past Utilization of Small Business No page limit
3 A Factor 6: Price (Standard Form 1442 & Contract Line Item Schedule)
No page limit
3 B Factor 6: Bid Guarantee No page limit
3 C Factor 6: Self-Performed Work No page limit evaluation process. Without these additional details there could be misunderstandings of the equipment and its complex nature. Therefore, we request that Factor 3 page limit be increased from 10 pages to 20 pages.
Government Response 1:
Factor 3: Technical Approach maximum pages is increased to twenty (20).
Question 2:
Under 5.3.1of the solicitation it states that the use of a 3-dimensional (3D) Building Information Model (BIM) technology in the design process is required. Does the Arsenal already have a 3-dimensional (3D) Building Information Model that can be utilize for the project or does the Contractor need to perform this task for the design process? Is a NEW 3-dimensional (3D) Building Information Model (BIM) needed for each scope of supply during the life of the project or just for the initial design process? Can we use the original 3D scan and merely updated the BIN after Phase 1 and Phase 2 is completed?
Government Response 2:
3-dimensional (3D) Building Information Model (BIM) technology in the design process is required. More specifically, the use of Autodesk Revit is required. The Government does not have any existing 3D BIM model for the existing facility, which is why the Government cannot provide a 3D BIM model for the existing facility. The contractor will need to develop the 3D BIM model during the design process. The Government does not require a 3D BIM model for each temporal phase of construction; the 3D BIM model is only required at a minimum for the final complete condition. If the Offeror submits a brief BIM Project Execution Plan in their Factor 3 submission, the Government will evaluate that submission.
Question 3:
In several places the solicitation states Bonding is only required for CLINS 0002, 0003 and 0004 but the solicitation still references FAR 52.228-1 & 52.228-15 which states bonds are required for the "bid price" and "original contract price."
1. Please confirm that the "bid price" in FAR 52.228-1(c) (Bid Bond) is the bid price for CLINS 2, 3, and 4 only?
2. Please confirm that the Performance Bond and Payment Bonds in FAR 52.228-15 is the bid price for CLINS 2, 3, and 4 only?
3. Please confirm that the Performance Bond and Payment Bonds in FAR 52.228-15 is limited to the performance for CLINS 2, 3, and 4 only?
Government Response 3:
1. Confirmed
2. Confirmed

Question 4:
