Request for Prequalification Information

The following Government responses to questions from interested vendors are provided for informational purposes only.

Q1. In reference to the Factor 1: 3.1.1.1 C “Intumescent Mastic Fireproofing” experience qualification, we would like to clarify and possibly modify the Prequalification Information Requirements to one of the following options/questions shown below:

“If the Offeror has not self-performed an intumescent mastic coating application project greater than $1,000,000 in a single contract will the US Army Corp postpone the requirement to name a dedicated subcontractor that does meet that requirement until the Source Selection submittal?

If postponing the intumescent subcontractor is not acceptable then will the US Army Corp. consider allowing the Offeror to submit several qualified dedicated intumescent application subcontractors for the prequalification submission?”

Modification of the prequalification submission is necessary because the RFQ scope is undefined. It is difficult to select the best subcontractor without knowing the scope, schedule and the estimated value of the work. It is impossible at this stage to select the best applicator by means and methods, staffing due to schedule requirements and bonding capacity by value of the work all of which is integral in selecting the best subcontractor.

A1. The Offeror is required to provide examples of intumescent mastic coating (fireproofing) projects in response to the Prequalification RFI, in accordance with the requirements as stated in Factor 1, paragraph 3.1.1.1.c. This paragraph states that these examples shall be demonstrated by either the Prime Contractor and/or its key subcontractor.

Q2. We request that the clear span length requirement for Factor 1, Article 3.1.1.1b – Long Span Bridge, Hardening Work, be changed to 600 feet or greater.

A2. The Government has reviewed your request and have decided that the requirement for a clear span of 1000' or greater, in Factor 1, Article 3.1.1.1b - Long Span Bridge, Hardening Work, remain as written.

Q3. I am doing some research on the upcoming projects for NYC Long Span Bridges.

Can you tell me if USACE projects are governed by Buy American?

A3. The solicitation will contain applicable FAR and DFARS Buy American Act clauses and provisions.
