About this file

This document provides responses to questions from offerors on an amendment to a solicitation for a gun tube heat treat furnace replacement project at the Watervliet Arsenal in New York. The amendment extends the proposal due date to February 24, 2021 and provides clarification but does not otherwise revise the scope of work. The project involves replacing the existing furnace and does not require any modifications to the existing fire suppression, mass notification, or fire alarm systems. The responses clarify that the solicitation does not mandate upgrades to meet certain standards. A requested extension to the bid date is denied and scheduling details are provided referring offerors to the solicitation for estimated project duration and review timelines.

AMENDMENT 4

OFFERORS' QUESTIONS AND GOVERNMENT REPLY: Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below.

These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications. By this Amendment Offerors are advised of this provision, applicable to all RFI responses.

Question 1:

RFP does not mention anything about fire suppression work, please verify no fire suppression work is required.

Government Response 1:

The area of work for the replacement gun tube heat treat furnace does not have a fire suppression system. Therefore, no fire suppression system modifications are required under this scope of work.

Question 2:

Does building has a mass notification system? If not please verify scope does not require the installation of one.

Government Response 2:

Building 135 does not have a mass notification system. Therefore, no mass notification system modifications are required under this scope of work.

Question 3:

Please verify fire alarm system does not have to meet the requirements of ECB218-17 Government Response 3:

ECB 2018-17 requires the fire annunciation system to provide digital and text messages. The Government does not believe this project warrants this upgrade, but the Government also does not wish to preclude the fire protection designer of record from exercising due judgement with respect to technical requirements analysis.

Question 4:

EXTENSION OF BID DATE: The short allotment of time provided to develop a proposal for a project of this magnitude is unrealistic. Respectfully request an extension of the bid due date to 4 March 2021 three weeks after the current due date.

Government Response 4:

The required procurement schedule doesn't permit the Government to grant the requested extension.

The proposal due date is 24 February 2021 at 2PM EST.

Question 5:

COPY OF LOGISTICS PLAN: Documentation does not provide any timeline or information detailing WVA / USACE activities associated with this project, shut down schedule (when available to start project), maximum durations-if any, hold periods for testing and durations, hold periods between phase 1 and phase 2 and duration or submittal approval durations.

Respectfully request a timeline and logic schedule.

Government Response 5:

Refer to Solicitation Section C paragraph 5.2 TAB C – FACTOR 2 – PROPOSEDCONTRACT DURATION, PHASING AND SUMMARY SCHEDULE.

W912DS20R0022

The Offeror shall submit a summary level schedule. The Government will evaluate the Offeror's schedule. A schedule which offers advantages to the Government will receive additional consideration, and the Government will consider the Offeror’s proposed shut down schedule when making the evaluation.

SECTION 01 11 00 paragraph 1.1 FAR 52.211-10, COMMENCEMENT, PROSECUTION AND COMPLETION

OFWORK:

"The Contractor must be required to (i) commence work under this contract within five (5) calendar days after the date the Contractor receives the Notice to Proceed, (ii) prosecute the work diligently, and (iii) complete the entire work ready for use, not later than 760 calendar days after the date the Contractor receives the notice to proceed. The time stated for completion must include the final cleanup of the premises. (FAR 52.212-3)" SECTION 01 33 00 paragraph 1.10 SCHEDULING:

"Contracting Officer review will be completed within 30 calendar days after the date of submission. Allow an additional seven calendar days for review and approval of submittals for the furnace system."

The Government anticipates or expects to be able to issue Notice to Proceed in or around JUNE 2021.
