Re: Youth Center Annex Facility
Joint Base McGuire-Dix-Lakehurst Air Force Base
Burlington County, New Jersey
GTS Project No. P14008
Dear Mr. MacDonald, This letter report presents the results of subsurface investigations and geotechnical evaluations made for the design of the Youth Center Annex Facility, located at the Joint
Base McGuire-Dix-Lakehurst Air Force Base, Burlington County, New Jersey (Figure 1, Project Location Map). Services performed by GTS Technologies, Inc. (GTS) are consistent with our proposal dated March 20, 2014.
This report addresses recommendations for foundation design for the proposed
Youth Center Annex building. Recommendations for pavement design for the new parking area, truck path, and bus drop area are provided in an attachment at the end of this report.
Investigation
Five (5) test borings were performed for this investigation to determine the nature and competency of the bearing materials. Three (3) borings were performed inside the footprint of the proposed building (Borings B-6, B-8, and B-10). Borings B-1 and B-3 were performed in the pavement areas. Refer to Figure 2 for the Boring Location Plan.
Sano Drilling Inc., of Sewell, New Jersey performed the borings for GTS on June
23, 2014. Standard soil sampling methods (ASTM D-1586) were employed in drilling the test borings. Standard Penetration Tests (SPTs) were performed in the overburden soils to determine the character and consistency of the subsurface materials. In the SPT, a conventional two-inch-diameter split-spoon sampler, driven 24 inches by a 140-pound hammer freely falling 30 inches, is employed. The number of hammer blows (blow counts) for each six inches of penetration is recorded for use in evaluating the load-carrying capabilities of the soil. The “N-value” for each sample interval is computed by summing the blow counts of the second and third intervals of penetration and is measured in blows per foot (bpf). The Typed Boring Logs are included in the report.
Subsurface Conditions
Silty sand and poorly graded sand with varying gravel content was encountered below the topsoil layer in all borings, extending to 23.0 feet Below Existing Site Grades
(BESG). The sand is orangish-brown and medium dense in all borings except B-1, where it is very loose from 2.0 to 4.0 feet BESG. The borings were terminated at 6.0 feet BESG in the pavement areas, and at 21.0 to 23.0 feet BESG in the footprint of the building. No rock was cored at any boring location.
Groundwater was encountered at 14.0 feet BESG in Borings B-6 and B-10, and at
13.5 feet BESG in Boring B-8. Groundwater was not encountered in Borings B-1 and B-3.
Laboratory Testing
Two (2) representative samples of the on-site soil were tested to confirm the field visual classifications. Refer to the following table for the results of the laboratory testing.
The Laboratory Classifications are attached to this report.

Recommendations
It is recommended that spread footing foundations be used to support the proposed building. It is also recommended that all primary structural elements, such as columns and load-bearing walls, shall be placed on a minimum of 12 inches of imported, compacted coarse aggregate to provide a uniform bearing surface. The GTS Geotechnical Engineer or his qualified representative shall be contacted to verify the suitability of the subgrade prior to placement of concrete or coarse aggregate materials within the building foundation area.
Based on the 2012 International Building Code (IBC), Table 1806.2, the recent subsurface investigation, and the current laboratory testing, design the spread footings with a maximum foundation pressure of 2,000 pounds per square foot (psf).
Based on footing designs not exceeding the maximum foundation pressures for each building, the total settlements should be less than 1-inch and differential settlements less than ½-inch.
Interior footing grades may be set at nominal depths below the floor slab. Properly place exterior footings a minimum of 30 inches below final grade for frost protection.
Footings separated in grade shall bear at a slope not exceeding 1H:1V between adjacent edges of footing bottoms.
According to the 2012 IBC, the proposed building shall be designed based on
Seismic Site Class D, as defined by 2012 IBC Section 1613.3.2.
Support the floor slabs for the proposed building on subgrades prepared in accordance with this report. Found all interior slabs-on-grade on a minimum of 6 inches of
Dense Graded Aggregate Base Course (DGABC), compacted to a minimum of 95 percent of the maximum dry density as determined by the Modified Proctor Test, ASTM D-1557, within 3 percent of the optimum moisture content. Furthermore, provide a moisture vapor barrier, consisting of a minimum 6-mil polyethylene sheeting, between the bottom of the concrete slab and the top of the granular subbase material. The floor slabs may be designed based on a modulus of subgrade reaction (k) of 100 pci. All construction should comply with the 2012 International Building Code.
The site surface shall be stripped and grubbed of existing vegetation, topsoil, and random fill materials to a minimum depth of two (2) feet BESG and replaced with compacted granular fill material, as required. After stripping and grubbing, proof-rolling shall be performed under the supervision of a qualified representative to verify the suitability of the subgrade soils. Perform proof-rolling with a fully loaded dump truck or with a full-size smooth drum roller. Within the building pad area, special care shall be taken to ensure that loose or soft soils do not exist at the ground surface where new structural fill or subgrade aggregate will be placed. Any unsuitable soils shall be undercut and then grades re-established by backfilling with suitable soils, placed and compacted to a minimum of 95 percent of the maximum dry density as determined by the Standard Proctor
Test, ASTM D-698, within 3 percent of the optimum moisture content. Care shall be taken to control water during construction to minimize ponding, especially near proposed foundations. Exercise caution when proof-rolling adjacent to existing structure or utilities.
General
The evaluations and recommendations presented in this report are based on the information available to GTS at the time of the writing of this report and the on-site surface and subsurface conditions that existed at the time the investigation was performed. A further assumption has been made that the conditions encountered in the limited subsurface investigation program are representative of the subsurface in general. If subsurface conditions are encountered during construction that vary significantly from those reported herein, the Geotechnical Engineer should be contacted immediately so that the impact of any unanticipated conditions can be properly evaluated.

