BIDDERS’ QUESTIONS AND GOVERNMENT REPLY

(FOR INFORMATIONAL PURPOSES ONLY)

1. On E5.002 FA/MN Riser diagram Note z. Radio Transceiver - FA/MN functions are required to communicate with D-21 Central Station at McGuire through radio transmission. Provide a Monaco radio transceiver panel, with a minimum of 12 alarm points." There appears to be no specifications or additional information for the Monaco transceiver or called out anywhere else in the bid documents?

Is a Monaco transceiver required? Response: There are two design choices: 1). FA/MN combination panel shall be supplied by a UL listed, FM approved alarm system provider, and a equal too separate Monaco BT-XM radio transceiver, with 12 zones. To get 12 zones, the BT- XM base model (4 zones) and two additional alarm zone cards (4 zones each) or equal too. We have used Simplex, Edwards, Notifier, and other brands for alarm systems. 2). Monaco MAAP(X) FA/MN/radio transceiver combination panel. The MAAP(X) panel provides 64 alarm zones. The Base uses narrow band frequency, 139.675 MHz at the radio transceiver.

2. Will the fire alarm in the Youth Center be a stand-alone system or will it be networked to the McGuire AFB fire alarm system. a) If not networked will it be required to integrate to another FACP for Alarm, Supervisory and Trouble signals? b) If it is to be networked what is the base Fire Alarm MFG? c) Siemens, Simplex, Edwards or Notifier? Response: a). 5204 Youth Center alarm system is a stand-alone system. It consists of a fire alarm/ mass notification combination panel, and a radio transceiver. The radio transceiver may be embedded into the alarm panel, such as a Monaco MAAP(X) system. b). The 12 alarm zones, T1 to T12, are listed on Drawing E5.02. We recommend calling out the building number, “5204”, in the alarm zones, instead of “YOUTH CTR”, because the latter is non-specific. There are several youth centers at JB MDL. c). Any of the manufacturers can be used as long as compatibility with existing system can be maintained.

3. Spec SECTION 28 31 02.00 20 - FIRE ALARM REPORTING SYSTEMS - DIGITAL COMMUNICATORS calls out for 2 DACR's which is uncommon. Is this an actual requirement?

Response: DACR’s and DACT’s are not required. Alarm transmission to Central Station is by radio signal only. Specifications have been edited as issued in this amendment.

4. The original bid had 10 Amendments issued (1-10): a) Do these 10 Amendments apply to this re-bid?

b) If so, when will they be posted on beta.SAM? Response: The prior RFI’s as applicable have been included in this amendment along with the updated drawings and specifications.

5. Specification 08 51 13 Aluminum Windows states wind load design pressure to be 140 mph.

Specification 08 41 13 calls out 0 mph. Which should be used? Response: Specifications have been edited to show 120 mph as noted in this amendment.

6. As per specification 07 61 15 spec section 2.2.1 roof Panels call for Aluminum 3105-H14 or Equal to achieve Zone 3 wind uplift pressure of 141.7 LBS/SF. There is no Aluminum roof panel that will meet this design wind loads. Please Clarify. Response: Specifications have been edited and reissued.

7. In the drawings, we are unable to extract any drawings from the file. The error message we are receiving "An incorrect structure was found in the pdf file" is an indication of a corrupt PDF file. Will a revised pdf of the drawings be issued? Response: Drawings are hereby revised and reissued under this amendment.

8. Section 28 20 01.00 Part 1, 1.1: “be compatible with and connect into existing campus security system.” What is the existing campus security system? Response: The existing security system is Advantor.

9. On drawing A1.02 room 104 it calls for metal locker as per 10 51 13.01 but the mentioned section is not provided in the specification. Please Clarify. Response: Staff lockers shall be three-tiered wood lockers and meet specs 10 51 16. Please refer to revised Drawing A1.02.

10. The plans and insulation specifications refer to polystyrene insulation with a gypsum cover board but the roofing specifications refer to polyisocyanurate insulation with a

3/4 inch plywood nail base. Please clarify the exact roof assembly from the metal deck up. Response: Specification is correct; use polyisocyanurate insulation w/ ½” plywood (not ¾” plywood). Specification section 07 22 00 has been revised as issued in this amendment.

11. Per the manufacturers recommendations of the play equipment LSI: The specified equipment is designed to be set on in-ground footers. This design is not recommended for the impact resistant rubber surface configuration. The recommended installation for the play equipment is to bolt directly to the concrete sub-base that supports the rubber surface. The manufacturer recommends that the equipment be supplied with “bolt on” bases to directly attach to the concrete sub-base. Please advise on the preferred method of construction. Response: The Drawings do not show a concrete subbase below the rubber surface installation. See detail 3 on sheet L4.03. The question appears to be based on an incorrect understanding of the rubber surface detail.

