BIDDER’S QUESTIONS AND GOVERNMENT REPLY
1. Sections 4.2 (Lower Floor Slabs on Grade) and 4.3 (Pavements) of the provided Geotechnical Report both provide a similar recommendation to budget "for undercutting the existing fill a depth of at least 2 feet and backfilling with new compacted fill". Also, a recommendation to the government was made in Section 5.0 (General Limitations) stating that "An allowance should be established for additional costs that may be required for foundation and earthwork construction as recommended in this report". General Note 1 of plan CP500 implies that undercutting will be determined by the Contractor's geotechinical engineer after a proof roll during construction.
Foundations and Earthwork note 5 of plan S-001 again implies that undercutting will be determined by a proofroll during construction. Paragraphs 3.3 (Excavation) and 3.4 (Subgrade Preparation) from Spec section 31 23 00.00 20 (Excavation and Fill) imply that undercutting will be directed by the Contracting Officer, again during construction. There is also no assumption for bidding under paragraph 1.5 relating to undercutting of soils. With no allowance or assumption for bidding, there will be a tremendous difference in proposed cost between a contractor who assumes no undercutting and a contractor who takes the recommendations of the geotechnical report to undercut and replace two feet of soils underneath the entire project's pavements and slabs on grade. The difference due to these recommendations is in the tens of thousands of cubic yards for both exporting and importing. Question: Will the government please clarify for all contractors the extent of undercutting & new backfill to be assumed for bidding? Response: For bidding purposes undercutting and new backfill to be assumed for the slab on grade of Building 4421 Aviation Support Building.
2. The third sentence in Environmental Note #12 on Dwg G-003 states "If Suspect Material (Lead- Based Paint and Asbestos Containing Material) is encountered, stop work in that area and notify COR". Note #2 on Dwg AD-100 states that Building #4427 contains hazardous materials that are identified in the Hazardous Materials Report. However, Appendix "A" does not provide any firm ACM Quantities to use for bidding purposes. With regard to these references. please address and clarify the following:
a. For bidding purposes, please clarify whether or not the Bidders are to include the cost to perform any Asbestos Abatement Work in their bid proposal pricing for the Demolition of Building #4427.
b. If the Bidders are to include the cost of Asbestos Abatement in their bid pricing, then please clarify and provide ACM Quantities for the Bidders to use as the firm basis of their ACM pricing since Appendix "A" appears to be based on an incomplete survey that offers educated guesses and assumptions that are to field verified prior to demolition of Building #4427. Response: a.
The bidders are to include all work associated with demolition of the existing building as outlined in the bid schedule. b. Correct bidders are to include abatement in their proposal.
Appendix A and the demolition drawings should offer enough information for the bidders to deduce the quantities based on the hazmat survey report.
3. With regard to the Site Drainage shown on Dwg CG101, please clarify the following:
a. Please provide a typical trench detail and specify the size and type of pipe required for the new Storm Drains that connect to the new AAS Building roof leader drains.
b. With regard to the Aircraft Apron Underdrain Pipes mentioned in Key Note #5 please provide typical trench details, a profile, and specify the size and type of pipe to be used.
c. With regard to the Trench Drain mentioned in Key Note #2, please specify the size and type of the Outfall Pipe that discharges the storm water into Manhole #1A from the Trench Drain.
Response: 1. Refer to detail A1/CU502 TRENCH DRAIN DETAIL for typical trench drain.
From roof leader drain to storm drain to be 4-in PVC pipe. Drawing CU 502 revised.
2. Drawing CP500 reissued to add underdrain detail A4/CP500. Underdrain is 6" perforated PVC pipe.
3. Outfall pipe from trench to storm manhole shall be 4" PVC. Please see revised drawing as issued with this amendment.
4. CG-101: What size and type of pipe is from Manhole 1A to trench drain. Response: Outfall pipe from trench to storm manhole shall be 4" PVC as shown in revised drawing CU-502.
5. CG-101 Key Note #5 Please provide detail for apron under drain with size and type of pipe.
Response: Drawing CP500 has been revised to add underdrain detail A4/CP500.
Underdrain is 6" perforated PVC pipe.
6. Please provide information on storm structure 1E shown on drawing CG-101. Response: 1E is a manual gate valve for the trench drain. 4" gate valve with cast iron valve box and cover.