Soil Investigation Report SWM Facility Design at the Proposed Youth Center Fort Dix, NJ
INTRODUCTION
This report documents the findings of a study conducted at the northeast intersection of Maryland Avenue and 8th Street, Fort Dix, NJ (part of Joint Base McGuire-Dix- Lakehurst) to document the properties of the soils and to determine if the soils are appropriate for the construction of a stormwater infiltration basin. The proposed basin is intended to compensate for the additional impervious runoff to be generated by the construction of a proposed building and appurtenant parking facilities/drive aisles.
PROJECT LOCATION
The subject site is located Fort Dix, Burlington County, New Jersey north of 8th Street and approximately 0.06 miles east of the Maryland Avenue and 8th Street intersection (see Exhibit A2), east of building 5202 and west of the baseball field behind building 5226 which area has been identified as the desired location for a stormwater infiltration basin.
PROPOSED SITE DEVELOPMENT
This proposed site improvement anticipates a water quality infiltration basin in the rear of a proposed Youth Center building receiving overland runoff from three sides of the Youth Center building as well as runoff from the proposed Youth Center building and a portion of East Infantry Road via storm pipe. The proposed stormwater management system and proposed infiltration feature design was prepared by Tetra Tech.
EXISTING SITE DEVELOPMENT
The existing site is 250 feet of open, grassed field north of 8th Street and then wooded north of the open grassland. Runoff is conveyed overland from 8th Street to the north where it eventually makes its way to a ditch beyond the wooded area. Underground cable and electric were marked out along the 8th Street frontage. Water service was marked out from 8th Street and running perpendicular to 8th Street to the north along a dirt road on the east side of the proposed site improvements.
SOIL EVALUATION
The classification of the existing soils in the study area as reported in the “Web Soil Survey”, prepared by the Natural Resources Conservation Service U.S. Department of Agriculture (see Exhibit A3) are mapped from this reference as:
Soil Name Hydrologic Soil Group (HSG) Sassafras sandy loam (SacA) B
Inspection of the soils encountered in the study area during the testing resulted in the determination that the onsite soils are a sandy soil.
The approximate locations of the test pits performed on June 20, 2014, have been depicted on the Test Pit Location Plan (Exhibit A1). Soil logs of the excavated profile
Soil Investigation Report SWM Facility Design at the Proposed Youth Center Fort Dix, NJ pits are also provided in Exhibit B. No groundwater or mottling (indicative of Seasonal High Water Table (SHWT)) in the soil was observed in any of the soil logs (Exhibit B).
Test pits were excavated in the proposed stormwater management area to conduct testing to determine the in-situ permeability rate of the soil. Two (2) percolation tests (Exhibit C) were performed in the proposed infiltration basin area at depths of 50 and 58 inches below the existing grade elevation to support the bottom of the infiltration basin’s proposed design elevation.
Results for percolation tests conducted adjacent to soil logs SL-A and SL-C produced K5 permeability class results corresponding to permeability rates greater than 20 inches per hour (Exhibit D). The actual values were 85 and 240 inches per hour, SL-A and SL-C respectively.
The New Jersey Best Management Practices Manual requires a minimum design permeability rate of 0.5 in/hr for infiltration. The design permeability rate is the tested permeability rate divided by a safety factor of 2. Conservatively, it is found that the permeability at this location is at least 20 inches per hour (actual values are 42.5 and 120 inches per hour).
CONCLUSION
The soils are exceptionally well drained, and the K5 (>20 inches per hour) permeability rate results support the proposed infiltration basin as a feasible stormwater management method.

3. EXECUTION
3.1. Contract Award. JB MDL requires all visitors/contractors/vendors to conduct a criminal history background check and Wants/Warrants check prior to being issued an Installation Access Pass/Card.
This check is done at no expense to the contractor and will be accomplished at the Visitor Control Center or Commercial Vehicle Inspection Area. This will be completed prior to any access credential for JB MDL being issued to the contractor personnel.
3.1.1 All personnel requesting an installation visitor pass must complete the JB MDL request for criminal history form at the Visitor Control Center or Commercial Vehicle Inspection facility. Failure to provide all required information may result in access to the installation being denied.
3.1.2 If the contractor requires access to the installation for more than 60 days and up to three years, Visitor Control Center personnel will conduct a QWA Person Inquiry and criminal record check prior to issuing a card. Prior to issuing another Pass/Card another QWA Person Inquiry and criminal record check will be conducted.
3.1.3 If the contractor requires access for less than a 60 day period, a QWA Person Inquiry and criminal history check will be conducted prior to the contractor/vendor being issued an Installation Access Pass. Any subsequent request for entry will require another QWA Person Inquiry and criminal history background check to be accomplished.
3.1.4. The Visitor Control Center will conduct the required background checks, review the results and determine whether personnel will be authorized to enter JB MDL. The Visitor Control Center will forward any derogatory/disqualifying information to 87 SFS/S5R for debarment initiation. If no derogatory/disqualifying information is identified, any printed QWA Person Inquiries or criminal background checks will be destroyed immediately.