12. In Div # 7 Roofing. As per specification 07 22 00 spec section 2.2.1 roof assembly at metal roof show ¾ inch Ply wood substrate while the Contract drawings A.0.01 standing seam metal roof detail shows underlayment board thickness ½”. Please clarify which one to be considered. Response: ½” plywood shall be used as noted in the revised section 07 22 00.

13. Unilock Question: In regards to the hardscaping and if Unilock material is still required. Unilock was specified on this project but the paver type was not listed.

Response: There are no precast pavers in the project. The intent of the question is unclear. (The wall specification is as outlined in the Drawings and Specifications.)

14. Drawing Cl.20 Note# 4 Please provide point of contact for JCP&L for electrical work.

Response: Point of Contact for JCP&L will be provided after contract is awarded.

15. Drawing Ll.01 - Drawing Ll.01 shows "Existing 12' x28' Storage shed set on new 6" concrete pad" Where this 12' x28' storage shed exist? Provide detail information about this shed. Response: Existing Shed is located on a different site within JB McGuire Base. The contract is to prepare the pad for the storage shed.

16. Bid documents mention that the automatic temperature controls are to tie into the existing system. The brand of the system is not provided. Please indicate whether the existing system is Honeywell, Siemens, Johnson, etc. Response: There is no existing system, the temperature are to be connected to local alarm panel.

17. Specification 08 41 13 has references (pages 2 and 6) to ASTM E1886 for Impact Protective Systems (Impacted by Missile). In the products 2.1, the system described ( 4 ½" UT) is not impact rated and will also not meet the load requirements based on the spans. Please provide Specifications of System Series & Glazing to meet Large Missile Impact. Response: ASTM E1886 refers to hurricane or high wind-born testing. If hurricanes are not relevant to this area, then ASTM E1886 will not apply unless it is enforced by the authorities having jurisdiction.

18. Specification 08 51 13 Aluminum Windows states to submit design calculations for Min Anti-terrorism Performance. Please provide specification of System Series and Glazing required to meet Anti-terrorism Performance. Response: One of the system series that would meet the anti-terrorism requirement is: Kawneer Trifab 421UT.

19. Specification 08 51 13 Aluminum Windows, section 2.1.2 calls out "Forced Entry Resistant Window". Provide specifications for Forced Entry Resistant Windows.

Response: One of the windows meeting the requirements is: Kawneer 8225TL Thermal Windows meets forced entry test ASTM F588 Grade 10 or equal too.

20. Specification 08 51 13 Aluminum Windows calls out glass/glazing to be triple glazed.

This contradicts glazing specification. Response: No triple glazing is required on the project. Please refer to sheet A2.01 exterior elevations for glazing types specified. See revision note on 08 51 13.

21. Specification 08 81 00 Glazing calls out Insulated Glass units using annealed glass.

Drawing A5.01 (Glass type legend) calls out laminated. Which is it? Neither type will pass ASTM EI886 Impact. Response: Use specified glass PPG Solarban 70XL Solarbronze with interlayer, per revised section 08 51 13. ASTM E1886 refers to hurricane or high wind-born testing. If hurricanes are not relevant to this area, then ASTM E1886 will not apply unless it is enforced by the authorities having jurisdiction. See revised note on 08 81 00.

22. On drawing QF 101 - It is unclear if the Contractor is responsible for Reach-in Freezer, Range, etc. Please clarify. Response: Yes, it is included in the project. If no comments under Remarks, then the Kitchen Equipment Contractor shall procure and install.

23. On drawings QF101, QF102 and QF103 - NIKEC is been mentioned multiple times.

What is NIKEC stands for. Response: “NIKEC” is standard language for Not In Kitchen Equipment Contract, but that does not mean it is not part of the contract documents. Some items are noted to be Government Furnished / Contractor Installed. These are typically items that are furnishing which is under the FF&E documents. There are a couple items in the kitchen equipment schedule such roll down gate and service window but noted as NIKEA.

These are just identifiers on the drawings and should refer to the architectural drawings for this scope of work.

24. The quantity of interior signs may not be correctly calculated from the notes on drawing A7.10 It would be helpful if a signage schedule is provided showing the quantity of each type of sign. Response: Please refer to Door schedule to obtain count of necessary signage count and verbiage. Please be sure to confirm wording of each sign with COR prior to printing.

