BIDDER’S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Bidders “for information only” and do not revise the solicitation, plans or specifications.)
Bidder's Questions Government Response
Please confirm the thickness of asphalt to be removed.
We assume the asphalt is 4-6". We did not confirm this on site.
Plan sheet H-101 provides the horizontal/plan view limits of Contaminated Soil Removal. Please provide the required depth of excavation or bottom of contaminated soil excavation elevation. Is this to be 'subgrade' elevation? Please provide this limit as we cannot predict or determine the extent/depth of soil contamination.
Contractor shall assume all excavation within the boundary shown on H-101 is contaminated. This quantity shall include: earth required to be removed to rough grade the site, install pre-set crypts, pavement subbase, and meet over excavation requirements. Contractor is responsible for determining the excavation quantity to be excavated to install items shown on contract documents.
Additional contaminated soil removal beyond the assumed volume will be negotiated as a change order.
Specification Section 02 61 13 3.4.1 states that if grossly contaminated material is encountered at the anticipated extents of excavation, the contractor shall chase and remove soil up to the bounds of the project. Please confirm that this additional removal outside the anticipated extents of excavation will be paid as extra work/change order with additional contract time as the contractor has no way of predicting or calculating this work.
Although not anticipated, this provision was included based on the potential for “gross” contamination to be encountered during additional soil sampling or construction. If encountered, grossly contaminated material outside the anticipated extents of excavation will be negotiated as a change order.
Spec Section 03 30 00, Please clarify if mass concrete requirements apply to any of the cast in place concrete elements on this project.
Mass concrete requirements do apply to this project.
Specific applications include but are not necessarily limited to Details A1, D1, & D5 on S-514 where the section thickness is 3.0'. Contractor is responsible for determination of locations where placed concrete will approach a temperature of 158 degrees F within 72 hours of placement.