Please see revised drawings CG101 and CU501.
7. With regard to the Packaged Pump Station/Sanitary Lift Station that is shown in Detail D4 on Dwg CU501 and described in Specification Section 33 32 16, please clarify the following:
a. Our interpretation of Detail D4 and the corresponding Notes on Dwg CU501 is that the Package Pump Station/Sanitary Lift Station is to be a Simplex Pump Station, which would be equipped with one pump. Whereas, the Pump Station described in Specification Section 33 32 16 is a Duplex Pump Station, which would be equipped with two pumps. Please clarify this discrepancy.
b. The Detail 4 Notes appear to be describing a standard, non-explosion proof arrangement.
However, the Specifications call for explosion proof pumps. Please clarify this discrepancy.
c. The Specifications call for Check Valves with Limit Switches. However, we cannot find that type of Check Valve for a 1.25" diameter Force Main, which is a very small pipe diameter. Therefore, if the Specifications are correct and if these Limit Switches are to be provided for the 1.25" diameter Check Valves, then please provide a manufacturer, make and model number. Please clarify.
d. Detail D4 shows a Pump Station that is equipped with just a Wet Well. However, the Notes and the Specifications made reference to a Valve Chamber/Valve Vault. Note – if Limit Switches are required (as per the above question) then a Valve Chamber would be necessary because the Limit Switches cannot be mounted inside the Wet Well. Please clarify these requirements.
Response: a. packaged pump station is to be one (1) pump. b. Specification is correct and pump is to be explosion proof. c. Limit switches are not required for the pump alarm due to size. d. Limit switches are not required for the pump alarm due to size per above comment. Spec section has been revised as noted.
8. If detail B1 of drawing CS311 applies to this project, please provide a specification relating to the motorized gate operator. There are no guidelines within specification section 32 31 13 Chain Link Fences & Gates for a motorized operator. Response: Sliding gate is manual. Conduit stub outs, as noted on E-103, Note #19, shall be provided for future conversion of the sliding gate to an automated sliding gate.
9. Please reference drawings CS310 & CS311 and confirm the following: Confirm the height of the Single Cantilevered Sliding Gate and barbed wire shown on detail B1 of CS311 is 11' total.
Confirm the 'Fabric Width' dimension of the Chain-Link Security Fence Detail of drawing CS310 is 10'. Confirm that 3 strands of barbed wire are required for new fencing and gates. The Extension Arm Detail of drawing CS310 implies 6 strands. Please clarify the locations in which the Wildlife Fence is required per detail A4 of drawing CS311. The Permanent Security Fence Plan on drawing CS301 does not differentiate between the 'Chain-Link Security Fence Detail' of drawing CS310 and the 'Wildlife Fence Fabric Detail' of drawing CS311. Please confirm that sections of the Wildlife Fence are to be banded individually. Response: a. Fence height required is shown on A4/CS311; 10'-0" plus 1'-0" for the barbed wire as issued in prior amendment.
b. Fence fabric width confirmed at 10'-0".
c. Fence and gate to be 3 strands of barbed wire as shown on B1/CS311.
d. The design intent is to provide the Wildlife Fence at along the entire new fence line for this project.
e. Confirmed, wildlife fence are to be banded individually.
10. Drawing ES-102 Key Note 12 requires the installation of new recessed taxiway light fixtures in the existing paved shoulder along the taxiway. Please clarify if restoration of the existing taxiway shoulders is to follow detail D1 of drawing CP500. Response: Confirmed use detail D1/CP500 shoulder restoration.
11. On drawing A-311 details A-1 & A-2 states see detail A-3 on drawing A-511. A-511 is not included in drawings and not listed in sheet index. Please provide. Response: A-311 has been revised in prior Amendment, More information was provided during earlier submissions when storage building had a heated room, it is no longer the case.
12. Sheet CU-503 3 different potential sizes are shown on the details, as the Neenah #R-3475 shown on Section B-B is only 24 ¾ " x 36 ¾" I.D (frame opening). If larger size is needed as shown in the other details, please provide casting manufacturer and model number. Response: Grate inlets noted on Storm Sewer Calculations B4/CG203 is to be Neenah R-3475-3 (2-Grate Inlet) or equivalent.