25. Temporary Utilities: The utility charges are missing in table 3.3.2 Please provide.

Response: Utilities will be provided at no additional cost to the contractor.

26. Employee Parking: Specification section 01 50 00 Paragraph 2.4 Will there be parking available for contractor employees. Response: The contractor will not be offered dedicated paring for its workers, however, the contractor may organize its work zone to accommodate some parking for workers. Contractors may also utilize nearby parking areas based on availability.

27. Permits (Licenses) Section 01 57 19 paragraph 1.8 Permits to be obtained by the contractor is blank. Please provide information Response: Please refer to the specifications for permit requirements. The noted paragraph has been revised as part of this amendment.

28. In response to Q/A #5 in Addendum #0002: If the contracting officer obtains a tax exempt certificate after award, is the Government going to require a credit of NJ sales tax if it is included in bid proposal price quote? Response: The bidder's attention is directed to FAR 52.229-3, Federal State and Local Taxes.

Determination of the applicability of taxes is the bidder's responsibility, and bidders are responsible for including all applicable taxes in their bid. After award, the Contracting Officer may be able to assist with obtaining tax exempt certificates, however, assistance with provision of a form is not an assurance that the contractor will be able to purchase materials that are tax exempt

29. In the Solicitation documents under Financial Data (no section or page number provided) it states that Offers must submit written authority for the Government personnel to contact the financial institution. Is there a specific form or sample verbiage we are to use and if so can you provide. Response: The apparent low bidder will be contacted to provide a financial disclosure

30. Drawing 7/A-4.10 calls for manual with hand cranked where as spec calls for motor operated? Please Advise Response: Per the specifications section 08 33 23 par 2.6 the doors are to be motor operated but also have the ability to use manually in case of power failure.

31. Amendment #2 Questions and answers 32 & 33: #32: The response means that the contractor is to purchase & deliver all 142 items. However when we go to FFE sketches (Package+4+002pdf),the furnishings order forms do not show any item to be Contractor Furnished and Contractor installed. Please confirm your response.

Response: The response to the RFIs in amendment #2 is correct. Contractor to purchase ALL items REGARDLESS of ANY (CFGI/GFCI/CFCI…) designation.

#33: In the question there is a reference to Option #6 however there are only five optional items attached to the original solicitation W912DS20B0001 dated 04-Feb- 2020 Were the options revised in amendment #2? Please clarify. Response: No, Bid schedule was not revised. The initial RFI had an error in calling out the options. It should have referenced option #5.

32. Is there an anticipated date for the Government to provide outstanding RFI answers? With the due date less than one week away, does the Government anticipate an extension for this submission? Response: please refer to all responses as well as revision to the bid due date as noted in this amendment.

33. Clarification to the Bid Option #5 For the Items marked GFCI on drawing A8-02, Does the government intend to purchase and have products shipped to the site or Contractors need to receive, deliver and then install them? Please advise Response:

34. Specifications on site lights and bollards: Plans do not have sute light schedules for types EX1, EX4, EX5A, EX6 and EX6A Can all lighting be quoted as LED, specifications call for fluorescent Provide description of existing Proprietary systems to which the new systems (Door access & security cameras) are to be integrated to.

Response: Please refer to Drawing A1.01 for EX(#) light fixture schedule and Drawing A1.04 interior light fixtures. The substitution of light fixture can be done during the shop drawings submittal process.

37. Is there a tentative date when we can expect the RFI's to be answered? Bid pricing depends on several of them and bid date is next week. Thank you. Response: All responses to RFIs are hereby included in this amendment.

38. The following RFI and response was provided in Amendment #2. This information pertains to the original Solicitation No.W912DS18R0010, dated 5/30/18. Please confirm the current Solicitation, No. W912DS20B0001 is an IFB, not with the same requirements as outlined in the original solicitation from 2018. Please confirm that bids shall be submitted in accordance with Solicitation No. W912DS20B0001.

Response: Correct, this is an IFB, there are no additional submission requirements, the RFI #6 in amendment 2 was included in error, it is not applicable to this solicitation.

39. Due to the geographical logistics and delivery challenges in downtown NYC, would the Government please consider email submission for this procurement, vs. hard copies and CD? We would, of course, submit the original bid bond via overnight delivery prior to the due date/time. Thank you for your consideration. Response:

Please refer to amendment #4 for instructions for electronic submissions.

40. Drawing A8.02, FF&E package, Option #5. Per drawing A8.02 and FF&E package, none of the equipment, appliances shown are contractor furnished/contractor install.
