BIDDER’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Bidders “for information only” and do not revise the solicitation, plans or specifications.)

Bidder's Questions Government Response

I am reaching out on behalf of advanced testing to determine if the Army Corps will be responsible for hiring the special inspections on this project or if it will be the contractor.

Per 01 45 35 it is the contractors responsibility to procure the special inspections

I am bidding out the foundation for this project. I am looking for point loads along the wall from sheet S-101 for details typical of stem wall @ pilaster of which there are several around the perimeter walls. Would you be able to help with that detail so I can provide an accurate bid.

The pilasters are not a structural requirement, but an architectural feature for aesthetic purposes. Please see details on sheet A-311.

There are two card readers shown on drawing E-103. Attached is page 3 of the specs. (Division 28, Electronic Safety and Security) The spec section covers the fire alarm system but has no specs for access. Please provide spec.

Access control devices and details shown on the drawings indicate device locations and pathways only. Specification Section 26 20 00 Interior Distribution System covers conduit and boxes required for installation of access control system.

Due to complexity of the project, the bidder formally requests a two week extension due to bid date.

One week extension was provided in Amendment 4.

Will the government please consider a two week extension of the bid date? With the due date 10 business days from yesterday’s pre-bid meeting and given the complexity of the project we request this extension to properly prepare a bid and provide subcontractors and vendors ample time to quote.

One week extension was provided in Amendment 4.

The Granite Finish Schedule on contract drawing L-508 lists the color G603. We have been informed by industry vendors/subs that the quarry for G603 has been closed and that this color is no longer available. Will northern gray be an acceptable alternate?

Alternate Granite colors will be acceptable upon final approval from given samples for final that best match existing columbarium on site.

In Drawing E101, there are different lights shown in the building. But there is no label written on the lights that which light is which kind. On drawing E503, there are different kinds of lights given like NL-3, NL-5 etc. But where do we have to install it? Same with the Electrical site drawing ES102. Please advise.

Please refer to the Electrical Legend, Lighting on Sheet E-002 where a triangle with a letter inside it is identified as a "Lighting Fixture Type Symbol". Utilize those symbols to identify the fixture types shown on the lighting sheets referenced in your question.

Please refer to the Lighting Fixture Schedule on Sheet E-603 for Fixture Type identification. Refer to the referenced fixture plates for additional fixture information.

Specification 01 14 00 1.3.2 Working Hours requires the contractor to stop all work that may disrupt any memorial burial service that occurs in the cemetery. This unquantifiable downtime places the contractor at great risk as there is no way for the contractor to predict the quantity, duration and frequency of these events or the number and type of equipment, subcontractors, and trades at the site at the times these may happen. We request the USACE consider this downtime be paid as reimbursable costs or a pay item be added to the contract which pays for contractor downtime per hour to alleviate the contractor risk on this item.

It is the contractor’s responsibility to anticipate disruptions due to funeral services.

Please refer to an amendment in Specification 01 14 00 1.3.2 for the estimated quantity of funerals per year and duration.

Specification section 01 14 00 1.3.4 lists 6 exclusionary periods were no work is to be performed. Below this it states there are 30 calendar days were work is prohibited for cemetery operations. Please clarify if these are 30 additional full restricted work days separate from the downtime due to burial services described in the 1.3.2 working hours specification.

Per 01 14 00 1.3.4 the 6 exclusionary days are independent of the disruptions due to funeral services.

Please advise if a dump site is available on base for disposal of unsatisfactory excavation materials being removed from site.

The Contractor shall coordinate NYSDEC approved disposal sites through West Point, DEC and the Contracting Officer.

Sheet E101 appears to indicate exterior wall mounted light type E. Please provide fixture information for this unit.

Please refer to the Lighting Fixture Schedule on Sheet E-603 for Fixture Type identification. Refer to the referenced fixture plate Sheet E-504 for additional fixture information.

Detail XL-27 on sheet E-503 indicates site lighting poles are to be Steel or aluminum and tapered or straight. Please advise which options are preferred.

Please reference the notes in the lighting fixture schedule for the Type F fixture for pole information.

Sheet E103 indicates two card readers. However, electronic safety and security and access control specifications were not provided. Please provide these specifications.

Access control devices and details shown on the drawings indicate device locations and pathways only. Specification Section 26 20 00 Interior Distribution System covers conduit and boxes required for installation of access control system.

Amendment 002 was uploaded to FBO.gov today and indicates additional plans and specs are included. Attempting to upload these documents resulted in an error message indicating the source material may have an issue. Please advise. Based on the issuance of these revised documents and the proximity of the close of RFIs to the bid date please additionally advise if the bid date can be extended.

Error message is resolved.

During the site visit, we reviewed the site from the bottom of the slope behind the new retaining wall and discussed the possibility of site access from that side. Please advise if this site access point will be allowed.

Contractor will be allowed site access from the bottom of the slope. The exact location of access from the bottom of the slope is yet to be determined but will most likely near the Waste Water Treatment facility (either on one side or the other of the facility).

Specification Section 02 61 13 1.2 states that characterization data on the the nature and extent of the contaminated material is shown as an appendix to the specification. We have not been able to locate the appendix, can this be made available?

Please refer to amendment in Specification Sections 02 83 13.00 10 for Asbestos Survey, Specification Sections 02 83 13.00 20 for Lead-Base Paint Report and Specification Section 31 23 00.00 20 for Geotechnical Report.

Can the contractor utilize space in the existing parking lot adjacent to the site for contractor parking, staging and office

Please refer to amendment in drawing GC100, CG111 and CG112 for laydown areas.

Specification 31 63 00 1.4.1 and plan sheet BB-101 state that geotechnical reports are available. We have not found these in the documents, can these be made available for use in bidding the project?

Please refer to amendment in Specification Section 31 23 00.00 20 for Geotechnical Report.