13. Appendix A P-650 - Hazmat Survey B4427: The Hazardous Waste Survey Report prepared by Global revealed TEM analysis was not performed on many non-friable organically bound materials (NOBs). The state of New Jersey, N.I.A.C. 12:120 required the analysis of all category I NOBs via TEM when PLM results are 1% or less (including findings that a sample contains no asbestos). TEM is required for a more definitive analysis of non-friable organically bound materials. It is recommended from asbestos consultants that these materials should be recollected and additional analysis via TEM (TEM/NOB to confirm or deny the presence of asbestos. The report indicates the Beige Floor Tile, Fire Door, Black and Brown Fibrous Paneling, and Roofing materials (membranes, patching, sealants) are asbestos items to be removed. How will the government handle any additional analysis and/or removals of material not indicated in the report that may not be tested per New Jersey Requirements? Is the contractor to use the report listing the few asbestos items as basis of bid? Please clarify? Response:
According to the State of New Jersey Asbestos Laws and Regulation, New Jersey Administrative Code NJAC 12:120 does not apply at Federal facilities such as the JB MDL
14. CS-101: Please confirm that the entire perimeter of the Parking Lot west of the new AAS Building #4421 is a made up of a continuous concrete curb per detail C3/CP531 (besides areas key notes mark as curb cuts or transitions). Please also confirm that the perimeter of any island within the same Parking Lot is made up of the same continuous concrete curb per detail C3/CP531.
Response: It is confirmed that the entire perimeter of the parking lot west of the new AAS building is to be continuous concrete curb per detail C3/CP531. It is also confirmed that the perimeter islands in the west parking is to be continuous curb per detail C3/CP531.
15. a. Keynote #8 on drawing A-101 calls for refrigerator to be GFCI where as CID package, section
2.7 does not indicate if its GFCI. Please advise.
b. Please confirm under bid Option #4 does it include all of FF & E package. Response: a.
Keynote #8 Drawing A101 has been revised to remove GFGI notation, please provide all items as noted in FF&E order forms. b. Correct, please provide all items as noted in FF&E order forms.
16. If cement or bituminous stabilization is required per Spec section 32 11 23.23, would an open-graded HMA mixture that is mixed prior to be placement, and placed with an asphalt paving machine be an acceptable alternative? Response: Cement or bituminous stabilization material, testing and equipment shall be per Spec section 32 11 23.23.
17. What Mode are the L-858(L) LED Signs? Mod 2 withstand winds up to 225 MPH and Mode 3 withstand winds up to 327 MPH. What Style are the signs to determine the total VA load imposed on the Constant Current Regulator? Style 2 = 3-Step, Style 3 = 5-Step or Style 5 = Single Step.
Response: Fixtures shall be bid as Mode 1; Style 2. During shop drawing submittals McGuire airfield personnel shall confirm Style per their series lighting system installed.
18. The Notes pertaining to the A1 Communications Schematic Diagram on Dwg. E-501 do not indicate the origin of all new cables that enter the Telecom Room of the new AAS Building. We can see that a new 12-Strand SMFO OSP Cable is to be spliced to the existing FO cable in the existing Manhole MHD3 and then brought into the new building. We also see how a new 12-Pair Copper Cable is to be spliced to the existing Copper Phone Line at Pole JC215NH. However, in addition to these two cables, the Notes also indicate that two additional cables are to be pulled into the Telecom Room of the new AAS Building: a 12-Strand MMFO OSP Cable, and a new 25- Pair Copper OSP Cable. However, the A1 Communications Schematic does not provide any information that explains the origin of these two additional cables. Please clarify the origins of these two additional cables so that the lengths of these two cables can be determined.
Response: A new 12-pair copper and new 12-strand SMFO OSP cable shall be routed from the manhole to the TR room. Coax to be extended from pole to the telecom room. The note at the building entry needs to be edited to reflect that information.
19. The Government's Response to Part "e" of Bidder's Question #7767184 states that Wildlife Fencing Fabric for the permanent fence is required for this project. However, the Wildlife Fence Fabric Detail A4 on Dwg CS311 does not clearly show what is required for the Wildlife Fence
Fabric. Therefore, with regard to Detail A4, please clarify the following:
a)Is the Wildlife Deterrent Fabric separate from, and in addition to, the Chain Link Fence Fabric?
b)Please clarify the materials that are used to manufacture the Wildlife Fence Fabric, and please provide a list of equivalent manufacturers and equivalent products that can be used.
c)Please note that the Chain Link Fence Specification 32 31 13 does not make reference to the Wildlife Fence Fabric. Please provide the appropriate specifications.
d)Detail A4 does not identify what is to be provided at the fence posts. Each fence post is shown in Detail A4 with two vertical flanking members, each of which are "tied" together with five horizontal bands of an unknown material. In order to provide pricing for this arrangement the bidders need to know what is to be provided and how it is to be installed. Please clarify.
e)Please clarify what is intended by the short, bold vertical lines that are located along the ground in three of the fence panels, at a spacing that is five from the fence post in Detail A4.
f)Please clarify whether or not the Typical Section in Standing Water Areas applies to this project.
If so, then please clarify where this detail would be required at this project site. Response: a) The wildlife deterrent fabric is the same as the chain link fence fabric except that the fabric is extended 2'-0" below grade.
b) The wildlife deterrent fabric is the same as the chain link fence fabric
c) The wildlife deterrent fabric is the same as the chain link fence fabric. Use same specification as chain link fence fabric in specification 32 31 13
d) Fence post construction is as shown on details on sheet CS310.
e) This information is for fence construction within wetland areas which does not exist within the project area. Detail A4/CS311 has been revised on CS311.
f) The typical section in Standing Water Areas does not apply to this project and should be disregarded for bidding. Detail A4/CS311 has been revised on CS311
20. Paragraph 1.5.9 and paragraph 3.1.1 detail the role and responsibilities of the Special Inspector of Record (SIOR) that is to be an independent third party per paragraph 1.2, professional registered engineer, that is to supervise and document inspection related activities for the entire duration of the project. The responsibilities described in paragraph 3.1.1 for the SIOR are very similar to the responsibilities of the contractor's Quality Control Manager in paragraph 3.1.2. They are both responsible for supervising all special inspectors, both responsible to verify qualifications, and both responsible to maintain all special inspector reports. There would be a sizable cost savings if this duplication of effort was eliminated, especially since the SIOR is required to be an independent third party PE. May the contractor's Quality Control Manager serve as the Special Inspector of Record? Response: The Requirement is no longer applicable. The specification has been removed from the solicitation.
21. According to response on question #7765819 there was an Appendix D with photos issued. No Appendix D has been issued. Response: Please review the FBO site once more, appendix D is posted.
22. Where are the L-867B, 12" Dia Junction Can located on the drawings. Which Key Notes Apply?
Response: This detail was provided for situations where field conditions may require cable access at locations other than at a fixture base. The detail is not specifically identified on the Site plans.
23. Are the ADB Safegate FAA L-852T and L-861T fixtures to be supplied with heaters? Response:
No, Neither the specification nor the fixture details indicate a requirement for heaters.
24. Detail D1/CP500 indicates the bottom layer of the shoulder pavement section is a 9" base course with a 6" aggregate base course above that. This 9" base course is not required underneath the 6" aggregate base course in any other detail and it has the same shading as compacted subgrade for every other detail. Is this 9" base course required or is it an error? Response: 9" base course in detail D1/CP500 has been deleted. drawing CP500 is re-issued. Geotextile fabric below drainage layer added to pavement details.
25. Paragraph 1.3 of Specification section 32 11 23.23, Base Course Drainage Layers, states that the contractor is to "Build a drainage layer under the pavements, as indicated on drawings, consisting of Rapid Draining Material (RDM) stabilized with cement or bituminous." Paragraph 2.1.2 Note 2 states "The Contractor is responsible for adjusting the RDM gradation within the ranges listed in
Table I to provide a stable construction surface for the proposed equipment and method of transporting materials. The drainage layer may be stabilized with portland cement or asphalt at no additional cost to the government, if approved during the test section." It seems from 2.1.2 Note 2 that the contractor is given the option to place just the RDM material without stabilization if it meets the 'stable construction surface' requirement; however, 1.3 states that it is to be stabilized period. Does the contractor have the option to place only RDM aggregate to act as the drainage course without the cement or bituminous stabilization? Response: Yes, Contractor has the option to place only RDM aggregate to act as a drainage course without cement or bituminous stabilization if the surface meets the requirements for "stable construction surface" as required in 2.1.2, Note 2.
